EPWR AD 2.20 LOCAL AERODROME REGULATIONS
 

1 ATC REGULATIONS AND PROCEDURES

Between 0600-2300 (0500-2200) UTC 1) Wrocław-Strachowice ATC service may activate supplementary posts WROCŁAW DELIVERY operating on frequency 124.565 MHz and/or WROCŁAW GROUND operating on frequency 121.805 MHz, depending on current traffic conditions.
The frequency of the post the crew should first contact before flight is included in the ATIS message. For example:
„GROUND is not operating. For ATC clearance and start up contact TWR frequency 120.255 MHz / For ATC clearance contact DELIVERY frequency 124.565 MHz” or
“DELIVERY is not operating. For ATC clearance contact GROUND frequency 121.805 MHz. / TWR frequency 120.255 MHz.”.

1.1 RECEIVING EN-ROUTE CLEARANCE

1.1.1 RADIO COMMUNICATION

10 minutes prior to being ready for push-back or start-up, the flight crew shall establish communication on the frequency given in ATIS for ATC clearance and report the following details:
  • aircraft call sign,
  • parking stand number,
  • destination aerodrome,
  • planned cruising level (if other than in FPL),
  • any changes to the flight plan.
ATC clearances are issued not earlier than 30 minutes before EOBT/CTOT.

1.1.2 DATALINK DEPARTURE CLEARANCE (DCL)

In addition to clearances issued via radio, WROCŁAW TOWER has an option to issue ATC clearance via Datalink Departure Clearance (Eurocae Standard ED85A).
The following time parameters apply:
  • Ti (earliest point in time to receive RCD message)
    30 minutes prior to EOBT for flights with unassigned CTOT.
    30 minutes prior to CTOT for flights with assigned CTOT.
  • Tt (latest point in time to receive RCD message)
    5 minutes prior to EOBT for flights with unassigned CTOT.
    5 minutes prior to CTOT for flights with assigned CTOT.
  • T0 - 1 minute (defined standard)
  • T1 - 5 minutes (defined standard)
  • T2 - 1 minute (defined standard)
After initiating the datalink process, crews shall continuously monitor frequency given in ATIS throughout the data exchange process and refrain from additional ATC clearance related enquiries.
Datalink Departure Clearance can be replaced by radio communication depending on the air traffic intensity and weather situation.
ATC clearance can be issued by ATC via radio even after initiating the Departure Clearance Request (RCD) via datalink.

2 VISIBILITY OF APN, TWY A3 AND TWY A4 FROM TWR

2.1. APN 6, TWY A3 and TWY A4 are invisible from the TWR.
2.2. Entering, exiting and air-taxiing from/to APN 6, both taxiing and air-taxiing on TWY A3, and only towing/pushing on TWY A4 are carried out under the supervision of the marshaller.
2.3. Stands No 17 and 18 on APN 1 are invisible from TWR.

3 AIRCRAFT MOVEMENT PROCEDURES

3.1 TAXIING PROCEDURES

TWY D1 meets the requirements for Code C aeroplanes with a wheelbase of less than 18 m.

TWYs E1, E2 and APN 4 available for aircraft with a wheelbase of less than 18 m and with a main gear wheel span up to 8 m.

Code C aeroplanes are to taxi on TWYs E1, E2 and APN 4 only with FOLLOW ME assistance.

TWYs E3, D4 meet the requirements for Code B aeroplanes.

At night and during LVP, aircraft are to taxi from/to the stop bars on TWYs D1, D4 and on TWYs E1, E2, E3 only with FOLLOW ME assistance.

Crews may report the need of FOLLOW ME assistance during taxiing in all meteorological conditions, night and day.

