Poprzeczki zatrzymania
A0, A4, A5, A8, B1, B7, B8, C1, D2, D3, D4, E3, E4, H1, H2, L, N1, N2, N3, O1/S1, S2, S3, R.
Kołowanie przez włączoną poprzeczkę zatrzymania jest surowo zabronione.
Oprawy zagłębione poprzeczek zatrzymania są wyposażone w światła wykonane w technologii LED. 
Oprawy naziemne poprzeczek zatrzymania na A4, B7, B8, H1, H2 są wyposażone w światła wykonane w technologii halogenowej.
Oprawy naziemne poprzeczek zatrzymania na A0, A5, A8, B1, C1, D2, D3, D4, E3, E4, L, N1, N2, N3, O1, R, S1, S2, S3 są wyposażone w światła wykonane w technologii LED.

Taxiing across an operating stop bar is strictly prohibited.

Uwagi
TWY N1, N2, N3 i S2 wyposażone są w światła RETIL.
Na TWY łączących się z RWY zastosowano bardziej wyraziste oznakowanie miejsc oczekiwania przed RWY, bardziej wyraziste oznakowanie linii środkowej TWY oraz dodatkowe oznakowanie nakazu.
Na TWY D4 brak świateł linii środkowej pomiędzy poprzeczką zatrzymania a RWY 11.
RWY 15/33 jest wyposażona w światła wykonane w technologii LED.
Brak świateł linii środkowej na łuku pomiędzy TWY D3 i RWY 11 oraz na łuku pomiędzy RWY 29 i TWY D3.
Brak świateł linii środkowej na łuku pomiędzy TWY D3 i RWY 15 oraz pomiędzy RWY 33 i TWY D3.

 
TWY N1, N2, N3 and S2 are equipped with the RETIL lights.
TWYs connected to the RWY are provided with enhanced RWY holding position markings, enhanced TWY centre line markings and additional mandatory instruction markings.
No centre line lights are available on TWY D4 between stop bar and RWY 11.
RWY 15/33 is equipped with LED lights.
Centre line lights are not provided on the curve between TWY D3 and RWY 11 and on the curve between RWY 29 and TWY D3.
Centre line lights are not provided on the curve between TWY D3 and RWY 15 as well as RWY 33 and TWY D3.

EPWA AD 2.10 AERODROME OBSTACLES
 
Area 2 obstacle data are made available only in the form of: Obstacle Data Set (AIXM 5.1) and eTOD – Area 2 digital obstacle data (.csv). The data cover only obstacles penetrating the aerodrome Obstacle Limitation Surfaces (OLS) and obstacles with a height of 100 m AGL or more affecting air navigation.

EPWA AD 2.20 LOCAL AERODROME REGULATIONS
 

1 ATC PROCEDURES IN FORCE AT THE AERODROME

1.1 RECEIVING EN-ROUTE CLEARANCE

1.1.1 RADIO COMMUNICATION

In order to receive ATC clearance, the crew of an aircraft shall establish radio communication with OKĘCIE DELIVERY on 121.605 MHz 10 minutes before getting ready for push-back or start-up providing the following information:
  • aircraft call sign,
  • parking position number,
  • aerodrome of destination,
  • planned cruising level (if other than in FPL),
  • any changes to the flight plan.
Clearances are issued 30 minutes before EOBT/CTOT at the earliest.

1.1.2 DATALINK DEPARTURE CLEARANCE (DCL)

In addition to clearances issued via radio, OKĘCIE TOWER has an option to issue ATC clearance via Datalink Departure Clearance (Eurocae Standard ED85A).
Earliest point in time to receive RCD message:
30 minutes prior to EBOT for flights with unassigned CTOT.
30 minutes prior to CTOT for flights with assigned CTOT.
After initiating the datalink process, crews shall maintain continuous communication with OKĘCIE DELIVERY on 121.605 MHz (during service operational hours) or OKĘCIE TOWER on 118.305 MHz throughout the data exchange process and refrain from additional ATC clearance related enquiries.
Datalink Departure Clearance can be replaced by radio communication depending on the air traffic intensity and weather situation.

1.2 PUSH-BACK, START-UP AND TAXI CLEARANCES

Ground movement instructions are issued by OKĘCIE GROUND, frequency 121.905 MHz.

1.3 TAKE-OFF AND LANDING CLEARANCES

The unit responsible for line-up clearance and take-off clearance is OKĘCIE TOWER on 118.305 MHz.
While being transferred from OKĘCIE GROUND to OKĘCIE TOWER, the crew is required to change the frequency. Initial call shall be omitted and the TWR frequency shall be monitored for ATC call. 

1.4 ADDITIONAL TAXI AND DEPARTURE PROCEDURES

Pilots of aircraft requiring full length of RWY 11/29 or RWY 15/33 for departure have to notify OKĘCIE GROUND prior to the commencement of taxiing.
Since a different runway may be used for take-off than that published in ATIS, extreme caution is advised when awaiting take-off clearance.
Thresholds and touchdown zones of other runways may not be visible from the used RWY.
Visual departure from Lotnisko Chopina w Warszawie aerodrome is available e.g. to avoid adverse weather area. Heading proposed by the crew of departing ACFT or ATC has to be accepted by this crew. ATC does not take responsibility for obstacle clearance.

2 GROUND MOVEMENT SURVEILLANCE

Lotnisko Chopina w Warszawie aerodrome is equipped with a mode S surface movement surveillance system.
Operators intending to use the airport shall ensure that mode S transponders are able to operate when their aircraft are on the ground.
Mode S transponders shall be operated on the movement area in accordance with the following provisions:
Pilots shall select the assigned mode A (squawk) code and activate the transponder in mode S:
Departing aircraft:
  • from receiving clearance to start-up, push-back and start-up or taxi whichever is earlier;
  • TCAS shall not be activated before receiving the clearance to line up.
Arriving aircraft:
  • after landing, the transponder shall be operated without changing modes  until the aircraft is fully parked on stand. 
  • The transponder shall be deactivated immediately after parking. 
  • TCAS shall be deactivated as soon as possible after vacating the runway.
Activation of the transponder in mode S means selecting AUTO, ON, XPNDR, or the equivalent according to specific installation.
Aircraft taxiing without flight plan, shall select Mode A code 2000.
Flight crews of aircraft not equipped with a Mode S transponder must squawk assigned SSR-code ONLY when instructed to line up on the runway. Upon vacating the runway after landing flight crews on these aircraft shall switch off the transponder. At departure flight crews of aircraft not equipped with a Mode S transponder are requested to state "No Mode S transponder" to OKĘCIE DELIVERY on first contact.
Ground movement surveillance is achieved by the Surface Movement Radar (SMR) with multilateral system (MLAT). SMR provides information about the traffic on the manoeuvring area, except for TWYs: B1, D5, M1-3, O2, U1-3, V, W, Z1-5, H1, B6-8, J. MLAT provides information about the traffic on the entire manoeuvring area.
During LVP flight crews will be notified about unserviceability of ground movement surveillance system or its components, SMR or MLAT by ATIS or radio.

3 MINIMUM RUNWAY OCCUPANCY TIME

3.1 DEPARTURES

ATC will consider every aircraft at the holding point as able to commence line up and take-off roll after clearance issued with no delay.
Pilots not ready before reaching the holding point (no aircraft in front on the same taxiway) shall advise ATC as early as possible.
Where possible, cockpit checks and cabin readiness shall be completed before line-up and any actions requiring completion on the runway shall be minimised.
If the taxi distance between the parking stand and holding position is short, it is suggested to finish the passenger cabin safety procedures demo before vacating the parking stand.
Wake vortex separation is applied by ATC services in accordance with the published requirements. If more separation than the prescribed minima is requested, pilots shall notify ATC before entering the runway.
Pilots shall prepare and be ready to accept the following intersection take-off runs:

To increase runway capacity and to comply with slot times, ATC may reorder departure sequence at any time.
Pilots unable to accept the reduced take-off runs from the assigned or above mentioned intersections shall inform ATC no later than upon start-up.

3.2 ARRIVALS

When transferred from WARSZAWA APP to OKĘCIE TWR, the initial call to OKĘCIE TWR shall be limited to flight call sign only to avoid frequency congestion.
Pilots are reminded that a rapid exit from the runway enables the ATC to apply the minimum spacing on final approach that will achieve a maximum runway utilisation and will minimise the occurrence of go-arounds.
For RWY 33, use the rapid exit TWYs S1, S2 where possible as preferred exit.
For RWY 11, use rapid exit TWY N1, where possible as preferred exit.
It is essential to adjust landing roll speed to cross the runway intersection efficiently.
ATC services may suggest a different exit from the RWY. Such information will be provided during final approach.
The use of the most appropriate exit enables to minimise the runway occupancy time.

