EPRZ AD 2.20 LOCAL AERODROME REGULATIONS
 

1 ATC PROCEDURES AT RZESZÓW - JASIONKA AERODROME

The ATC of Rzeszów - Jasionka aerodrome during their operational hours may open the RZESZÓW GROUND position operating on 121.805 MHz. Information on the activity of GROUND will be included in the ATIS message:
„For ATC clearance and start up contact GROUND, frequency 121.805 MHz” or „GROUND is operating on frequency 121.805 MHz”.
TWY A, TWY R1 are invisible from the TWR.
APN 1 and aircraft stand 21-25 on APN 2 are invisible from TWR.
Closed circuit television (CCTV) system has been installed to enable ATC service the visual control of the above mentioned TWYs, APNs and aircraft stand.
The signal light gun has been installed on the front wall of the hangar on APN 2.
In case of radio communication failure during taxiing on the invisible from TWR parts of the maneuvering area expect the light signals from the light gun mounted on the front wall of the hangar on APN 2.

1.1 RECEIVING EN-ROUTE CLEARANCE

1.1.1 RADIO COMMUNICATION

10 minutes prior to being ready for push-back or start-up, the flight crew shall establish communication on the frequency given in ATIS for ATC clearance and report the following details:
  • aircraft call sign,
  • parking position number,
  • destination aerodrome,
  • planned cruising level (if other than in FPL),
  • any changes to the flight plan.


ATC clearances are issued not earlier than 30 minutes before EOBT/CTOT.

1.1.2 DATALINK DEPARTURE CLEARANCE (DCL)

In addition to clearances issued via radio, RZESZÓW TOWER has an option to issue ATC clearance via Datalink Departure Clearance (Eurocae Standard ED85A).
The following time parameters apply:
  • Ti (earliest point in time to receive RCD message)
    30 minutes prior to EOBT for flights with unassigned CTOT.
    30 minutes prior to CTOT for flights with assigned CTOT.
  • Tt (latest point in time to receive RCD message)
    5 minutes prior to EOBT for flights with unassigned CTOT.
    5 minutes prior to CTOT for flights with assigned CTOT.
  • T0 1 minute (defined standard)
  • T1 5 minutes (defined standard)
  • T2 1 minute (defined standard)
After initiating the datalink process, crews shall continuously monitor frequency given in ATIS throughout the data exchange process and refrain from additional ATC clearance related enquiries.
Datalink Departure Clearance can be replaced by radio communication depending on the air traffic intensity and weather situation.
ATC clearance can be issued by ATC via radio even after initiating the Departure Clearance Request (RCD) via datalink.

1.2 GROUND MOVEMENT INSTRUCTION

Ground movement instructions are issued by RZESZÓW GROUND on frequency 121.805 MHz (if unavailable then RZESZÓW TWR on 126.805 MHz).
While being transferred from RZESZÓW GROUND to RZESZÓW TOWER frequency using the phrase ‘ MONITOR’, the crew is required to change the frequency; initial call shall be omitted and the TWR frequency shall be monitored for ATC call.

2 TAXIING OPERATIONS ON TWY G AND TWY Z

Taxiing via TWY G and Z between 30 minutes after sunset to 30 minutes before sunrise possible only with the FOLLOW ME assistance.

3 MINIMUM RUNWAY OCCUPANCY TIME

DEPARTURES
ATC assumes that each aircraft instructed to line-up is ready for immediate take-off.
Whenever possible, cockpit checks and cabin readiness check should be completed before line-up and actions requiring completion on the RWY should be minimized as much as possible. Crews unable to comply with these requirements should inform ATC as soon as possible.
If the taxi distance between parking stand and holding point is short, it is advisable to finish the cabin safety procedure demo before leaving the parking stand.
Flight crews should be prepared and ready to accept intersection take-off:

To increase runway capacity and to comply with CTOT, ATC may reorder departure sequence at any time. 
Flight crews unable to accept the reduced take-off from the assigned or above mentioned intersections shall inform ATC not later than before start-up.
ARRIVALS
Unless otherwise instructed by ATC, pilots vacate the RWY via the nearest convenient TWY as soon as possible.

4 PARKING PROCEDURES

4.1 MANEUVERING ON APN

Aircraft crews are obliged to use minimum thrust during maneuvering on aprons.