3.2 AIRCRAFT PARKING PROCEDURES

The following procedures/restrictions are applicable on the APNs: ground movement instructions are issued by WROCŁAW TWR.
Aircraft engine start-up, taxiing, towing and push-back may be carried out with established radio communication and following permission from WROCŁAW TWR.
The marshaller supervises aircraft movements on the APNs, TWYs A3, A4 and de-icing pads, except for unassisted aircraft entry into/exit from de-icing pads in accordance with markings. The positioning of aircraft on the de-icing pad in a manner other than indicated by the markings shall be carried out under marshaller guidance only.
Aircraft may be parked on de-icing pads for purposes other than de-icing with the permission of TWR controller.
All aircraft manoeuvres on the APNs and TWY A3, A4 may be carried out only under the supervision of the marshaller.
Aircraft may enter and exit the aircraft stands following the instructions given by the Visual Guidance Docking System, with FOLLOW ME car, and according to the marshaller's instructions.
The marshaller can stop or forbid a manoeuvre if the safety is at risk or the situation on the APNs or TWYs A3 and A4 requires him to do so.
On aircraft stands: 1-18 and 61-62 a push-back procedure is applicable.
When receiving the push-back instruction, the crew shall report the direction of the final aeroplane position to the personnel responsible for push-back.
Aircraft stands 8-12: aircraft not greater than AT72 may exit a stand under own power with marshalling assistance.
Parking on aircraft stands 9-12: according to the instructions given by the Visual Docking Guidance System or to the marshaller's instructions.
In any event that the intended aircraft position or the aircraft stand entry/exit procedure is inconsistent with the markings, it shall always be carried out under the marshaller's/FOLLOW ME guidance.
Lead-in lights at parking stands 1-6, 8-18 are used at night, below 550 m RVR, or at the pilot's request.
In any event that aircraft taxiing according to the parking stand lead-in lights is impossible, the marshaller's instructions shall be followed.
The decision on whether an aircraft will be directed to APN 7 is made by the airport duty officer in agreement with the marshaller and the air traffic controller.
Any aircraft manoeuvres on/from APNs 4 and 7 may be carried out only under the supervision of the marshaller..
Aircraft stands 67H, 68H, 69H, 610H are C-code hangar stands intended for aircraft maintenance inside of the hangars. 
It is forbidden to taxi with running engines on TWY A4 and at hangar stands.
Only pushing/towing is allowed on TWY A4 and hangar stands.
Aircraft push-back/docking from/in the hangar, on TWY B4, E2 and all manoeuvres may be carried out only under the supervision of the marshaller..
Communication of vehicles and pedestrians from/to the hangars only via the service road crossing the TWY A4.
It is possible to stop the aeroplane in front of the hangar on TWY A3 by the marshaller only in case the technical staff is in full readiness to immediately tow the aeroplane into the hangar to aircraft stands 67H, 68H.

3.3 AIRCRAFT DE-ICING PROCEDURES

Aircraft de-icing takes place on de-icing pads 3 and 5.
Aircraft may enter the de-icing pad 3 via TWY B4, J2, K.
De-icing pad 3 has aircraft stands No 31 and 32 for aircraft up to C code and aircraft stand No 33 for aircraft up to code F.
Aircraft may enter the de-icing pad 5 via TWY B1 only.
Aircraft with a maximum wingspan exceeding 52 m may be positioned with adequate safety distances under marshaller guidance only.
Entry into/exit from de-icing pads 3 and 5 shall be carried out independently, using visual aids.
When de-icing procedure is completed, the flight crew shall be notified by ground personnel of the completion of de-icing.
When de-icing procedure is completed, the flight crew shall follow the instructions of TWR controller.

3.4 AUTOMATED DOCKING SYSTEM SAFEGATE

Parking stands 9, 10, 11, 12 are equipped with the automated docking guidance system SAFEDOCK.
SAFEDOCK tracks the crosswise and longitudinal aircraft position relative to the aircraft stand taxilane.
Information regarding the aircraft position and risks in the docking procedure is provided to flight crews on a display located at the extended centre line of an aircraft stand taxilane.

C. POLE WSKAŹNIKA ZBLIŻANIA / APPROACH DISTANCE FIELD
  Wskazuje odległość do punktu zatrzymania. The indicator shows the remaining distance to the stop position.
 

3.4.1 ACTIVITIES TO BE FOLLOWED WHEN USING THE SAFEDOCK SYSTEM

Check that the correct aeroplane type is displayed on the display.
Moving arrows (in B and C field) indicate that the system is active and ready to dock the approaching aeroplane.
The lead-in line is to be followed.
The appearance of the yellow approach indicator field indicates that the aeroplane has been identified by the system.
Observe the red and yellow azimuth guidance arrows. The yellow arrows on both sides of the centre line indicate the correct azimuth position.
At a distance of 30 m from the docking position, the approach distance indicator shows to the pilot the remaining distance by switching off successive rows of LED indicators. Each switched-off row is equal to 0.5 m of the traversed distance.
Reaching the correct stop position is indicated by displaying a STOP message and red rectangles on the outer edges of the centre line lead field. 
When the aeroplane is docked in the correct position, the display will show an OK message after a few seconds.
EMERGENCY STOP: when a red STOP message and red arrows appear on both sides of the azimuth guidance line, the aeroplane is to be stopped immediately.