3.3 ESTABLISHING COMMUNICATION AFTER LANDING

If not specified otherwise by TWR, after finishing landing roll and vacating the runway, the crew of a landing aircraft shall establish communication with OKĘCIE GROUND on 121.905 MHz in order to receive taxi instructions to a designated parking stand on the apron.

4 AIRPORT COLLABORATIVE DECISION MAKING (A-CDM)

4.1 General

A-CDM at Lotnisko Chopina w Warszawie aerodrome is compliant with the European standard.

4.1.1 Procedures

4.1.1.1 Flight plan validation
The aim of flight plan validation is to correlate the ATC flight plan with the airport slot and the airport schedule. The estimated off-block time (EOBT) must correspond to the scheduled off-block time (SOBT). The A-CDM process cannot start without a valid ATC flight plan and/or without an airport slot (exempt for flights which do not require an airport slot). If EOBT and SOBT do not correspond, an alert is sent to the flight plan originator/person responsible for the EOBT.
4.1.1.2 Target off-block time - TOBT
TOBT is the point in time when all ground handling processes except for aircraft push-back and de-icing have to be completed. It is used as the best available time to coordinate and calculate the pre-departure sequence. TOBT = prediction of "aircraft ready".
4.1.1.2.1 Automatic TOBT
The TOBT will only be generated automatically for flights that have not yet had a TOBT entered manually. The automatically generated TOBT is calculated on the basis of the estimated in-block time (EIBT), minimum turnaround time (MTTT), the initial default TOBT=SOBT.
4.1.1.2.2 Responsibility for TOBT
The handling agent, the airline (for flights without a handling agent) or the pilot-in-command (for general aviation flights without a handling agent) are responsible for maintaining the TOBT (entry, update, deletion), its correctness and its adherence. This also applies to automatically generated TOBT.
4.1.1.2.3 TOBT correction/deletion
If it is foreseeable that the TOBT cannot be adhered to, it shall be updated or re-entered directly by the person responsible via reporting mechanisms. Since the TOBT is also used for other ground processes at the airport, it shall be updated when there are deviations of more than 5 minutes.
The TOBT may be corrected as often as required up until the time the TSAT is issued (40 minutes before TOBT). After the TSAT has been issued, the TOBT may be corrected up to three times without priority deterioration in the A-CDM process. After reception of start-up approval input or update of TOBT is no longer acceptable. Should circumstances arise where the aircraft cannot commence the off-block procedure, the start-up approval shall be cancelled. Thereafter a new TOBT can be entered.
If the aircraft needs to return to an aircraft stand (e.g. due to a technical reason), cancelation of the start-up approval and deletion of target times will occur. Thereafter a new TOBT must be entered. The new TOBT shall be at least 5 minutes later than the current clock time.
It must be ensured that the new TOBT is not earlier than 10 minutes prior to the current EOBT of the flight plan. If the TOBT cannot be adhered to and new TOBT is not yet known, the TOBT shall be deleted by the person responsible for the TOBT. If a TSAT has already been generated, it will also be automatically deleted. For a flight with a deleted TOBT the A-CDM process will be stopped until a new TOBT is entered.
If the aircraft is changed and a change message (CHG - type/registration) is sent, the original TOBT remains in force. For TOBT deviations of 15 minutes or more from the EOBT, it is mandatory to send a delay message (DLA) to the Network Manager in order to update the EOBT.
4.1.1.2.4 TOBT dialogue channels
TOBT dialogue is possible through:
  • internal systems of the airport/airline/handling agent;
  • ramp display of the advanced visual docking guidance system (A-VDGS) for contact gates; and in emergency situations due to lack of access to the above systems;

4.1.1.3 ATC route clearance
Pilots can obtain ATC route clearance from OKĘCIE DELIVERY maximum 30 minutes prior to EOBT. For regulated flights the clearance is available maximum 30 minutes prior to CTOT.
4.1.1.4 Target Start-Up Approval Time – TSAT
TSAT is the target time for issuing start-up approval. The earliest time to issue the TSAT is 40 minutes prior to TOBT. The pre-departure sequence is determined by the flights with a calculated TSAT.
Changes to the TOBT do not affect the TSAT in general as long as the new TOBT does not come after the currently valid TSAT.
4.1.1.4.1 TSAT dialogue channels
TSAT is transmitted according to the TOBT dialogue channels. As a rule, the person responsible for the TOBT must ensure the correct transmission of the TSAT to the crew. TSAT must be provided at least at the moment TOBT- 5 minutes. In addition, the crew shall monitor TSAT updates. In exceptional cases, TSAT can be obtained at TOBT time from OKĘCIE DELIVERY.
4.1.1.5 Start-up/push-back/taxi clearance
The pre-departure sequence is determined in accordance with TSAT. Start-up approval will only be issued under consideration of TOBT and TSAT. At TSAT +/- 5 minutes, the aircraft must be ready for start-up, and the crew shall report readiness on the frequency of OKĘCIE DELIVERY (121.605 MHz).
Start-up may be requested within the time period of TSAT +/- 5 minutes. The approval will be issued dependently on the TSAT and the current traffic and weather situation. In general, TSAT change is frozen within the TSAT +/- 5 minutes window. Update to the TSAT can be accepted by confirming or updating TOBT during this time manually, also other conditions, for example change in CTOT, may cause an update to the TSAT.
Push-back must be commenced not later than 8 minutes after receiving start-up approval at push-back positions. Taxi must be commenced not later than 8 minutes after receiving start-up approval at roll-out positions.
4.1.1.6 De-icing
The de-icing time shall not be taken into consideration when the TOBT is defined. They are, however, considered in the TSAT calculation based on the request for de-icing. Due to the influence of de-icing on sequencing, it is highly recommended to request de-icing before the TSAT is issued (40 minutes before TOBT).
The general de-icing procedures at Lotnisko Chopina w Warszawie aerodrome are described in detail in AIP Poland AD 2 EPWA point 2.20.9.
4.1.1.7 A-CDM alert messages
During the entire A-CDM process, alert messages may be generated (CDM alerts). Alerts will either be triggered by local occurrences and coherency checks or when exchanging data with the NMOC as a reaction to error/warning messages. To receive these alerts, it is necessary that all airlines/handling agents have submitted at least one contact e-mail address to the airport operator. Furthermore, alert messages will be displayed in the Lotnisko Chopina w Warszawie aerodrome A-CDM Portal tool. Alert messages require to eliminate the cause of the alert from the relevant recipient, otherwise the A-CDM process might be interrupted and start-up approval not issued.
4.1.1.8 Coordination with the Network Manager Operations Centre - NMOC
The general Network Manager procedures remain unchanged. In addition, A-CDM ensures a permanent and automated data exchange with the NMOC. For this purpose estimated landing times (ELDT) will be received as well as target take-off times (TTOT) will be transmitted to the Network Manager during the turnaround process and The Network Manager will take the target take-off times into consideration when calculating the CTOT and will try to adjust the CTOT accordingly.
4.1.1.9 Terms and Abbreviations
TOBT – Target Off-Block Time:
The time that an aircraft operator or ground handler estimates that an aircraft will be ready, all doors closed, boarding bridge removed, push back vehicle available and ready to start-up/push-back immediately upon reception of clearance from ATC. TOBT is a reference time used for all ground handling processes except for aircraft push-back and de-icing.
TSAT – Target Start-Up Approval Time:
Target time for issuing start-up approval in accordance with the A-CDM process. TSAT includes any limitations known, e.g. CTOT or the traffic situation at Lotnisko Chopina w Warszawie aerodrome.
Aircraft Ready:
The time when the aircraft is ready for push-back/taxiing, i.e. all doors are closed, boarding bridge have been removed and the push-back vehicle is available according A-CDM procedure. The aircraft ready status must have been reached at TOBT. If not, the TOBT needs to be adjusted accordingly. 
MTTT – Minimum Turnaround Time (MGT – Minimum Ground Time):
The minimum turnaround time required by aircraft and filed in the airport process, depending on the airline, type of aircraft and destination of aircraft. Changes shall be communicated to the airport by the airline. MTTT is the minimum time expected to be required between arrival at and departure from the aircraft stand. 
EIBT – Estimated In-Block Time:
The expected time when an aircraft will arrive at the aircraft stand (in-block); it takes into account delays during flight progress.
SOBT – Scheduled Off-Block Time:
The time when an aircraft is scheduled to depart from its aircraft stand (airport slot).
A-CDM Portal tool:
The system which gives the user read and write access to flight data. Flight data consists of general information about flights and time stamps which play an important role in the A-CDM process.