4.2 PARKING

Aircraft to be parked always with wheels secured with chocks by an aircrew member or authorised ground handling agent’s representative.

4.3 AUTOMATIC DOCKING SYSTEM (A-VDGS)

Aircraft stand No 4 is equipped with SAFEDOCK automatic docking system. The system is based on laser scanning and measurement of distance and position in relation to aircraft stand lead-in line all the way to the stop position. Information on the position and risks in the docking procedure as well as instructions on maneuvers are provided to the flight crew by means of a display installed at the extension of the stand lead-in line.
 
Segment “A” displays one or two text lines. Messages which may be displayed are:

Segment “B” is a centre line lead field.
Segment “C” indicates distance from the stop position.
During parking on stand No 4, observe the display and check if the proper aircraft type is indicated by the system. The yellow field approach indicator (segment C) indicates identification of an aeroplane by the system. Then taxi in accordance with indications of the arrows and respond to the displayed messages. Within a distance of 30 m from the stop position the system will indicate the distance left by turning off subsequent rows of LEDs. Reaching a correct stop position is indicated by displaying a STOP message, then, after a few seconds, an OK message will be shown.

5 OTHER REQUIREMENTS

The aerodrome shall be available for non-scheduled and General Aviation flights following confirmation by the handling service. Contact details of the handling agent can be found at EPRZ AD 2.4 point 7.
The aerodrome is available for cargo flights upon confirmation of application in PPR form. Application should comprise of arrival and departure time, call sign, aircraft registration mark. Contact e-mail address: ppr@rzeszowairport.pl.
The restrictions do not apply to training flights and flights with: HOSP, SAR, HUM, EMER or HEAD status.
Outside operational hours of Rzeszów - Jasionka (EPRZ) aerodrome landing is prohibited.
All persons discharging their duties within the aerodrome movement area are obliged to wear distinctive yellow or orange tops of their outdoor clothing or vests, with fluorescent elements.
Loading and unloading, boarding and deboarding of aircraft with running engines prohibited.
Handling service available only after turning off anti-collision lights.
Engine start-up before the completion of ground handling is prohibited.
Towing of aircraft on RWY 09/27 unavailable.
 
EPRZ AD 2.21 NOISE ABATEMENT PROCEDURES

EPRZ AD 2.22 FLIGHT PROCEDURES
 

1 IFR FLIGHT PROCEDURES

Within the RZESZÓW TMA radar approach control service is provided during delegation of ATS within CTA09 airspace (see ENR 2.1.3). Outside of the delegation procedural approach control service is provided; radar vectoring is then unavailable.
Within the RZESZÓW TMA RNP 1 SID and STAR procedures for RWY 09 and RWY 27 at Rzeszów - Jasionka aerodrome are applicable. The RNP STAR procedures terminate at the IAFs of the instrument approach procedures for RWY 09 and RWY 27.
The SID and STAR procedures within the RZESZÓW TMA were designed in accordance with PBN RNP 1 criteria. The procedures may be flown without restrictions only by aircraft approved for RNP 1 operations. 
Aircraft incapable of conducting RNP 1 operations should report this to ATC during the initial contact.
For the RNP 1 SID procedures within the RZESZÓW TMA, the angle of bank (AOB) taken into consideration is in accordance with PANS-OPS (ICAO Doc 8168, Vol. II Part I, Section 3, Chapter 3, Appendix 3). That is: 15° up to 1000 ft over DER ELEV, 20° above 1000 ft up to 3000 ft over DER ELEV  and 25° above 3000 ft over DER ELEV. It is applicable to all SIDs for EPRZ. 
Level planning information: flight crews should plan for possible descent clearance in accordance with vertical restrictions specified on the STAR charts. The current descent clearance will be issued by ATC. If possible, a CDA technique should be applied.
Due to a high volume of VFR traffic within the RZESZÓW/Jasionka CTR and RZESZÓW TMA caution shall be exercised.

2 RADIO COMMUNICATION FAILURE PROCEDURES

2.1 OUTBOUND IFR TRAFFIC

  1. Radio communication failure procedure for flights on SIDs.


Set the transponder to code 7600. Continue on the assigned and confirmed SID to the last assigned and acknowledged flight level. After passing the last SID point, general radio communication failure procedures for FIR EPWW shall be used.
  1. Radio communication failure procedure during flights other than on SIDs.


