EPSY AD 2.20 LOCAL AERODROME REGULATIONS
 
The flight crew shall establish radio contact with the ATC of Olsztyn - Mazury aerodrome to obtain details on the availability of parking stands and to notify their intention to refuel after landing at Olsztyn - Mazury aerodrome. 
Boarding and disembarking passengers must only move by bus or on foot with the assistance of ground handling staff. Aircraft are to move on the APN in accordance with markings and/or marshaller guidance only.
The marshaller can stop or forbid a maneuver if safety is endangered or traffic situation on the APN requires so.
Before engine start-up on a parking stand, the flight crew shall establish radio contact with the ATC of Olsztyn - Mazury aerodrome to obtain clearance for start-up and flight, providing the following details:
  • aircraft call sign,
  • parking stand number,
  • information necessary for flight.
AIRCRAFT DE-ICING
Aircraft de-icing may be carried out on APN 1 (not more than one aircraft at the same time) only with engines turned off. The stand is lighted and available during the working hours of Olsztyn - Mazury aerodrome.
The need for de-icing shall be notified at least 25 minutes before the off-block time.
MOVING ON APRONS
Movement on the apron (crews and passengers) is permitted only when accompanied by aerodrome staff. Outside APN 1 surface transport is mandatory.
It is forbidden for flight crew to move on the apron without a high visibility vest.
PUSH-BACK, START-UP AND TAXI CLEARANCES
Before startup it must be ensured that aircraft handling is finished. The crew can start the engines under supervision of a marshaller or ground handling agent only.
TAXIING, PARKING AND PUSH-BACK PROCEDURES
When the planned position or taxiing in /out procedure is inconsistent with the horizontal markings, it shall be carried out according to signals and under the guidance of the marshaller. Aircraft maneuvers on aprons shall be performed only with the use of minimum engine power. Aircraft shall be always parked with wheels secured with chocks by authorized airport personnel.
Air carriers should ensure that Olsztyn - Mazury aerodrome has a tow bar for a specific aircraft type and in case there is no central steering disconnect with the front leg, it has a bypass pin. If there is no such tow bar at the aerodrome and/or bypass pin, the carrier is obliged to have them onboard or to use a push-back (towing) procedure agreed with the handling agent.
Power-back is possible for aircraft not greater than ATR 72 and only with marshalling assistance.
 
FOLLOW ME assistance is mandatory for aircraft taxiing on TWYs P, R, T1, T2, APN 3 and APN 4 after sunset.
OPERATIONS OF CRITICAL AIRCRAFT PARAMETERS
The reference code of Olsztyn - Mazury aerodrome is 4C ICAO. Operations by higher code letter aeroplanes are subject to permission from the aerodrome administration (Airport Duty Officer – e-mail: dyzurny.operacyjny@mazuryairport.pl). The request for landing permission should be made to the aerodrome administration at least 5 days in advance. No permission is required for landing of aircraft in emergency. Furthermore, flight crews shall comply with the requirements listed below:
  • Aircraft above code C landing on RWY 01/19 are to vacate the RWY onto TWY B after landing.
  • The RWY turn pad marking on THR 01 and 19 is designed for code D aeroplanes.
  • Backtrack of aircraft above code C is forbidden in the vicinity of touchdown zone when the jet blast is directed towards PAPI.
  • Aircraft above code C may taxi only under the guidance of a FOLLOW ME vehicle.
  • Flight crews are to use oversteering when making turns.
  • Safe distances from edges and obstacles on TWY B are guaranteed when the geometric centre of the main gear is moving along the TWY B centre line.
  • When taxiing, crews of four-engined aeroplanes are obliged to use minimum power settings of outer engines or, if possible, taxi with shut down outer engines.
 
EPSY AD 2.21 NOISE ABATEMENT PROCEDURES
 
At Olsztyn - Mazury aerodrome, the number of ACFT operations between 2100-0500 (2000-0400) UTC 1) is restricted. The restriction does not apply to ACFT conducting flights indicated as: HOSP, SAR, HUM, HEAD, STATE and GARDA.