5 APRON MANAGEMENT AND USE PROCEDURE AT THE AERODROME

5.1 APRON MANAGEMENT SERVICE (AMS)

AMS shall be provided within the movement area, excluding the RWYs. Operations within the AMS are executed by FOLLOW ME assistance and TWR (AMS units).

The area covered by AMS has been displayed on the chart AD 2 EPWA 3-1.

5.2 RESPONSIBILITY OF AMS UNITS

5.2.1 FOLLOW ME

Guidance of aircraft from/to transfer of responsibility points in accordance with TWR instructions. 
Parking aircraft on parking stands. 
Suspension of aircraft taxiing upon consultation with TWR in operationally justified cases.
Supervision of aircraft maneuvers on the apron and in consultation with TWR in this regard.

5.2.2 TWR

Maintaining continuous radio contact with the aircraft crew.
Issuing taxi instructions. 
Relaying the number of the parking stand to the flight crew.
Issuing clearance for start-up/push-back/power-back/”cross-bleed start-up”

5.3 POINTS FOR TRANSFER OF RESPONSIBILITY

Upon crossing the stop bar before the RWY (subject to establishing communication by the unit taking over the control of the aircraft with the aircraft crew) - from/to AMS.
Upon parking the aircraft on the parking stand, exiting the parking stand by the aircraft - from/to AMS.
Upon commencement/completion of FOLLOW ME assistance (coincident with turning on/off of warning lights and the display mounted on the FOLLOW ME vehicle) - between AMS units. 
Upon commencement of manoeuvring signals given by FOLLOW ME/activation of the visual docking/parking guidance system (subject to the response of the aircraft crew to the signals) - between the AMS units.

6 TAXIING PROCEDURES

6.1 TWYs Z, Z ORANGE, Z BLUE

TWY Z is restricted to aircraft with a wingspan of 65 m or less.
TWY Z Orange is restricted to aircraft with a wingspan of 36 m or less.
TWY Z Blue is restricted to aircraft with a wingspan of 36 m or less.
During aircraft taxiing on TWY Z - TWY Z Orange and TWY Z Blue are closed for taxiing of other aircraft.
Aircraft with a wingspan of 36 m or less may taxi on TWY Z Orange and TWY Z Blue at the same time.
Aircraft may taxi on TWY Z Orange and TWY Z Blue in both directions in accordance with the instructions from the TWR.
TWY Z Orange centre line marking is an orange line, 15 cm wide, outlined in black.
TWY Z Orange centre line lights are two-directional, green/green, installed with spacing not greater than 30 m.
TWY Z Orange centre line marking lights are orange, omnidirectional, intervening between centre line lights, installed with spacing not greater than 30 m.
TWY Z Blue centre line marking is a blue line, 15 cm wide, outlined in black.
TWY Z Blue centre line lights are two-directional, green/green, installed with spacing not greater than 30 m.
TWY Z Blue centre line marking lights are blue, omnidirectional, intervening between centre line lights, installed with spacing not greater than 30 m.
In LVP conditions TWY Z is the preferred TWY
On TWY Z in LVP conditions no restrictions in respect of RVR apply
In LVP conditions and CAT II/III operations TWY Z Orange and TWY Z Blue may be used with RVR not less than 400 m.
If RVR is less than 400 m, the TWY Z Orange and TWY Z Blue centre line lights must be switched off.

6.2 OTHER RESTRICTIONS

Information on maximum allowable aircraft wingspans on individual TWYs - see charts: AD 2 EPWA 4-1, AD 2 EPWA 4-3, AD 2 EPWA 4-5, AD 2 EPWA 4-7, AD 2 EPWA 4-9.
Service road between TWY B1 and gate No 7 available only for aircraft towing operations. Taxiing prohibited.
Taxiing on TWY B1 is allowed only by aircraft with maximum wingspan up to 15 m.
The crew is required to stop the aircraft and turn off the engine after vacating   RWY 15/33 into TWY B1.
Towing procedure is permissible of aircraft with a wingspan up to 27.06 m and outer main gear wheel span   (OMGWS) 7.37 m.
During taxiing with outer main gear wheel span   (OMGWS) > 5.99 m wingman assistance is required.
TWY B1 is available for flight operations from SR to SS and with   RVR equal or greater than 550 m.
From SS to SR or with RVR less than 550 m only aircraft towing operations are available.
Taxiing and aircraft towing operations on the service road between RWY 11/29 and gate No 7 are prohibited.
TWYs B6, B7, B8 and H1 – taxiing available only for turboprop and piston-powered aircraft.
Taxiing on TWY E2 to TWY E4 when an aircraft with a wingspan of 36 m or greater is holding on TWY E3 is not possible.
TWY E3 not available for aircraft and vehicles awaiting before RWY 11/29, whenever RWY 11 is being used for TKOF or LDG.
Turn-offs onto TWY N3 are prohibited when TWY E3 is occupied by an aircraft or vehicle.
A speed limit of 10 kt applies on TWYs M1, M2, M3.
TWYs N1, N2, N3: one-way traffic – aircraft cannot enter the RWY for take-off.
A speed limit of 46 kt applies to turn-offs from RWY 11 onto TWY N3.
TWY S1: one-way traffic – aircraft cannot enter the RWY for take-off.
TWY S3: one-way traffic on the section between RWY 15/33 and TWY D2 – aircraft cannot enter the RWY for take-off.
Taxiing under own power from the intersection of TWY U1 and TWY W from/onto the pre-hangar apron is prohibited.
Helicopters are to air taxi via TWYs U, M, W, Z and Z Orange, Z Blue only with FOLLOW ME assistance.
TWY Z3: available for aircraft with a wingspan up to 65 m. When aircraft stands 812 or 813 are unavailable, taxiing of aircraft with a wingspan above 36 m along TWY Z3 only with the FOLLOW ME assistance.
Crews of aircraft with a wheelbase of more than 22.78 m should use judgemental oversteering.
Intersection of TWY D3 and TWY K – taxiing from TWY D3 to TWY K and from TWY K to TWY D3 only available for aircraft with an outer main gear wheel span (OMGWS) less than 6 m.
Aircraft with an outer main gear wheel span (OMGWS) of 6 m or greater and less than 9.54 m shall be towed at the intersection of TWY D3 and TWY K when turning from TWY D3 to TWY K and from TWY K to TWY D3 only with the attendance of a wingman - taxiing is prohibited.
In case the intended aircraft position or the entering/exiting procedure on an apron does not comply with the markings, an aircraft is always to move in accordance with FOLLOW ME instructions.
Crews are obliged to use minimum thrust during exiting stands on aprons number 1 (stands 80, 82, 84), 2, 5A, 5B, 7A.
Due to lack of markings a RWY may be exited into an intersecting RWY with the permission of ATC (it does not apply to low visibility operations LVP).
Entry into RWY 15 from TWY D3 and exit from RWY 33 into TWY D3 is possible only for ACFT with a wingspan of less than 36 m.
 

7 AIRCRAFT PARKING PROCEDURES

7.1 PARKING OF AIRCRAFT

The following procedures/limitations are in force on parking stands:
Parking on stands 1-7A 1-7A, 9-11 and 9-24 13-24 (and with alternatives) according to indications of the A-VDGS or marshaller’s instructions.
Parking on the remaining stands according to the marshaller’s instructions.
11 : entry to the stand available from the northern side only (not applicable to towing operations).
14L, 14R, 15L, 15R : safety clearance for ACFT with wing span of 24 up to 36 m (excluding the 36 m value) reduced to 3 m – parking under A-VDGS exclusively.
15 : safety clearance for ACFT with wing span of 52 up to 65 m (excluding the 65 m value) reduced to 4.5 m - parking under A-VDGS exclusively.
47, 48, 201, 202, 203 : stands available for servicing ACFT only from SR to SS. After SS, only towing operations are allowed and no servicing is possible.
80, 82, 84 : entry to the stands available from the eastern side only. Taxiing via TWY U then TWY W.
201, 202 : intended for use for aircraft of maximum wingspan equal to or less than 12 m, equipped with non-jet engines.
203 : stand designated for helicopters only.
1-11 and 13-25 1-25 : push-back procedure applies exclusively.
1-7, 9-11 and 13-24: 9-24:  it is allowed to push-back ACFT with a wingspan up to 29 m, when an ACFT refuelling tanker is standing at the adjacent position in the common area of overlapping stand. Process requires obtaining the ACFT crew permission for the push-back with the reduced separation from the obstacles and with the wingman provided.
47, 48, 53B, 54A, 54B, 61-63, 64-66, 75-76, 708-712, 81, 83, 85-88, 91-98 : push-back or power-back procedures apply.
9, 10, 10L, 10R : for aircraft with a wingspan up to 36 m push-back is performed on TWY Z2, TWY Z Orange 2 or TWY Z Blue 2 - in accordance with TWR instructions.
For aircraft with a wingspan greater than 36 m push-back is performed always on TWY Z2 - in accordance with TWR instructions.
9, 10, 10L, 10R : receiving push-back clearance, the crew is obliged to inform the push-back staff which TWY line (colour) the aircraft is to be pushed-back to.
804-811 : flight crews shall notify OKĘCIE GROUND of the necessity to exit a stand using TWY U3.
 