3.4.2 SAFETY PROCEDURES DURING DOCKING

The docking procedure into the aircraft stand may not be commenced if the system is inactive or an appropriate aircraft type is not displayed.
Signals given by the marshaller must be considered by the pilot superior to information indicated by the SAFEDOCK system.
In the event of malfunction of the SAFEDOCK system or at the pilot’s request, the docking of the aeroplane on a stand equipped with the system may be carried out with marshalling assistance.
In the event of failure and/or shut-off of the SAFEDOCK system during a docking operation, the operation will be completed with marshalling assistance.
If the aeroplane has not been detected by the SAFEDOCK system (no yellow approach distance field), the pilot must stop the aeroplane at a safe distance from the air bridge.
The display of WAIT message indicates necessity to stop the aeroplane temporarily. Taxiing at the stand may be continued after yellow approach distance field is shown and the WAIT message is replaced by an appropriate aircraft type.
If the pilot is unsure of the information shown by the SAFEDOCK system, he must stop the aeroplane immediately and obtain additional decisive information.
In case where no messages are shown on the display or two red rectangles appear, a system failure is indicated. The aeroplane must be stopped immediately.

4 OPERATIONS BY HIGHER CODE LETTER AEROPLANES

Wrocław - Strachowice aerodrome is of code 4D ICAO.
The RWY and TWYs A1, A2, B1, B2, B4, C1, C5, J1, J2, K are adapted for code E and F aeroplanes.
Aircraft stands for code E and F aeroplanes - APN 1, APN 2 and de-icing pads 3 and 5.
Operations of code E and F aeroplanes are allowed under the conditions described below.
Any operations of code E and F aeroplanes on the TWYs, APNs, and de-icing pad shall be carried out with FOLLOW ME assistance.
Code E and F aeroplanes may operate at the aerodrome with the permission of the AD administration (Airport Duty Officer – e-mail: dyzurny@airport.wroclaw.pl). The permission is not required for aircraft in emergency situations and those for which the EPWR aerodrome is an alternate.
For code D, E and F aeroplanes, backtrack in the vicinity of the touchdown zone with the blow-out in the direction of PAPI is prohibited.
The safe clearance from the TWY edges and obstacles is guaranteed if the geometrical centre of the main undercarriage of aircraft is moving along the TWY cenre line marking.
Crews of four-engine aeroplanes are obliged to use minimum thrust of outer engines.

5 GENERAL AVIATION HANDLING

From 01 June 2026 handling of passengers and crews of General Aviation flights will be carried out at the passenger terminal with the assistance of Ground Handling Agent, with services categorised as follows:
  1. Standard handling: passing through the passenger terminal (without separation from scheduled passenger traffic - arrivals/departures);
  2. Executive handling: passing through VIP/Executive area (with separation from   scheduled passenger traffic - arrivals/departures).

EPWR AD 2.21 NOISE ABATEMENT PROCEDURES
 

1 NOISE PREFERENTIAL RUNWAYS

The following noise abatement runway preference system has been established for Wrocław - Strachowice aerodrome:

Arrivals:
1. RWY 29,
2. RWY 11.
Departures:
1. RWY 29,
2. RWY 11.
REMARK:
Between 2100 and 0500 (2000 and 0400) UTC 1), weather (and/or) technical conditions permitting, the following runway preference system is in force:
Arrivals:
1. RWY 11,
2. RWY 29.
Departures:
1. RWY 29,
2. RWY 11
Noise abatement shall not be the determining factor in runway nomination under the following circumstances:
  1. if the runway is not clear and dry, i.e. it is adversely affected by snow, slush, ice, water or mud, rubber, oil or other substances;
  2. for landing in conditions:
    • when the ceiling is lower than 500 ft above aerodrome elevation or when the horizontal visibility is less than 1900 m; or
    • when the approach requires vertical minima greater than 300 ft above aerodrome elevation and:
    1. the ceiling is lower than 800 ft above aerodrome elevation; or
    2. the visibility is less than 3000 m;
  3. for take-off when the visibility is less than 1900 m;
  4. when windshear has been reported or forecasted or when thunderstorms are expected to affect the approach or departure;
  5. when the cross-wind component, including gusts, exceeds 28 km/h (15 kt), or the tail-wind component, including gusts, exceeds 9 km/h (5 kt).