Set the transponder to code 7600. Continue according to the last ATC clearance for the last assigned and acknowledged flight level. After passing RZESZÓW TMA boundary, general radio communication failure procedures for FIR EPWW shall be used.

2.2 INBOUND IFR TRAFFIC

Set the transponder to code 7600. Maintain the last assigned and acknowledged altitude/flight level. Continue according to the last ATC clearance for assigned IAF approach.
  • If ACFT can execute approach from the last assigned and acknowledged altitude, after passing IAF the published suitable approach and landing procedures shall be commenced.
  • In case of the last assigned altitude which makes it impossible to execute approach, aircraft after passing the assigned IAF shall proceed directly to DVOR/DME RSW maintaining the last assigned flight level. Within 3 minutes ACFT descents over the navaid to 5000 ft AMSL and after this time arrives to the most convenient IAF and commences published suitable approach and landing procedure.

3.2. VFR arrivals and departures (see AD 2 EPRZ 13-1) at/from Rzeszów - Jasionka aerodrome are conducted along the routes described below.
NORTHERN ROUTES
Being issued a clearance to fly via a published standard arrival VFR route shall be treated as a clearance to enter controlled airspace.
KILO , MIKE , NOVEMBER are compulsory reporting points.
When no clearance to enter the CTR has been issued, an aircraft shall hold at KILO and MIKE in accordance with the published holding pattern at an altitude of 2000 ft AMSL until further ATC instructions.
When no clearance to enter the circuit pattern for landing has been issued, an aircraft shall hold at NOVEMBER in accordance with the published holding pattern until further ATC instructions.
The VFR arrival and departure routes for RWY 08R/26L and 08L/26R are coincident with those for RWY 09/27 while the circuit pattern shall be adequate for the RWY in use.
The designated standard VFR arrival/departure routes are mandatory also for traffic arriving/departing at/from EPRJ aerodrome. 
1. KILO VFR STD DEPARTURE 1500 FT AMSL
After departure from RWY 27 an aircraft shall climb to an altitude of 1500 ft AMSL, leaving the right-hand RWY 27 circuit pattern at the second turn and then continue along the national road 9 on its west side towards west abeam KILO . Controlled airspace shall be left west of Kolbuszowa where the aircraft shall contact the adjacent sector (MIELEC AFIS or KRAKÓW FIS). When departing from RWY 09 an aircraft shall leave the left-hand RWY 09 circuit pattern at the third turn and then continue in the same manner as for RWY 27.
2. MIKE VFR STD DEPARTURE 1500 FT AMSL
After departure from RWY 27 an aircraft shall climb to an altitude of 1500 ft AMSL, leaving the right-hand RWY 27 circuit pattern at the third turn and then continue along the expressway S19 on its east side towards east abeam MIKE . Controlled airspace shall be left east of Sokołów Małopolski where the aircraft shall contact the adjacent sector (MIELEC AFIS or KRAKÓW FIS). When departing from RWY 09 an aircraft shall leave the left-hand RWY 09 circuit pattern at the second turn and then continue in the same manner as for RWY 27.
3. KILO VFR STD ARRIVAL 2000 FT AMSL
When arriving at EPRZ, an aircraft being at KILO shall obtain from RZESZÓW TWR a clearance to enter the CTR at a standard altitude of 2000 ft AMSL and continue towards NOVEMBER . After obtaining an ATC clearance, the aircraft shall join the circuit pattern for landing (at the third turn of right-hand RWY 27 circuit pattern – when RWY 27 is in use; at the third turn of left-hand RWY 09 circuit pattern – when RWY 09 is in use) and continue the approach to land.
4. MIKE VFR STD ARRIVAL 2000 FT AMSL
When arriving at EPRZ, an aircraft being at MIKE shall obtain from RZESZÓW TWR a clearance to enter the CTR at a standard altitude of 2000 ft AMSL and continue towards NOVEMBER . After obtaining an ATC clearance, the aircraft shall join the circuit pattern for landing (at the third turn of right-hand circuit pattern – when RWY 27 is in use; at the third turn of left-hand RWY 09 circuit pattern – when RWY 09 is in use) and continue the approach to land.
SOUTHERN ROUTES
Being issued a clearance to fly via a published standard arrival VFR route shall be treated as a clearance to enter controlled airspace.
TANGO , BRAVO , WHISKEY , HOTEL , GOLF , QUEBEC , YANKEE are compulsory reporting points for individual standard VFR routes.
When no clearance to enter the TMA/CTR has been issued, an aircraft shall hold at one of the points: TANGO , GOLF at an altitude of 2500 ft AMSL or WHISKEY and  BRAVO at an altitude of 2000 ft AMSL in accordance with the published holding pattern, until further ATC instructions.
When no clearance to join a traffic circuit pattern has been issued, an aircraft shall hold at YANKEE at an altitude of 2000 ft AMSL or QUEBEC at an altitude of 2500 ft AMSL in accordance with the published holding pattern until further ATC instructions.
To improve air traffic flow ATC may assign specific standard VFR routes:
  • BRAVO departure and TANGO arrival – with RWY 27 in use;
  • TANGO departure and BRAVO arrival – with RWY 09 in use.
The VFR arrival and departure routes for RWY 08R/26L and 08L/26R are coincident with those for RWY 09/27 and the circuit pattern shall be adequate for the RWY in use.
The designated standard VFR arrival/departure routes are mandatory also for traffic arriving/departing at/from EPRJ aerodrome.
In case of a radio communication failure pilots shall hold and wait over QUEBEC or YANKEE .
1. HOTEL VFR STD DEPARTURE 2000 FT AMSL
After departure from RWY 27 an aircraft shall climb to an altitude of 1500 ft AMSL, leaving the left-hand RWY 27 circuit pattern at the third turn towards QUEBEC . Having passed QUEBEC the aircraft shall climb to an altitude of 2000 ft and continue towards HOTEL . Having passed HOTEL , the aircraft shall leave the controlled airspace and contact the adjacent sector (KRAKÓW FIS). After departure from RWY 09 an aircraft shall climb to an altitude of 1500 ft, leaving the right-hand RWY 09 circuit pattern at the second turn towards QUEBEC and then continue in the same manner as for RWY 27.
2. TANGO VFR STD DEPARTURE 2000 FT AMSL
After departure from RWY 27 an aircraft shall climb to an altitude of 1500 ft, leaving the left-hand RWY 27 circuit pattern at the third turn towards QUEBEC . Having passed QUEBEC , it shall climb to an altitude of 2000 ft AMSL and then continue towards TANGO . Having passed TANGO , the aircraft shall leave controlled airspace and contact the adjacent sector (KRAKÓW FIS). When departing from RWY 09 an aircraft shall climb to an altitude of 1500 ft AMSL, leaving the right-hand RWY 09 circuit pattern at  the second turn towards QUEBEC and then continue in the same manner as for RWY 27.
3. BRAVO VFR STD DEPARTURE 1500 FT AMSL
When departing from RWY 27 an aircraft shall climb to an altitude of 1500 ft AMSL, leaving the left-hand RWY 27 circuit pattern at the second turn towards YANKEE . Then it shall continue along the expressway S19 on its west side towards BRAVO . Having passed BRAVO , the aircraft shall leave controlled airspace and contact the adjacent sector (KRAKÓW FIS). When departing from RWY 09 an aircraft shall climb to an altitude of 1500 ft AMSL, leaving the right-hand RWY 09 circuit pattern at the third turn towards YANKEE and then continue in the same manner as for RWY 27.
4. WHISKEY VFR STD DEPARTURE 1500 FT AMSL
When departing from RWY 27 an aircraft shall climb to an altitude of 1500 ft AMSL, leaving the left-hand RWY 27 circuit pattern at the second turn towards YANKEE . Then it shall continue on the south side of the national road 94 towards WHISKEY . Having passed WHISKEY , it shall leave controlled airspace and contact the adjacent sector (KRAKÓW FIS). After departure from RWY 09 an aircraft shall leave the right-hand RWY 09 circuit pattern after the third turn towards YANKEE and then continue in the same manner as for RWY 27.
5. GOLF VFR STD ARRIVAL 2500 FT AMSL
When arriving at EPRZ, an aircraft being at GOLF shall obtain from RZESZÓW TWR a clearance to enter the TMA/CTR at a standard altitude of 2500 ft AMSL and continue via HOTEL towards QUEBEC . After obtaining an ATC clearance, the aircraft shall join the circuit pattern for landing (at the third turn of left-hand circuit pattern – when RWY 27 is in use; at the second turn of right-hand RWY 09 circuit pattern – when RWY 09 is in use) and continue the approach to land. 
6. TANGO VFR STD ARRIVAL 2500 FT AMSL
When arriving at EPRZ, an aircraft being at TANGO shall obtain from Rzeszów TWR a clearance to enter the TMA/CTR at a standard altitude of 2500 ft AMSL and continue towards QUEBEC . After obtaining an ATC clearance, the aircraft shall join the circuit pattern for landing (at the third turn of left-hand circuit pattern – when RWY 27 is in use; at the second turn of right-hand circuit pattern – when RWY 09 is in use) and continue the approach to land.
7. BRAVO VFR STD ARRIVAL 2000 FT AMSL
When arriving at EPRZ, an aircraft being at BRAVO shall obtain from RZESZÓW TWR a clearance to enter the CTR at a standard altitude of 2000 ft AMSL and continue along the expressway S19 on its east side towards YANKEE . After obtaining an ATC clearance, the aircraft shall join the circuit pattern for landing (at the second turn of left-hand circuit pattern – when RWY 27 is in use; at the third turn of right-hand circuit pattern – when RWY 09 is in use) and continue the approach to land.
8. WHISKEY VFR STD ARRIVAL 2000 FT AMSL
When arriving at EPRZ, an aircraft being at WHISKEY shall obtain from RZESZÓW TWR a clearance to enter the CTR at a standard altitude of 2000 ft AMSL and continue on the south side of national road 94 towards YANKEE . After obtaining an ATC clearance, the aircraft shall join the circuit pattern for landing (at the second turn of left-hand circuit pattern – when RWY 27 is in use; at the third turn of right-hand circuit pattern – when RWY 09 is in use) and continue the approach to land.