7.2 ADVANCED VISUAL DOCKING GUIDANCE SYSTEM (A-VDGS)

Aircraft stands numbered: 1, 2, 3, 4, 5, 6, 7, 7A, 9, 10, 10L, 10R, 11, 12, 13, 13L, 13R, 14, 14L, 14R, 15, 15L, 15R, 16, 17, 18, 19, 20, 21, 22, 23, 24 are equipped with the Advanced Visual Docking Guidance System (A-VDGS). Some colours having a very low infrared reflectance are likely to cause poor aircraft detection capability. Information regarding the docking process and risks in the docking procedure is provided to flight crews on a display mounted at the extension of the stand centre line.

B. INDICATOR OF CENTRE LINE AND DISTANCE TO THE STOP POSITION

Current ACFT distance to the stop position expressed in metres. Field activated when the ACFT is 30 metres from the stop position. At a distance of 15 metres from the stop position, the lower rows are successively switched off. A single row of the indicator represents a distance of 0.3 metre remaining to the stop position.

C. AZIMUTH POSITION

Laser scanning technology allows the system to be used from both pilot positions. Information on aircraft transverse position in relation to the centre line is displayed. Flashing red arrows indicate the required ACFT turning direction for azimuth guidance. A yellow arrow indicates the current ACFT position in relation to the centre line.

7.2.1 ROUTINE TO BE FOLLOWED WHEN USING THE SYSTEM

Check that the correct (required) ACFT type is shown on the display.
Floating yellow vertical arrows indicate that the system is activated.
The lead-in line is to be followed.
The appearance of the vertical centre line indicator indicates that the ACFT has been identified by the system.
Observe the red azimuth guidance arrows and yellow indicator. Steer the ACFT in accordance with the direction indicated by the ACFT position. The absence of red azimuth guidance arrows and the alignment of ACFT position indicator with centre line indicate the correct azimuth position.
At a distance of 30 metres from the stop position, the distance to the stop position in metres will be displayed.
At a distance of 15 metres from the stop position, the system will be switching off successive elements of the vertical yellow centre line.
Reaching the correct stop position is indicated by displaying a STOP message.
When the ACFT stops in the correct position, the display will show an OK message after a few seconds.
EMERGENCY STOP: when a STOP message appears, the aeroplane is to be stopped immediately.

7.2.2 SAFETY PROCEDURES DURING DOCKING

Docking operations using the A-VDGS are carried out with marshalling assistance.
In case a hazard or malfunction of the system is observed, the docking procedure shall be stopped by pressing the Emergency Stop button. The system will display a STOP message. The ACFT is to be stopped immediately.
Signals given by the marshaller must be considered by the pilot superior to information indicated by the A-VDGS.
The docking procedure is not allowed if:
  • the docking system does not display yellow arrows moving vertically upwards and an appropriate aircraft type, or
  • the docking system does not display an appropriate aircraft type with a SLOW message, or
  • the marshaller is not present at the stand.
In the event of A-VDGS failure or at the pilot’s request, the docking of the aeroplane on a stand equipped with the system may be carried out with marshalling assistance.
In the event of failure and/or shut-off of the system during a docking operation, the operation will be completed with marshalling assistance.
The display of a WAIT message indicates the necessity to stop the ACFT temporarily. The ACFT may continue the docking operation when the system has switched to the capture or guiding mode.
No message shown on the display indicates a failure of the docking system. The ACFT is to be stopped immediately.
The docking operation must not proceed beyond the air bridge cabin if the centre line indicator is not displayed.

7.3 OTHER RESTRICTIONS

If a thunderstorm occurs within a radius of 5 km from the aerodrome, an alternative procedure for aircraft parking arrangement on stands not equipped with the Advanced Visual Docking Guidance System (A-VDGS) applies. The aircraft crew is obliged to follow the marshaller's instructions given in the form of messages displayed by the FOLLOW ME vehicle or transmitted via the TWR by radio. Hand signals shall not be used.

8 POWER-BACK PROCEDURE

Power-back operations are allowed at all ACFT stands excluding stands 1 1-11 to and 25 13-25 (APN 3).
Power-back is possible after receiving permission of OKĘCIE GROUND and FOLLOW ME acceptance.
Power-back is possible only with FOLLOW ME coordinator assistance.

9 AEROPLANES DE-ICING PROCEDURES

ACFT de-icing may only be carried out by a ground handling agent with appropriate authorisation.
De-icing of ACFT allowed only on aprons 7A, 10 and 13.
Report the necessity for de-icing to your ramp agent at first.
Report the necessity for de-icing when requesting ATC clearance to OKĘCIE DELIVERY – FREQ 121.605 MHz.
For start-up/push back contact OKĘCIE GROUND – FREQ 121.905 MHz – only when completely ready (all passengers on board, doors closed, tug connected if required).
De-icing position will be assigned depending on air traffic flow and ACFT type, taxi according to ATC instructions.
Enter de-icing stands only with FOLLOW ME guidance.
ACFT taxiing to the de-icing position without following this procedure will not be accepted and will be moved to the end of the sequence.
ATC is not responsible for de-icing, neither has contact with de-icing agents.
OKĘCIE TWR designates de-icing pad in use and designates aircraft de-icing sequence.

10 AERODROME AVAILABILITY FOR SPECIAL FLIGHTS

NIL

11 CRITICAL AIRCRAFT TYPES

Lotnisko Chopina w Warszawie aerodrome may be used by the below-mentioned aircraft types of code letter F for conducting commercial flights and as an alternate aerodrome only after obtaining the approval of AD Administrator. The requirement for prior approval does not apply to emergency situations. The following regulations may be applied in case of flight operations carried out by the given aircraft: Airbus 380-800, Antonov AN-124-100, Boeing 747-8, Lockheed C5A/B Galaxy.
For maintenance of code letter F aeroplanes, RWY 15/33 is used as a priority. It provides greater width and length, and the connected TWY network allows safe taxiing with the use of oversteering manoeuvres. If there is no access to RWY 15/33 or due to weather conditions, it is possible to use RWY 11/29.
Turning manoeuvre is possible on RWY with the crew’s special caution. The aerodrome operator does not provide FOLLOW ME assistance while performing turning manoeuvre on the RWY.
After landing it is not advised to turn off the outer engines due to the necessity of increasing thrust of inner engines which may increase the risk of ingestion or foreign object damage (FOD).
TWYs available for taxiing of code letter F aeroplanes are depicted on chart AD 2 EPWA 5-1. Taxiing on TWY is carried out with FOLLOW ME assistance.
The crew is responsible for carrying out the manoeuvres in accordance with judgemental oversteering technique.
During taxiing/push-back of aeroplane to/from parking stands No 10 and 702 access/service roads located in the vicinity of these stands are blocked.
Stands 10, 61, 64, 65, 66, 74, 702, 102 are available for parking and maintenance of code letter F aeroplanes. De-icing is possible on stands 702 and 102.
Push-back procedure is mandatory on stands 10, 61, 64, 65, 66, 74. Parking on stands No 74 and 702 is carried out from TWY A1 and TWY A3 respectively. When the aforementioned stands are unavailable, the aerodrome operator shall indicate an alternative parking place with the necessary safety conditions and taking into account the necessity for the provision of ground handling of aircraft.

12 OTHER REQUIREMENTS

All aerodrome users including flight crews and maintenance staff carrying out the activities within the aerodrome operating area are obliged to wear bright coloured protective clothing with reflective elements in the part of upper torso or warning vest.
Carriers are obliged to ensure that the handling agent has a suitable tow bar for the particular aeroplane type. Otherwise an aircraft must be equipped with its own towing bar.
 
EPWA AD 2.21 NOISE ABATEMENT PROCEDURES
 

1 NOISE PREFERENTIAL RUNWAYS

The following noise abatement runway preference system has been established for Lotnisko Chopina w Warszawie aerodrome:
Arrivals:
1. RWY 33, 2. RWY 11, 3. RWY 15, 4. RWY 29.
Departures:
1. RWY 29, 2. RWY 15, 3. RWY 33, 4. RWY 11.
REMARK:
Between 2100-0500 (2000-0400) UTC (see GEN 2.1) in order to maintain the lowest possible noise level, it is highly recommended to avoid extensive reversal thrust and usage of full length of the runway after landing. Crews are requested to reduce take-off power by usage of the full length of the runway respectively.