EPSY AD 2.22 FLIGHT PROCEDURES
 

1 PROCEDURES FOR IFR FLIGHTS

Within the OLSZTYN TMA procedural approach control service is provided. Radar vectoring is not available.
Within the OLSZTYN TMA RNP 1 SID and STAR procedures are applicable for RWY 01 and RWY 19 of Olsztyn - Mazury aerodrome. STAR procedures end at IAF points of instrument approach procedures for RWY 01 and RWY 19.
SID and STAR procedures within the OLSZTYN TMA are designed in accordance with PBN RNP 1 criteria. RNP 1 approval is required to conduct these procedures without restrictions. 
Aircraft unable to conduct RNP 1 SID/STAR operations/procedures shall advise ATC of this fact upon the first contact. It is possible to conduct approach/departure to/from the aerodrome along RNP 1 SID/ STAR routes by RNAV 1 approved aircraft. In this case the crew should monitor navigation accuracy at points along the SID/STAR routes basing on “fix formation” data with DVOR/DME MRA, as follows:

For RNP 1 SID procedures within the OLSZTYN TMA the bank angle parameters were taken in accordance with ICAO Doc 8168 Procedures for Air Navigation Services – Aircraft Operations, Vol. II - Construction of Visual and Instrument Flight Procedures, Part I, Section 3, Chapter 3, Appendix to Chapter 3, that is: 15° until reaching 1000 ft above DER ELEV, 20° above 1000 ft until 3000 ft above DER ELEV and 25° above 3000 ft above DER ELEV. It is applicable to all SIDs for EPSY aerodrome.

2.2 VFR ROUTES

Standard arrivals and departures to/from Olsztyn - Mazury aerodrome.
WESTERN ROUTES
BRAVO - WHISKEY route: from Brajnickie Lake ( BRAVO point) fly south-east to Sasek Mały Lake (point WHISKEY ), then continue as instructed by the ATS unit (RWY in use, traffic situation).
NOVEMBER - KILO - BRAVO - WHISKEY route: from Nidzica Castle ( NOVEMBER point) fly north-east to Zimna Woda ( KILO point), next to Brajnickie Lake ( BRAVO point), then fly south-east to Sasek Mały Lake ( WHISKEY point) then continue as instructed by the ATS unit (RWY in use, traffic situation).
DELTA - BRAVO - WHISKEY route: from Dźwierzuty ( DELTA point) fly south-west to Brajnickie Lake ( BRAVO point), then fly south-east to Sasek Mały Lake ( WHISKEY point) then continue as instructed by the ATS unit (RWY in use, traffic situation).
EASTERN ROUTES
ZULU - ECHO route: from the intersection of roads in Zieleniec ( ZULU point) fly north-west until a distance of 1 km south-east of Szymany ( ECHO point), then continue as instructed by the ATS unit (RWY in use, traffic situation).
CHARLIE - ZULU - ECHO route: from Chorzele ( CHARLIE point) fly north-east to the intersection of roads in Zieleniec ( ZULU point), then north-west until a distance of 1 km south-east of Szymany ( ECHO point), then continue as instructed by the ATS unit (RWY in use, traffic situation).
If not instructed otherwise by the WARSZAWA FIS officer, crew is obliged to establish communication with MAZURY INFORMATION or MAZURY TOWER before entry into OLSZTYN/Mazury ATZ or Olsztyn - Mazury CTR/TMA.
The aerodrome traffic is routed along a traffic circuit according to instructions given by the ATS unit.
Departure within the Olsztyn - Mazury CTR, from a place other than Olsztyn - Mazury aerodrome is possible upon obtaining clearance from MAZURY TWR. If unable to establish two-way radio communication at the place of departure, it is obligatory to obtain clearance by means of telephone and establish radio communication with MAZURY TWR immediately after take-off.