2 NOISE ABATEMENT PROCEDURES

The aircraft operators who perform air operations at Wrocław - Strachowice aerodrome should apply to noise abatement procedures equivalent for certain type of aircraft in order to reduce the level of noise in the direct area of the aerodrome.
Departures from RWY 11 and RWY 29 shall be performed in accordance with the Standard Instrument Departures specified in AD 2 EPWR.
Expect direct routing/shortcuts by ATC whenever possible. After departure from RWY 29 left turn should be commenced not earlier than after passing WR901.
If no noise abatement procedures adequate for the aircraft type are available, it is recommended that departures from RWY 11 and RWY 29 be performed in accordance with ICAO Noise Abatement Departure Procedure 1 (NADP1) as specified in the Appendix to chapter 3 of ICAO 8168, Procedures for Air Navigation Services - Aircraft Operations, Volume 1 - Flight Procedures, Part 1, section 7.
Between 2100 and 0500 (2000 and 0400) UTC 1), the aerodrome is not available for Code E and F aircraft. The restrictions do not apply to HOSP, SAR, HUM, EMER and HEAD flights.
Training flights are forbidden between 2100 and 0500 (2000 and 0400) UTC 1).

3 CONTINUOUS DESCENT APPROACH (CDA)

Continuous Descent Approach (CDA) is a recommended aircraft operating technique in which an arriving aircraft descends from an optimal position with minimum thrust and avoids level flight to the extent permitted by the safe operations of the aircraft and in compliance with published procedures and ATC instructions.
The aim for a CDA is to assist pilots to optimize aircraft approach profiles in order to reduce noise impact on the ground and, where possible, reduce fuel use and atmospheric emissions.
CDA technique:
  1. Arrange descent to pass 7000 ft AMSL within 25 track miles to touchdown zone.
  2. Expect track miles information or base leg information from ATC at or above 7000 ft AMSL, but do not turn on base leg until instructed.
  3. At or before downwind position maintain IAS 220 kt or minimum clean speed, whichever is greater.
ATC R/T example at or above 7000 ft AMSL:
  • 25 track miles to touchdown zone, when ready descend;
  • expect base leg after/before/between WPT.

4 LIMITATION OF NOISE EMISSION

In order to reduce the noise emission, particularly between 2100-0500 (2000-0400) UTC 1), it is recommended to limit the use of reverse thrust, use the extended landing run after landing and reduce the engine power during take-off by using the full distance of the RWY. These restrictions do not apply in emergency situations.
Aeroplanes landing between 2100-0500 (2000-0400) UTC 1) on RWY 29 shall, if the air traffic situation permits, taxi to APN 6 and APN 7 by using the runway.
Aeroplanes landing between 2100-0500 (2000-0400) UTC 1) on RWY 11 shall, if the air traffic situation permits, taxi to APN 1 on the RWY.
Self-propelled aircraft shall taxi on APNs with minimum engine power.
The operating time of the aircraft equipment (including air-conditioning) or the use of APU or GPU should be reduced to a minimum. Preferred use of outside GPU devices.
Any engine tests at Wrocław-Strachowice are allowed with the permission of the Airport Duty Officer.
Obtaining permission from the Airport Duty Officer by phone or radio is allowed if there is a necessity of performing unplanned test before take-off.
The intention to carry out engine tests should be notified in writing to the Airport Duty Officer ( dyzurny@airport.wroclaw.pl) with details of the person responsible for the tests.
The place designated for tests of engines requiring power settings above idle is the de-icing pad situated at TWY A1. Exceptions are possible only with the approval of the Wrocław - Strachowice administration.
Due to noise abatement only one engine test requiring power settings above idle may be carried out per day. The tests may be carried out only between 0500-2100 (0400-2000) UTC 1). Exceptions are possible only with the approval of the Wrocław - Strachowice administration. Towing/taxiing of aircraft to/from de-icing pads only with FOLLOW ME assistance.
Engine tests with idle power are allowed only on APNs 1, 4, 6, 7. Exceptions are possible only with the approval of the Wrocław - Strachowice administration. It is advised that engine tests should be carried out on screened stands 8-12.
At Wrocław - Strachowice aerodrome, engine tests with idle power are to be carried out only between 0500-2100 (0400-2000) UTC 1). Exceptions are possible only with the approval of the Wrocław - Strachowice administration.
The above-mentioned provision related to hours of conducting engine tests with idle power does not apply during current aircraft pre-flight maintenance check.