Noise abatement shall not be the determining factor in runway nomination under the following circumstances:
  1. if the runway is not clear and dry, i.e. it is adversely affected by snow, slush, ice or water, or by mud, rubber, oil or other substances; 
  2. for landing in conditions when the ceiling is lower than 150 m above aerodrome elevation or for take-off or landing when the horizontal visibility is less than 1.9 km;
  3. when the cross-wind component, including gusts, exceeds 28 km/h;
  4. when the tail-wind component, including gusts, exceeds 9 km/h; 
  5. when wind shear has been reported or forecast or when thunderstorms are expected to affect the approaches or departures.


Exceptions to the above rules will be applied only in cases of emergency in order to shorten the arrival route.

2 NOISE ABATEMENT PROCEDURES

Operators of aircraft conducting flight operations at Lotnisko Chopina w Warszawie aerodrome shall follow noise abatement procedures adequate while climbing during for the specific departure aircraft (NADP1) type as specified in for the purpose Appendix to Chapter 3 of reducing ICAO noise Doc level 8168 Procedures for Air Navigation Services - Aircraft Operations Vol. I - in areas Flight adjacent Procedures, Part I, Section 7 between 2100-0500 (2000-0400) and it is recommended to follow these procedures for the rest of the aerodrome. day.
If no noise abatement procedures adequate for the aircraft type are available, it is recommended that departures from Lotnisko Chopina w Warszawie aerodrome be performed in accordance with ICAO Noise Abatement Departure Procedure 1 (NADP 1) as specified in the Appendix to Chapter 3 of ICAO Doc 8168 Procedures for Air Navigation Services - Aircraft Operations Vol. I - Flight Procedures, Part I, Section 7.

3 CONTINUOUS DESCENT APPROACH (CDA)

Continuous Descent Approach (CDA) is a recommended aircraft operating technique in which an arriving aircraft descends from an optimal position with minimum thrust and avoids level flight to the extent permitted by the safe operations of the aircraft and in compliance with published procedures and ATC instructions.
The aim for a CDA is to assist pilots to optimize aircraft approach profiles in order to reduce noise impact on the ground and, where possible, reduce fuel use and exhaust emission.
CDA technique:
  1. Arrange descent to pass 7000 ft AMSL within up to 25 track miles to touchdown.
  2. Expect track miles information or base leg information from ATC at or above 7000 ft AMSL, but do not turn on base leg until instructed.
  3. At and before downwind position maintain clean speed except when not feasible, e.g. due to aircraft performance or ATC instructions.
ATC R/T example at or above 7000 ft AMSL:
  • 25 track miles to touchdown, when ready descend.
  • Expect base leg after/before/between WPT.
  • Expect full procedure.

4 CONDUCTING FLIGHTS BETWEEN 2100-0500 (2000-0400) UTC 1)

4.1. At Lotnisko Chopina w Warszawie aerodrome, aircraft movements are restricted between 2100-0500 (2000-0400) UTC 1).
4.2. Training, test and technical flights are prohibited between 2100-0500 (2000-0400) UTC 1).
4.3. Except for emergency situations, landing aircraft are recommended to reduce the application of reverse thrust between 2100-0500 (2000-0400) UTC 1).
4.4. It is recommended to avoid planning scheduled, not scheduled, and ad-hoc aircraft movements between 2100-0500 (2000-0400) UTC 1).
4.5. Between 2100-0500 (2000-0400) UTC 1) aircraft movements are permitted only for aircraft with noise certification in accordance with ICAO Annex 16, Volume I, Chapter 3, 4, 5, 10 and 14.
4.6. The restrictions on flights between 2100-0500 (2000-0400) UTC 1) do not apply to aircraft on state aircraft, emergency landings and humanitarian flights.

5 MONITORING THE AVIATION NOISE

5.1. The Administrator of Lotnisko Chopina w Warszawie aerodrome permanently monitors the aviation noise emitted into the environment.
The Aviation Noise Monitoring System consists of:
  • 10 fixed measurement points,
  • 1 mobile measuring station,
  • computer system with software,
  • connection to the aerodrome radar.

5.2. The Administrator of Lotnisko Chopina w Warszawie aerodrome keeps noise certificate records of aircraft operating to/from Lotnisko Chopina w Warszawie aerodrome.
5.3. All operators of civil aircraft operating to/from Lotnisko Chopina w Warszawie aerodrome are obliged for single submission of a valid noise certificate for each aircraft operating to/from Lotnisko Chopina w Warszawie aerodrome; such a certificate shall be confirmed by an appropriate aviation authority of the aircraft operator’s state.
5.4. Copies of the aforementioned certificates and any amendments thereto shall be sent by e-mail to:

5.5. The noise certificate referred to in point 2.21.5.2 hereinabove shall include in particular:
  • authority issuing the certificate,
  • aircraft type,
  • aircraft registration marks,
  • aircraft maximum take-off mass,
  • information on chapter of Part II, Vol. 1 of Annex 16 to the Convention on International Civil Aviation according to which the aircraft was certified,
  • noise levels measured in reference points and expressed in EPNdB,
  • allowed noise levels in reference points, expressed in EPNdB,
  • date of issue.
5.6. The noise certificate referred to in point 2.21.5.2. shall be drawn up in English or in Polish if the carrier is Polish.
 
EPWA AD 2.22 FLIGHT PROCEDURES
 
APPLICABLE UNITS OF MEASUREMENT
In order to facilitate air traffic within the Lotnisko Chopina w Warszawie aerodrome Terminal Control Area (WARSZAWA TMA) the air traffic control unit executing Approach Control function will use non-metric units of measurement as follows:
  • nautical miles (NM) expressing distance in navigation,
  • feet(ft) expressing heights, altitudes and elevations,
  • knots (kt) expressing horizontal speed,
  • feet per minute expressing vertical speed.
The air traffic controller will use metric units of measurement (SI) published in AIP Poland GEN 2.1 in only after prior request of the aircraft crew submitted by radio at the time of first radio contact with the unit executing Approach Control within the WARSZAWA TMA.

1 ESTABLISHING COMMUNICATION AFTER TAKE-OFF

Transfer to WARSZAWA APPROACH frequency shall be done only on TWR instruction.

2 SPEED REDUCTION PROCEDURE FOR WARSZAWA TMA

General speed reduction procedure is mandatory for aircraft inbound to Lotnisko Chopina w Warszawie aerodrome.
If an appropriate ATC unit did not instruct otherwise, flight crews performing flight in compliance with the STAR procedures are obliged to reduce speed indicated on STAR charts.
Adherence to speeds assigned by ATC is mandatory. Pilots should typically expect the following speed restrictions:
220 kt from the holding fix during the initial approach phase;
between 220 kt and 180 kt on base leg/closing heading to final approach;
between 180 kt and 160 kt when established on final approach and thereafter 160 kt to 4 FINAL.
These speeds are applied for ATC separation purposes. In the event of a new (non speed related) ATC instruction being issued (e.g. an instruction to descend on ILS) pilots shall continue to maintain the previously assigned speed.
All speed restrictions are to be flown as accurately as possible. Crews of ACFT unable to conform to these speeds must inform ATC and state what speeds can be used. In the interests of accurate spacing, pilots are requested to comply with speed adjustments as promptly as is feasible within their own operational constraints.
Pilots should advise ATC immediately if circumstances necessitate a change of speed for ACFT performance reasons.

3 TRAINING, TECHNICAL AND AERIAL WORK FLIGHTS

Training flights within the WARSZAWA/Okęcie CTR and within the WARSZAWA TMA may be conducted after they have been notified by phone to the appropriate ATC unit and given ATC instructions.
Technical flights including inspection flights within the WARSZAWA/Okęcie CTR and/or WARSZAWA TMA may be conducted after they have been notified by phone to the appropriate ATC unit and given ATC instructions.
Photogrammetrical surveying flights - see ENR 1.1.