2.3 RADIO COMMUNICATION FAILURE ON VFR FLIGHT

If radio communication fails in flight before reaching the Olsztyn - Mazury CTR/TMA limits, entry into CTR/TMA is forbidden.
If radio communication fails in flight within the Olsztyn - Mazury CTR/TMA limits, the crew shall:
  1. during arrival and approach from the eastern side of the aerodrome:
  • make an arrival to reach ECHO point at a maximum altitude of 1500 ft AMSL and await visual signals given from the Olsztyn - Mazury aerodrome control tower;
  • during arrival and holding, switch on all available navigation, warning and landing lights;
  • after receiving a continuous green visual signal execute the shortest possible approach and land on the most suitable RWY depending on weather conditions;
  • after receiving a red visual signal hold over ECHO point until receiving a continuous green visual signal and then execute the shortest possible approach and land on the most suitable RWY depending on weather conditions;
  • if no signals have been received from the aerodrome control tower, hold over ECHO point for 10 minutes and then execute the shortest possible approach and land on the most suitable RWY depending on weather conditions;
  • after landing vacate the RWY immediately into the available TWY and wait for a FOLLOW ME car;
  1. during arrival and approach from the western side of the aerodrome:
  • leave CTR/TMA via BRAVO point at a maximum altitude of 1500 ft AMSL;
  • bypassing Olsztyn - Mazury CTR from the south side, make an arrival to reach ZULU point at a maximum altitude of 1500 ft AMSL;
  • then follow the procedure described in point a);
  1. if possible hold over  ECHO point at an altitude of 1500 ft AMSL and watch out for circuit traffic.

3 PROCEDURES FOR HELICOPTERS

Helicopters carrying out a visual approach, shall land on the RWY in use. After landing, helicopters shall taxi/air taxi to the parking stand as instructed by the ATS unit.
Helicopters carrying out take-off/landing at/from Olsztyn - Mazury aerodrome shall use the RWY in use as Category A aircraft in accordance with the provisions of ICAO Doc 8168 Procedures for Air Navigation Services – Aircraft Operations, Vol. II - Construction of Visual and Instrument Flight Procedures, Part I, Section 4, Chapter 1, point 1.8.8.

4 LOW VISIBILITY PROCEDURES (LVP)

4.1. RWY 01, subject to serviceability of the required facilities, is suitable for CAT II operations by operators whose minima have been accepted by the Civil Aviation Authority. No authorisation for carrying out ILS CAT II operations is required for foreign operators in possession of a certificate of competency issued by their national authorities.

4.2 CRITERIA FOR LVP INITIATION AND TERMINATION

4.2.1. The LVP preparation phase shall be commenced when the RVR falls to 800 m or less and/or the cloud base covering more than half of the sky falls to 300 ft or less. 
4.2.2. LVP operations will be commenced when the RVR falls below 550 m and/or the cloud base covering more than half of the sky falls below 200 ft.
4.2.3. LVP operations will be terminated when the RVR increases to 600 m or more and the cloud base covering more than half of the sky reaches 200 ft or more with continuing improvement.

4.3 DESCRIPTION OF OPERATIONS DURING LOW VISIBILITY PROCEDURES (LVP)

4.3.1. During LVP, special ATS procedures will be applied. Pilots will be informed of the commencement of these procedures by radio. The following phraseology will be used: “Low Visibility procedures Category II in operation”. 
4.3.2. During special ATS procedures, a significantly reduced landing rate should be expected, imposed by obligation of increasing longitudinal separation between arriving aircraft.
4.3.3. Air traffic services will require from flight crews of arriving aircraft to report “runway vacated” when the aircraft has passed the stop bar and awaits the FOLLOW ME vehicle.
4.3.4. During LVP/LVTO, departing aircraft will carry out take-offs using RWY 01 and RWY 19 depending on operational needs. Take-offs are prohibited if the RVR falls below 150 m.
4.3.5. During LVP, FOLLOW ME guidance is required for taxiing from the stop bar to the parking stand when the RVR falls below 550 m.
4.3.6. Pilots who wish to practice Category II ILS approaches for training purposes shall use the phrase “Request practice Category II approach” on initial contact with air traffic services. In such circumstances measures described in points 2.22.4.3.1 to 2.22.4.3.5 above will not be applied.