5 MONITORING THE AVIATION NOISE

5.1. The Administrator of Wrocław - Strachowice aerodrome permanently monitors the aviation noise emitted into the environment.
The Aviation Noise Monitoring System consists of 4 stationary measurement points and one mobile station located in the surroundings of the aerodrome.

5.2. Operators of aircraft equipped with ADS-B transponders are obliged to switch on the transponders within the area of Wrocław - Strachowice aerodrome (POZNAŃ SOUTH TMA).
5.3. The operator of Wrocław - Strachowice keeps noise certificate records of aircraft operating to/from Wrocław - Strachowice aerodrome.
5.4. All operators of civil aircraft operating to/from Wrocław - Strachowice are obliged to submit on a one-time basis a valid noise certificate for each aircraft operating to/from Wrocław - Strachowice aerodrome; such a certificate shall be confirmed by an appropriate aviation authority of the aircraft operator’s state.

5.6. The noise certificate referred to in point 2.21.5.3 hereinabove shall include the following information:
  • state and authority issuing the certificate,
  • number,
  • aircraft type,
  • aircraft registration marks,
  • aircraft manufacturer’s number,
  • engine(s) type and model,
  • airscrew type,
  • additional noise attenuators,
  • MTOW and MLW in kilograms,
  • average noise level measured in reference points and expressed in EPNdB,
  • allowed noise level in accordance with the requirements of Annex 16 to the Convention on International Civil Aviation - Environmental Protection, Volume 1, Part II expressed in EPNdB,
  • basis of certification,
  • confirmation that in respect of noise emission the aircraft meets the requirements of Annex 16 to the Convention on International Civil Aviation, if the restrictions specified in the valid Flight Operation Instructions are fulfilled,
  • signature of person issuing the certificate,
  • date of issue.
5.7. The noise certificate shall be drawn up in English or in Polish if the carrier is Polish.
 
EPWR AD 2.22 FLIGHT PROCEDURES
 
APPLICABLE UNITS OF MEASUREMENT
In order to facilitate air traffic in the vicinity of WROCŁAW/Strachowice aerodrome (POZNAŃ SOUTH TMA) the air traffic control unit providing Approach Control function will use non-metric units of measurement (Non-SI) as follows:
  • nautical miles (NM) expressing distance in navigation,
  • feet (ft) expressing heights, altitudes and elevations,
  • knots (kt) expressing horizontal speed,
  • feet per minute expressing vertical speed.
The air traffic controller will use metric units of measurement (SI) published in AIP Poland GEN 2.1 of only after prior request of the aircraft crew submitted by radio at the time of first radio contact with the unit providing Approach Control.

1 ESTABLISHING COMMUNICATION AFTER TAKE-OFF

If not specified otherwise by TWR, crews of all departing aircraft shall as soon as possible after take-off establish communication with POZNAŃ APP on the frequency of 123.040 MHz or 128.925 MHz according to instructions from WROCŁAW TWR.

2 PROCEDURES FOR VFR FLIGHTS

VFR arrivals and departures to/from Wrocław - Strachowice aerodrome may be conducted along the following VFR routes:
  • point KILO to point SIERRA ;
  • point GOLF  to point SIERRA ;
  • point ZULU  to point ROMEO  to point NOVEMBER .


Height of flights along routes: 500 ft - 1000 ft AGL.
In case of air traffic congestion, an aircraft flying under VFR may expect holding at the following point:  NOVEMBER.
Perform holding to the north-east of the industrial plant, not crossing the railways.
The holding altitude over NOVEMBER point shall be 1400 ft AMSL due to noise reduction unless instructed otherwise by the air traffic control service. 
 