4 PROCEDURES FOR IFR FLIGHTS

Within the WARSZAWA TMA radar approach control service is provided.
Minimum Radar Vectoring Altitudes within the WARSZAWA TMA are shown on ATC Surveillance Minimum Altitude Chart – see page ENR 6.3.6-1.
Within the WARSZAWA TMA RNAV 1 SID and STAR procedures are introduced, covering all RWYs of Lotnisko Chopina w Warszawie aerodrome. RNAV STAR procedures cover also initial and intermediate segments of instrument approach procedures for RWY 11, 15, 29 and 33 and end at FAF/FAP positions.
RNAV SID and STAR procedures within the WARSZAWA TMA are designed in accordance with RNAV 1 criteria. RNAV 1 approval is required to conduct these procedures without additional restrictions.
Air traffic controllers will pay particular attention to monitor RNAV 1 not approved traffic. In case of any problems - radar vectoring will be initiated.
All holding patterns within the WARSZAWA TMA as directed by ATC. Holdings are available for non-RNAV 1 approved aircraft.
Expect direct routing/shortcuts by ATC whenever possible (especially during off-peak hours). The turn to final approach is usually performed by radar vectors to expedite traffic handling and for separation reasons.
On all RWY directions tactical points for non-standard shorter approaches are established: for RWY 11 arrivals - REP GOSIT (ILS) and REP ASDAG (VOR), for RWY 15 arrivals – REP XERTU, for RWY 29 arrivals – REP VIBAT, for  RWY 33 arrivals – REP ERLEG (ILS) and REP ARVAL (VOR). These points may be used only after request/approval of air crews.
If ILS CAT II or LOC RWY 11 procedure or ILS CAT II or LOC RWY 33 procedure is unavailable, expect radar vectors to FAF VOR RWY 11 or FAF VOR RWY 33 procedure accordingly.
Vertical planning information: air crews should plan for possible descent clearance in accordance with vertical restrictions specified on STAR charts. Actual descent clearance will be as directed by ATC. If possible, CDA technique should be applied.
Flights departing from EPWA aerodrome via SID EVINA with cruising level below FL180 should file SID EVINA disregarding level restriction at REP NIPUS. Air crews should request none-standard departure before start-up.
Standard missed approach procedure for visual approach is the same as standard missed approach published for currently broadcasted type of approach in ATIS information.
It is assumed that ACFT after departure are identified by TWR, unless ATC informs otherwise.
Reduced RWY Separation Minima are applied at Lotnisko Chopina w Warszawie aerodrome.

4.1 RADIO COMMUNICATION FAILURE PROCEDURE FOR IFR FLIGHTS

4.1.1. General procedure for arriving aircraft when no STARs are in use
Set the transponder to code 7600. Maintain last assigned and acknowledged altitude/flight level. Proceed DVOR/DME WAR point. Over point DVOR/DME WAR descend to altitude 4000 ft. Then proceed FAP ILS z RWY 11 or FAF VOR RWY 11, execute approach and land (ILS or VOR RWY 11). If landing is not possible, execute missed approach and proceed to FAP/FAF of most convenient RWY, execute approach and land.
4.1.2. Communication failure procedure when conducting a SID
Set the transponder to code 7600. Continue on assigned and acknowledged SID. After 3 minutes climb to FPL flight level. If being vectored, continue on assigned heading for 3 minutes then proceed direct to last SID WPT climbing to FPL flight level.
4.1.3. Communication failure procedure when conducting a STAR
RNAV 1 APPROVED AIRCRAFT:
  1. If STAR was assigned and acknowledged by air crew, set the transponder to code 7600, continue with FPL and assigned STAR, then execute approach (ILS or VOR) and land. Descending shall be executed in accordance with vertical restrictions specified on chart after 2 minutes from setting code 7600.
  2. If STAR was assigned and acknowledged by air crew and vectoring was initiated, set transponder to code 7600 and continue on assigned heading and last cleared and acknowledged altitude for 2 minutes (from setting code 7600). Then proceed direct FAP/FAF and execute approach (ILS or VOR) and land. Descending shall be executed in accordance with vertical restrictions specified on chart.
  3. If STAR was not assigned, set transponder to code 7600, proceed according to FPL and FPL STAR, execute approach (ILS or VOR) and land. Descending shall be executed in accordance with vertical restrictions specified on chart after 2 minutes from setting code 7600. If landing is not possible execute missed approach and proceed to FAP/FAF of most convenient RWY, execute approach (ILS or VOR) and land.
RNAV 1 NOT APPROVED AIRCRAFT:
Set the transponder to code 7600. Maintain last assigned and acknowledged altitude/flight level. Proceed DVOR/DME WAR point. Over point DVOR/DME WAR descend to altitude 4000 ft. Then proceed FAP ILS z RWY 11 or FAF VOR RWY 11, execute approach and land (ILS or VOR RWY 11). If landing is not possible, execute missed approach and proceed to FAP/FAF of most convenient RWY, execute approach and land.

4.2 CIRCLING APPROACH

Circling approaches are prohibited.

B-X-R-W Route : From the factory in the southern part of Błonie town - BRAVO point fly to PTAK Warsaw EXPO (magnetic track 115°) - X-RAY point, then turn left and fly along road E67 (national road No 8) to Janki shopping centre (magnetic track 049°) - ROMEO point, next turn right and fly inbound radar tower (magnetic track 055°) - point WHISKEY .
T-X-R-W Route : From the factory south of Tarczyn town - point TANGO fly to PTAK Warsaw EXPO (magnetic track 354°) - X-RAY point, then fly along road E67 (national road No 8) to Janki shopping centre (magnetic track 049°) -   ROMEO point, then turn right and fly inbound radar tower (magnetic track 055°) - point WHISKEY .

*) Except for state aircraft flights, special flights (GARDA, HOSP, HEMS, FFR, SAR) and flights exempted from this obligation (e.g. flight check of pipeline) on the basis of the decision of the President of Civil Aviation Authority, N-O-E route is available only for aircraft taking-off and landing at Lotnisko Chopina w Warszawie aerodrome.

5.2 WARSZAWA/OKĘCIE CTR ENTRY IN VFR FLIGHT

Unless the appropriate ATC unit clears otherwise within the WARSZAWA/Okęcie CTR, an aircraft is required to be equipped with a transponder operating in Modes A and C.
5.2.1. Entry into controlled airspace from uncontrolled airspace:
  1. Entry into the WARSZAWA/Okęcie CTR may be performed upon clearance issued by OKĘCIE TOWER and relayed by WARSZAWA FIS.
  2. If not instructed otherwise by WARSZAWA FIS, radio communication with OKĘCIE TOWER shall be established over NOVEMBER or X-RAY points.
5.2.2. Take-off from the WARSZAWA/Okęcie CTR excluding Lotnisko Chopina w Warszawie aerodrome:
  1. Crews must obtain departure clearance from TWR before take-off by means of radio or telephone. If unable, contact OKĘCIE TOWER immediately after take-off.
  2. If unable to establish two-way radio communication, crews shall transmit blind and fly outside the WARSZAWA/Okęcie CTR lateral limits in the direction opposite to Lotnisko Chopina w Warszawie aerodrome, towards NOVEMBER or X-RAY points. Crews shall try to establish radio communication with OKĘCIE TOWER (118.305 MHz) or WARSZAWA INFORMATION (128.575 MHz or 118.775 MHz respectively).
5.2.3. Rules managing take-off from Lotnisko Chopina w Warszawie aerodrome are described in AD 2 EPWA point 2.20.1.1.1.

5.3 VFR POINTS AND HOLDING PROCEDURES

In the case of congestion of air traffic, an aircraft flying under VFR may expect holding at one of the following designated points:
5.3.1. Point ROMEO - inbound track along route E67 (national road No 8, magnetic track 047°). Left turns. Do not pass to south-eastern side of the road while holding, hold within the parking area.
5.3.2. Point OSCAR - inbound track along Trasa Siekierkowska road (magnetic track 231°). Left turns. Do not pass to the western side of the intersection while holding.
5.3.3. Point ECHO - inbound track along Marynarska Street (magnetic track 283°). Right turns. Do not pass to the south side of Marynarska/Sasanki Street while holding. Stay in a safe distance from the RWY 29 approach path.
5.3.4. Point WHISKEY - inbound track with magnetic track 327°. Left turns. Do not pass to the eastern side of the Warszawa bypass road while holding. Stay in a safe distance from the RWY 33 approach path.
REMARK: When holding over NOVEMBER or X-RAY points, do not violate the controlled airspace of WARSZAWA/Okęcie CTR.
5.3.5. VFR approach procedures for Lotnisko Chopina w Warszawie aerodrome for aeroplanes:
5.3.5.1. From the western side (point WHISKEY ):
  • Approaching RWY 11 or RWY 15 join the right hand circuit downwind, perform base leg over Aleja Krakowska street, do not overfly the western side of the street;
  • Approaching RWY 29 or RWY 33 join the left hand circuit downwind, performing base leg do not overfly to the eastern side of the railway.
5.3.5.2. From the eastern side (point ECHO ):
  • Approaching RWY 11 or RWY 15 join the left hand circuit downwind, perform base leg over Aleja Krakowska street, do not overfly the western side of the street.
  • Approaching RWY 29 or RWY 33 join the right hand circuit downwind, performing base leg do not overfly the eastern side of the railway.
5.3.5.3. In order to maintain appropriate air traffic flow, ATC may issue landing clearance beyond the touchdown zone, using phraseology sentence "long landing approved".
5.3.5.4. If unable to comply with the procedure described in points 2.22.5.3.5.1 to 2.22.5.3.5.3, the crew shall notify OKĘCIE TOWER on initial contact.
5.3.5.5. VFR approach procedures for Lotnisko Chopina w Warszawie aerodrome for helicopters:

Helicopter crews shall approach from ECHO or WHISKEY point flying the shortest possible route to the landing zone assigned by OKĘCIE TWR described in AD 2 EPWA point 2.22.6.3.