5 TRAINING FLIGHTS

IFR training flights within Olsztyn - Mazury CTR and OLSZTYN TMA may be conducted after they have been notified by phone to MAZURY TWR and given ATC instructions.
The document authorising the performance of a training flight is a legibly completed “Flight Request” or “Scheduled Flight List”, containing the name and surname of the trainee and instructor, the number of the task and exercise, the number of planned flights and the planned time. 
The flight can be performed upon the approval and signing of the “Flight Request” or “Planned List of Flights” by the Head of the Practical Training or the Head of Training.
An aircraft user performing training flights, applying for an exemption from charges, is obliged to send a copy of the flight plan and a copy of the request issued by the training centre no later than before the planned departure to the e-mail address:

EPSY AD 2.23 ADDITIONAL INFORMATION
 
1. Flight operations:
  • requiring a category for firefighting higher than CAT 8 ICAO,
  • outside AD operational hours,
  • during the night hours according to point 2.21,
  • by aircraft with reference Code above C,


have to be notified to the Airport Duty Officer at least 24 HR in advance of the planned arrival.


Non-Schengen flights should be notified 48 HR before the intended operation.
2. Air operators are advised to contact the handling agent one week in advance of the planned arrival in order to ensure that all necessary services related to the operation (including fueling) are provided and confirmed.
The handling agent will confirm the possibility of providing ground handling services, giving all details. Any services provided by the handling agents are to be requested in advance. Air operators having made arrangements for ground handling will be given priority. 
AD Administrator has AHAC certificate with an exclusion of handling radioactive materials (Class 7).
3. APN 3 is provided with parking stands for anchoring code A aircraft. The crew is responsible for securing the parked aircraft against adverse weather conditions.
4. The intention to refuel with AVGAS 100 LL or JET A1 is to be advised to the ATS unit including the type of fuel.
5. The administration of Olsztyn - Mazury aerodrome asks for reporting identified hazards such as:
  1. Unidentified aeronautical obstacles and possible induced turbulence.
  2. Hazardous, confusing or misleading lights.
  3. Dazzle created by large highly reflective surface.
  4. Sources of invisible radiation or presence of mobile or fixed objects which may disturb aeronautical communications, navigation and surveillance systems or negatively affect their efficiency.
  5. Some non-aeronautical ground-based lights close to the aerodrome which may pose a hazard to the safety of aircraft and should be turned off, screened or otherwise modified so as to eliminate the source of hazard.
  6. Other potential hazards to the safety of air traffic.

6 BIRD MIGRATIONS AND AREA WITH SENSITIVE FAUNA

6.1 BIRD MIGRATION

Passages of skeins of geese over Olsztyn - Mazury aerodrome (control points around 1 km from RWY THR 01 and RWY THR 19), day and night, in the period of spring migration (from around mid-February until the end of April) and autumn migration (from around mid-September until the end of October). NE direction mainly in spring. Most of the passages at <200 m. Usually the bird skeins amount to dozens of birds. The biggest flock amounted to 350 birds.

6.2 WARNING

There is a greater number of bird strikes at EPSY aerodrome on the direction 01, most often involving kestrels. Storks are encountered in the aerodrome area from April until the end of August and cranes from March until around mid-August.
During spring and autumn migrations they may fly within the aerodrome area. Increased activity of birds in the aerodrome area and within its vicinity in: March, April, August and October.
Buzzards can be met most frequently during winter.

6.3 WILDLIFE INSPECTION

The inspection is carried out by the Airport Duty Officer or by the falconer with the following means/methods: with the use of birds of prey and/or a dog (in case of the falconer), pyrotechnic and bioacoustic means (in both cases). After reporting a wildlife strike, runway, taxiway and aircraft shall be checked (after landing).

6.4 REPORTING

Each presence of birds and ground animals in the area of the aerodrome shall be reported to TWR/AFIS to eliminate the risk by the aerodrome personnel.