2.1 SPECIAL VFR FLIGHTS

If the ceiling is lower than 1500 ft or flight visibility is lower than 5 km, VFR flights may be performed, provided ATC clearance for special VFR flight in control zone (CTR) is obtained.
Except situations when a relevant unit cleared for a helicopter flight in special cases like medical, search and rescue as well as firefighting flight, the following conditions apply:
  1. the flight will be performed during daytime only,
  2. the flight will be performed clear of cloud and in visual reference to terrain,
  3. ground visibility is not less than 1500 m, in case of helicopters - not less than 800 m,
  4. the ceiling is not less than 600 ft,
  5. the flight will be performed with indicated airspeed (IAS) 140 kt or lower giving adequate opportunity to observe other traffic and any obstacles to avoid collision.
Special VFR flight clearance may be cancelled if the meteorological conditions change below the meteorological minima described above.

3 PROCEDURES FOR IFR FLIGHTS

Within the POZNAŃ SOUTH TMA, radar approach control service is provided.
The Minimum Radar Vectoring Altitudes within the POZNAŃ SOUTH TMA are shown on the ATC Surveillance Minimum Altitude Chart - see ENR 6.3.3-1.
Within the POZNAŃ SOUTH TMA, RNAV 1 SID and STAR procedures are applicable, covering each RWY of Wrocław - Strachowice aerodrome. The RNAV STAR procedures cover also the initial and intermediate segments of the instrument approach procedures for RWY 11 and 29 and end at the FAF/FAP positions (excluding VOR RWY 11 and VOR z RWY 29 approach procedures ending at IAF).
The RNAV SID and STAR procedures within the POZNAŃ SOUTH TMA are designed in accordance with RNAV 1 criteria. An approval for RNAV 1 operations is required to conduct these procedures without restrictions.
The angle of bank (AOB) parameters adopted in the RNAV SID  procedures within the POZNAŃ SOUTH TMA are in accordance with PANS-OPS (ICAO Doc 8168 Vol. II, Part I, Section 3, Chapter 3,  Appendix 3), i.e.: 15° up to 1000 ft over the DER ELEV, 20° above 1000 ft up to 3000 ft over the DER ELEV and 25° above 3000 ft over the DER ELEV. It is applicable to all EPWR SIDs.
Due to the fact that a significant percentage of traffic for Wrocław - Strachowice is NOT RNAV 1 approved, and considering that all RNAV 1 SID and STAR trajectories are above the MSA/MVA and radar monitoring is provided within the POZNAŃ SOUTH TMA, in order to enhance traffic flows and reduce the air traffic controllers’ workload, it is possible for B-RNAV only approved aircraft to utilize RNAV 1 trajectories. This will allow for high reduction of RTF communication. In this the following additional conditions apply:
REMARK 1:
Aircraft approved only for B-RNAV operations, equipped with B-RNAV systems without navigation databases and/or requiring manual input of route data are excluded from the utilization of RNAV 1 procedures. In such circumstances ATC shall be advised upon first radio contact. Radar vectoring will be provided, usually along routes conforming with published procedures.
Such aircraft may expect delays and/or extended routing during peak hours.
REMARK 2:
Air traffic controllers will pay particular attention to monitor traffic not approved for RNAV 1 (P-RNAV). In case of any problems radar vectoring will be initiated.
All holding patterns within the POZNAŃ SOUTH TMA are carried out as instructed by ATC. Those procedures are available for non-RNAV 1 (P-RNAV) approved aircraft.
Expect direct routing/shortcuts by ATC whenever possible (especially during off-peak hours). The turn to the final approach path is usually performed by radar vectors to expedite traffic handling and for separation.
On all RWY directions tactical points for shorter non-standard approaches are established: for RWY 11 arrivals - REP WR602 (RNP) and REP WR492 (VOR), for RWY 29 arrivals - REP WR702 (ILS and RNP) and REP WR392 (VOR). These points may be used only upon request/approval of the flight crew.
Vertical planning information: flight crews should plan for possible descent clearance in accordance with vertical restrictions specified on the STAR charts. Actual descent clearance will be as directed by ATC. If possible, the CDA technique should be applied.