5.4 SPECIAL VFR FLIGHTS

If the ceiling is lower than 1500 ft or flight visibility is lower than 5 km, VFR flights may be performed, provided ATC clearance for special VFR flight in control zone (CTR) is obtained.
Except situations when a relevant unit cleared for a helicopter flight in special cases like medical, search and rescue as well as firefighting flight, the following conditions apply:
  1. the flight will be performed during daytime only,
  2. the flight will be performed clear of cloud and in visual reference to terrain,
  3. ground visibility is not less than 1500 m, in case of helicopters – not less than 800 m,
  4. the ceiling is not less than 600 ft,
  5. the flight will be performed with indicated airspeed (IAS) 140 kt or lower giving adequate opportunity to observe other traffic and any obstacles to avoid collision.
Special VFR flight clearance may be cancelled if the meteorological conditions change below the meteorological minima described above.
 
5.4.1 Separation of special VFR flight and IFR flight
Crews conducting special VFR flights operating on published VFR routes or holding at holding points are separated from IFR flights conducting instrument approach.
 
5.4.2 Separation of Polish Air Medical Rescue VFR special flight and IFR flight
Polish Air Medical Rescue VFR special flight is to be performed bypassing designated areas along EPWA instrument approaches. In case of entry into that area air traffic controller provides horizontal separation of 3 NM or vertical separation of 1000 ft from an IFR flight.

5.5 RADIO COMMUNICATION FAILURE ON VFR FLIGHT

5.5.1. If radio communication fails in flight with FPL filed for entry into the WARSZAWA/Okęcie CTR, with destination other than Lotnisko Chopina w Warszawie aerodrome, before reaching the WARSZAWA/Okęcie CTR limits, entry is forbidden.
5.5.2. If radio communication fails in flight with destination Lotnisko Chopina w Warszawie aerodrome, before reaching, or within the WARSZAWA/Okęcie CTR limits, the crew shall:
5.5.2.1. When arriving and approaching from the western side of the aerodrome:
  • Make an arrival to reach WHISKEY point and await visual signals given from the aerodrome control tower of Lotnisko Chopina w Warszawie aerodrome.
  • Show all aircraft navigation lights during arrival and holding.
  • After receiving green visual signal execute the shortest possible approach and land on the most suitable runway depending on weather conditions.
  • After receiving a red visual signal hold over WHISKEY point until receiving a green visual signal and then execute the shortest possible approach and land on the most suitable runway depending on weather conditions.
  • If no signals have been received from the aerodrome control tower, hold over WHISKEY point for 5 minutes and then execute the shortest possible approach and land on the most suitable runway depending on weather conditions.
  • After landing vacate the runway immediately into the first possible taxiway and wait for the "FOLLOW ME" car.
5.5.2.2. When arriving and approaching from the eastern side of the aerodrome:
  • Make an arrival to reach ECHO point and await visual signals given from the aerodrome control tower of Lotnisko Chopina w Warszawie aerodrome.
  • Show all aircraft navigation lights during arrival and holding.
  • After receiving a green visual signal execute the shortest possible approach and land on the most suitable runway depending on weather conditions.
  • After receiving a red visual signal hold over ECHO point until receiving a green visual signal and then execute approach as short as possible and land on the most suitable runway depending on weather conditions.
  • If no signals have been received from the aerodrome control tower hold over ECHO point for 5 minutes and then execute the shortest possible approach and land on the most suitable runway depending on weather conditions.
  • After landing vacate the runway immediately into the first possible taxiway and wait for the "FOLLOW ME" car.

6 PROCEDURES FOR HELICOPTERS

6.1. Helicopter flights to Lotnisko Chopina w Warszawie aerodrome are restricted exclusively for:
  • helicopters based at Lotnisko Chopina w Warszawie aerodrome,
  • Helicopter Emergency Medical Service (HEMS) helicopters,
  • helicopters conducting flights related to enforcement of public order and safety,
  • operators who obtained constant or temporary guarantee from the aerodrome manager or users of Lotnisko Chopina w Warszawie aerodrome aerodrome listed in point 2.22.6.2 that (an) appropriate parking stand(s) will be provided for their helicopter(s).
6.2. The following operators of Lotnisko Chopina w Warszawie aerodrome are able to guarantee provision of an appropriate aircraft stand:

6.3. Arrivals at Lotnisko Chopina w Warszawie aerodrome
6.3.1. Helicopter crews carrying out an instrument approach (IFR) to Lotnisko Chopina w Warszawie aerodrome shall land on the RWY in use as Category A aeroplanes in accordance with ICAO Doc 8168 Procedures for Air Navigation Services – Aircraft Operations Vol. II – Construction of Visual and Instrument Flight Procedures, Part I, Section 4, Chapter 1, point 1.8.8.
6.3.2. Helicopter crews arriving on a VFR flight at Lotnisko Chopina w Warszawie aerodrome, after obtaining an approach clearance, should carry out an approach via the shortest possible route to the assigned RWY.
In the first contact with OKĘCIE TOWER a helicopter crew will be provided with information on the point of touchdown and RWY vacation.
6.3.3. Crews of skidded helicopters shall report the undercarriage type on the initial contact with OKĘCIE TOWER.
6.3.4. In order to ensure efficient air-traffic flow, crews of skidded helicopters shall descend to air taxi height, instead of making full touchdown, and vacate the landing zone into the assigned TWY as soon as possible if not instructed otherwise by the air traffic controller.
6.3.5. Arriving helicopter may receive landing clearance on the RWY on which there is an ACFT holding position and the distance between both ACFT is no less than 600 m.
6.3.6. Arriving helicopter may receive landing clearance on one RWY, while there is ongoing landing operation on the second RWY.
6.4. Taxiing and parking procedures for helicopters
6.4.1. Aircraft stand 203 (APN 2) at Lotnisko Chopina w Warszawie aerodrome is designated exclusively for helicopters whose parameters do not exceed the values given in the table below:

6.4.2. APN 2 (including parking stand 203) and TWY D5 are available for flight operations from SR to SS and with RVR equal to or greater than 550 m. From SS to SR or with RVR less than 550 m only aircraft towing operations are available. No floodlights provided on APN 2 parking stands. On TWY D5 no aircraft stand manoeuvring guidance lights to APN 2 are provided, as well as no TWYs edge and centre line lighting are not provided (reflective taxiway edge markers are provided alternatively).
6.4.3. Taxiing (and air-taxiing) via TWY D5 to be carried out as instructed by TWR from the place of landing to TWY D5, then along TWY D5 to stand 203.
6.4.4. Parking on stand 203 is to be carried out at the centre of the designated circle. The orientation of the helicopter at the discretion of the pilot. The dimensions of the parking stand 203 enable a helicopter to turn around when hovering or taxi on a stand.
6.4.5. Marshalling assistance will be provided only at the request of the helicopter crew and limited to guidance along TWY D5 and marshalling to parking stand 203 without instructions on maneuvers on the stand. The point at which a helicopter taxiing after arrival is taken over by the marshaller and the marshalling guidance for a departing helicopter is completed is located at the intersection of TWY D5 with TWY D4 and TWY C1.
6.5. Departure from Lotnisko Chopina w Warszawie aerodrome
6.5.1. Helicopter crews on a VFR or IFR flight shall take-off from the RWY in use or its intermediate part. The point of take-off (intersection of RWY with relevant TWY) is specified by OKĘCIE GROUND.
6.5.2. Helicopter departure on a VFR flight shall be carried out via the shortest possible route to the first en-route waypoint assigned by OKĘCIE TOWER.
6.5.3. Crews of skidded helicopters, upon receiving the line-up clearance, are expected to line-up and commence lift-off without touchdown if not instructed otherwise by the air traffic controller.
6.5.4. Crews of helicopters not able to comply with these requirements are obliged to notify the aerodrome control unit on initial contact. In this case helicopter crews carry out operations on the runway in use as Category A aeroplanes in accordance with ICAO Doc 8168 Procedures for Air Navigation Services - Aircraft Operations Vol. II - Construction of Visual and Instrument Flight Procedures, part I, section 4, chapter 1, point 1.8.8.