3.1 COMMUNICATION FAILURE PROCEDURE FOR IFR FLIGHTS

3.1.1 GENERAL PROCEDURES FOR ARRIVING AIRCRAFT DURING FLIGHTS OTHER THAN STARs

Set the transponder to code 7600 and continue the flight at the last level assigned by ATC to DVOR/DME WCL. Overhead the DVOR descend to an altitude of 3800 ft, execute an IFR approach to RWY 29 (VOR y RWY 29) and land on the most convenient RWY (depending on the wind direction and other circumstances).
It is forbidden to execute a visual approach to RWY 29 involving a northern circling.

3.1.2 COMMUNICATION FAILURE PROCEDURE WHEN CONDUCTING A SID

Set the transponder to 7600. Continue the assigned and acknowledged SID. After 3 minutes climb to the FPL flight level. If the aircraft being vectored, continue on the assigned heading for 3 minutes, then proceed directly to the last SID WPT, climbing to the FPL flight level.

3.1.3 COMMUNICATION FAILURE PROCEDURE WHEN CONDUCTING A STAR

AIRCRAFT APPROVED FOR RNAV 1 (P-RNAV) OPERATIONS:
  1. If a STAR was assigned and the flight crew approved it, set the transponder to code 7600, continue the flight according to the FPL and the assigned STAR, then execute an (ILS or VOR) approach and land. The descent shall be carried out after 2 minutes from setting the transponder to code 7600 in accordance with the vertical restrictions specified on the charts.
  2. If a STAR was assigned, the flight crew approved it and the vectoring was initiated, set the transponder to code 7600 and continue the flight for 2 minutes (from setting the transponder to code 7600) on the assigned heading and at the last assigned and acknowledged altitude/flight level. Then continue the flight directly to the FAF/FAP and execute an (ILS or VOR) approach and land. The descent shall be carried out in accordance with the vertical restrictions specified on the charts.
  3. If no STAR was assigned, set the transponder to code 7600, continue the flight according to the FPL. Then execute a (VOR Y RWY 29) approach and land. The descent shall be carried out after 2 minutes from setting the transponder to code 7600 in accordance with the vertical restrictions specified on the charts.

4 PROCEDURES FOR HELICOPTERS

Helicopters taking-off/landing from/at Wrocław - Strachowice aerodrome shall use the RWY in use as Category A aircraft in accordance with ICAO Doc 8168 Procedures for Air Navigation Services – Aircraft Operations – Construction of Visual and Instrument Flight Procedures, Part I, Section 4, Chapter 1, point 1.8.8.
Crews of skid-fitted helicopters are obliged to report on the type of undercarriage upon first contact with WROCŁAW TWR.
For an expeditious flow of air traffic, crews of skid-fitted helicopters shall not touchdown, only descend to the height of air taxiing and exit the landing area via a designated taxiway unless the controller clears otherwise.
Helicopters shall depart via the shortest possible route to the first point on the route determined by WROCŁAW TWR.
It is assumed that crews of skid-fitted helicopters, having been cleared to line up the RWY, will air taxi and begin to take off unless instructed otherwise by the controller.

4.1 MEDICAL AIR RESCUE (HEMS) HELICOPTERS

Final approach and take-off area (FATO) and air taxiways TWY F1 and TWY F2 have been designated at the aerodrome, intended for use exclusively by the Polish Medical Air Rescue (HEMS) helicopters.
TWY F1 for helicopters, connects FATO and TWY B2 with parking stand TLOF 1 located at the Polish Medical Air Rescue base.
TWY F2 for helicopters, connects FATO with parking stand TLOF 2 located at the Polish Medical Air Rescue base.
TWY F1 and TWY F2  have day and night marking in accordance with EASA regulations.
Take-off and landing site for the Polish Medical Air Rescue is FATO. Take-off and landing direction is parallel to the directions of flight operations performed on the RWY.
Polish Medical Air Rescue helicopters may conduct take-off/landing operations on the RWY in use on general terms.
In order to take-off/land using the RWY, it is required to air taxi to/from the RWY from/to Polish Medical Air Rescue base.
FATO does not have adequate separation from the existing infrastructure, which makes it impossible to conduct simultaneous aircraft operations while maintaining the required minimum distances from the edges of FATO and taxiways.
Polish Medical Air Rescue helicopters do not operate during low visibility procedures (LVP).
Due to the inability to secure a helicopter clearway, take-off operations for EC-135 helicopters on FATO should be conducted in accordance with VTOL 1 procedure in Category A.