7 LOW VISIBILITY PROCEDURES (LVP)

7.1 Runways and associated equipment

7.1.1. RWY 11, subject to serviceability of the required facilities, is suitable for ILS CAT II operations.
RWY 33, subject to serviceability of the required facilities, is suitable for ILS CAT IIIa operations.
The foregoing applies to operators whose minima have been accepted by the President of the Civil Aviation Authority. No authorisation for carrying out ILS CAT II or III operations is required for foreign operators in possession of a certificate of competency issued by their national authorities.
7.1.2. Criteria for the initiation and termination of LVP
7.1.2.1. LVP operations will be commenced when any of the RVR falls below 550 m and/or the cloud ceiling falls below 200 ft.
7.1.2.2. LVP will be terminated when all of the RVR increase over 550 m and the cloud ceiling reaches 200 ft or more and a continuing improvement is anticipated.
7.1.3. Low Visibility Procedures (LVP)
7.1.3.1. During LVP, special ATC procedures will be applied. Flight crews will be informed of the commencement of these procedures by ATIS or by radio. The following phraseology will be used: “Low visibility procedures in operation”.
If it is impossible to carry out ILS CAT II or III operations, the following phraseology will be used: “Low visibility procedure in operation. ILS approach CAT II (or CAT III) not available”.
7.1.3.2. During the preparation and operation phase of LVP a significantly reduced departure and landing rate should be expected.
7.1.3.3. Arriving aircraft: ATC will require arriving aircraft to use only the following taxiways:
  1. RWY 33: S2, S3, D2, A0;
Remark: RET S1, TWY O1 and TWY D3 not available.
  1. RWY 11: N1, N2, N3, R.
Remark 1: TWY A4, A5, D3, E3 not available.
Remark 2: Exiting via TWY E4 and L only with ATC permission.
 
Flight crews are obliged to delay reporting “runway vacated” until the aircraft has passed the end of the green/yellow coded taxiway centre line lights.
7.1.3.4. Departing aircraft: during LVP, take-offs will be carried out using RWY 29 or RWY 15. At the request of the flight crew or due to important operational reasons, TWR may give clearance for take-off from RWY 33 or RWY 11.
Line-up available via:
  • TWY E4 and L (RWY 29),
  • TWY A0 (RWY 15),
  • TWY A8 (RWY 33),
  • TWY C1 (RWY 11).
Take-offs are prohibited if any of the RVR values is less than 125 m.
During LVP, it is possible to perform intersection take-off only on RWY 33 (TWY A8).
7.1.3.5 TAXIING DURING LVP
In RVR conditions less than 550 m, a FOLLOW ME assistance is mandatory on taxiways not equipped with serviceable centre-line lights.
Taxiing on TWY A7 towards TWY A6 only with FOLLOW ME assistance.
During Visibility Conditions 3 (RVR < 400 m) OKĘCIE TWR provides separation between aircraft, and between aircraft and vehicles on the manoeuvring area.
For more efficient RWY use, pilots may be authorized to move closer to a preceding aircraft at a holding position only when the ground movement surveillance is serviceable.
Taxiing aircraft will be cleared to a holding position or intermediate holding position (clearance bar).
During Visibility Conditions 3, a FOLLOW ME assistance is mandatory on taxiways where SMR coverage is not available (see 2.20.2) or when the ground movement surveillance is unserviceable except when only one aircraft is taxiing via TWYs A5-8 or TWY L.
Flight crews are obliged to report when the aircraft has reached the stand.
7.1.3.6. Pilots who wish to practice ILS CAT II or III approach for training purposes should use the following phrasing on first contact with APP: “Request practice Category II (or Category III) approach”. In this case, measures described in items 2.22.7.1.3.1 to 2.22.7.1.3.4 will not be applied.
 
EPWA AD 2.23 ADDITIONAL INFORMATION
 

1 FLIGHT SCHEDULE COORDINATION

1.1. Lotnisko Chopina w Warszawie aerodrome, as of 25 March 2012, is a coordinated airport (Level 3 according to IATA) 24 hours a day in both schedule seasons.
1.2. Landing or take-off at Lotnisko Chopina w Warszawie aerodrome may be carried out only upon assignment of a slot by the flight schedule coordinator.
1.3. Flight schedule coordination applies to IFR and VFR aircraft operations, excluding state aircraft, emergency landings and humanitarian flights.

2 PERMISSION FOR FOREIGN AIRCRAFT TO PARK ON THE MILITARY APRON

Irrespective of the clearance for flight, the parking of foreign aircraft on the military apron is subject to prior permission. The intention to park a foreign aircraft on the military apron requires the submission of a PPR at least 48 HR in advance. 
The PPR request form is available on the website of the 1st Airlift Base in the tab „POZOSTAŁE”, PPR FORM EPWA.

3 SLOT ALLOCATION AT NIGHT

3.1. Environmental restrictions concerning the carrying out of flight operations at night, i.e. between 2100-0500 (2000-0400) UTC 1), are intended to keep with the constraints imposed by the establishment of the Restricted Use Area.
3.2. A detailed description of the Quota Count System for managing night operations and the table of Quota Count points for individual aircraft types are available on the Lotnisko Chopina w Warszawie aerodrome website https://www.lotnisko-chopina.pl/en/quota-count-system.html and the website of the flight schedule coordinator.
3.3. The limit value of Quota Count points available for slot allocation in each IATA schedule season is declared by the Lotnisko Chopina w Warszawie aerodrome administration as a coordination parameter.
3.4. Core Night rule
3.4.1. Between 2230-0430 (2130-0330) UTC 1) the Core Night rule, i.e. the prohibition of planning air operations for this period, shall be in force.
Operations which are to be performed at night must not be scheduled to operate during the Core Night period.
3.4.2. During the Core Night period the following operations shall be permitted:
  1. state flights (STATE, HEAD, GARDA),
  2. emergency landings,
  3. humanitarian flights (HUM, HOSP, SAR),
  4. flights operationally delayed (for reasons beyond the control of the carrier) forming a part of a series of slots,
  5. diverted inbound flights.
3.4.3. During the Core Night period ad-hoc and positioning operations shall not be permitted.

4 BIRD MIGRATIONS AND AREA OF NOISE SENSITIVE FAUNA

4.1 BIRD MIGRATION

The passage of skeins of geese over Warsaw, during the day and the night, in the period of spring migration (from the end of February until mid-April) and autumn migration (in October until mid-November). Usually the bird skeins amount to dozens of birds. In the spring the passages turn to the east (E) and in the autumn - to the west (W).
Passages of corvidae birds: rooks, jackdaws usually take place in the vicinity of THR 15 and THR 11 at dawn and at dusk.

4.2 WARNING

There is a greater number of collisions of aircraft with birds at EPWA aerodrome in the period from May until September.
During spring and autumn migrations lapwings and storks may fly within the aerodrome area. Gulls in large herds may appear during rainfalls.
Kestrel activity intensified from June to August.

4.3 INSPECTION OF ANIMALS OCCURRENCE

The inspection is carried out by the falconer, with the use of birds of prey, a dog, pyrotechnic and bioacoustics means. After reporting a bird strike, runway and aircraft shall be checked (after landing).
A hand-held bird scaring laser is used at the aerodrome.

4.4 REPORTING

Each bird strike hazard in the area of the aerodrome shall be reported to TWR to eliminate the risk by the falconers.
After a bird strike, the crew shall fill in the BIRD STRIKE REPORTING FORM.

5 REFUELLING WITH PASSENGERS ON BOARD

5.1. AD Administrator allows refuelling of aircraft with passengers on board or during passengers boarding or deboarding the aircraft, provided the following requirements are met.
5.1.1. During aircraft refuelling operations, at least one cockpit crew member of the refuelled aircraft must be present in the flight deck. The cockpit crew member must have two-way communication (via a headset connected to the internal communication system) with the designated person supervising the aircraft refuelling process outside.
5.1.2. If refuelling of aircraft takes place with passengers on board or during passengers boarding or deboarding the aircraft, for all aircraft types shall be provided passenger stairs/airbridges for all doors intended for passenger traffic or use of integral passenger stairs fixed to the aircraft to comply with the requirements in the point above (the stairs must be deployed and ready for immediate evacuation of passengers).
5.2. An exception are emergency and non-standard situations (inter alia flights with a stopover at EPWA aerodrome, flights conducted for the protection of human life and health or prevention of natural disasters, flights conducted as part of actions directly related to the provision of public security and state defence, flights where the aircraft had to divert to EPWA aerodrome or return to the parking stand for operational, technical, weather or safety reasons.

6 ENGINE TESTS

6.1. Aircraft engine checks may be carried out only by authorised handling agent or airline staff after notification to and upon approval of the Airport Duty Officers Supervisor.
6.2. Engine tests are prohibited between 2100-0500 (2000-0400) UTC 1).
6.3. Engine tests shall be requested to OKĘCIE DELIVERY (121.605 MHz) by means of radio or telephone: +48-22-574-5563.