5 LOW VISIBILITY OPERATIONS (LVP)

5.1

5.1.1. Provided that the necessary equipment is in working order, RWY 29 is suitable for Category II operations by those operators whose minima have been accepted by the Civil Aviation Authority.
No authorisation for carrying out ILS Category II operations is required for foreign operators in possession of a certificate of competency issued by their national authorities.

5.1.2 CRITERIA FOR THE INITIATION AND TERMINATION OF LVP

5.1.2.1. The LVP preparation phase will be commenced when the RVR at one of the three reporting positions falls to 800 m or less and/or the base of cloud covering more than half the sky is at 300 ft or less and the tendency to deteriorate of visibility continues.
5.1.2.2. LVP will be commenced when the RVR at one of the three reporting positions falls below 550 m and/or the base of cloud covering more than half the sky falls below 200 ft.
5.1.2.3. LVP will be terminated when the RVR along the RWY increases at one of the three reporting positions to more than 600 m and/or and the base of cloud covering more than half the sky reaches 200 ft or more with a tendency of further improvement.

5.1.3 DESCRIPTION OF LOW VISIBILITY OPERATIONS (LVP)

5.1.3.1. During LVP, special ATC procedures will be applied. Pilots will be informed of the commencement of these procedures by radio. The following phraseology will be used: "Low visibility procedures category two in operation".
5.1.3.2. When special ATC procedures are applicable a significantly reduced landing rate should be expected due to the requirement for increased (up to 10 NM) longitudinal separation between arriving aircraft.
5.1.3.3. Arriving aircraft will be required by ATC to use RWY 29 and TWYs J1 and D4 only.
5.1.3.4. During LVP/LVTO departing aircraft will use RWY 11 and RWY 29.
Take-offs are prohibited if the RVR is less than 125 m.
5.1.3.5. Taxiing on taxiways equipped with working centre line lights is conducted without the assistance of FOLLOW ME. The FOLLOW ME assistance is required on other TWYs when the RVR falls below 550 m.
5.1.3.6. Pilots who wish to practice Category II ILS approaches for training purposes shall use the phrase “Request practice Category II approach”, on initial contact with APP. In such circumstances measures described in items 2.22.5.1.3.1 to 2.22.5.1.3.3 above will not be applied.

6 TRAINING AND TECHNICAL FLIGHTS

Training flights within the WROCŁAW/Strachowice CTR and POZNAŃ TMA may be conducted after they have been notified by phone to the appropriate ATC unit and given ATC instructions.

1 BIRD CONCENTRATIONS AND AREAS WITH SENSITIVE FAUNA IN THE VICINITY OF THE AERODROME

1.1 Bird migration

Flocks of geese (up to several tens of birds) may overfly the aerodrome (directions N–S, S–N) each year from 1 October to 31 March day and night due to wintering of the species in the aerodrome vicinity (wintering grounds–feeding area route).
Minimum flying heights are advised in the aerodrome vicinity and over significant bird concentrations and areas with sensitive fauna during relevant periods of year, in accordance with ENR 5.6, points 5.1.8 and 5.1.9. 
Racing pigeons may fly in the vicinity of the aerodrome (direction W–E), each year from 1 May to 30 September Saturday and Sunday in the morning hours in connection with pigeon racing competitions organised by the Polish Association of Racing Pigeon Breeders.

1.2 Warning

There is a higher risk of a wildlife strike due to increased breeding activity of birds (buzzard, kestrel, swallow) each year from 1 May to 30 September. Other wildlife species found in the aerodrome vicinity: storks, starlings, hares.

2 WILDLIFE ACTIVITY CONTROL AND REPORTING

The wildlife activity control on the manoeuvring area and in the vicinity of the aerodrome is provided and recorded by the EPWR Wildlife Control Section (Wildlife Controller - Falconer and Airport Duty Officer) on a 24-hour basis. Prevention methods applied: car, scaring devices, falconry, trained hunting dog, trapping, shooting, grass management. 
Any presumed wildlife strike is to be checked (manoeuvring area inspection, for landing aircraft – aircraft inspection), recorded and reported to State Commission of the Aircraft Accident Investigation and Civil Aviation Authority through the European Co-ordination Centre for Accident and Incident Reporting Systems (ECCAIRS) by the EPWR aerodrome Wildlife Control Team.