3.3 SPECIAL VFR FLIGHTS

If the ceiling is lower than 1500 ft or flight visibility is lower than 5 km, VFR flights may be performed, provided ATC clearance for special VFR flight in control zone (CTR) is obtained.
Except situations when a relevant unit cleared for a helicopter flight in special cases like medical, search and rescue as well as firefighting flight, the following conditions apply:
  1. the flight will be performed during daytime only,
  2. the flight will be performed clear of cloud and in visual reference to terrain,
  3. ground visibility is not less than 1500 m, in case of helicopters – not less than 800 m,
  4. the ceiling is not less than 600 ft,
  5. the flight will be performed with indicated airspeed (IAS) 140 kt or lower giving adequate opportunity to observe other traffic and any obstacles to avoid collision.
Special VFR flight clearance may be cancelled if the meteorological conditions change below the meteorological minima above-described.

3.4 PROCEDURES FOR HELICOPTERS

Special procedures for landing and departure of helicopters have not been established.
Helicopters conducting an IFR or VFR approach to Rzeszów - Jasionka aerodrome perform landing on runway in use as Category A aeroplanes in accordance with ICAO Doc 8168 Procedures for Air Navigation Services - Aircraft Operations Volume II - Construction of Visual and Instrument Flight Procedures, Part I, Section 4, Chapter 1, point 1.8.8.

4 LOW VISIBILITY PROCEDURES (LVP)

4.1 Criteria for the initiation, suspension and termination of LVP

4.1.1. The LVP preparation phase is commenced when at least one of the RVR reporting positions indicates 800 m RVR and/or the height of the base of cloud covering more than half the sky reduces to 300 ft.
4.1.2. LVP are introduced when at least one of the RVR reporting positions indicates less than 550 m RVR or the height of the base of cloud covering more than half the sky falls below 200 ft.
4.1.3. The LVP will be suspended in situations described below.
4.1.3.1. The Airport Duty Officer confirms the malfunction of any system, installation or element of the aerodrome infrastructure essential to the safety of operations in low visibility conditions. 
4.1.3.2. In case the ILS is not available, the CAT II landing operations are suspended. Low visibility take-off (LVTO) operations and taxiing are available. RZESZÓW TWR introduces the following message into the ATIS: “Low Visibility Procedures in operation. ILS approach CAT 2 not available”.
4.1.3.3. Another factor arises affecting the safety of operations in low visibility conditions. 
4.1.4. The LVP will be terminated in situations described below.
4.1.4.1. All RVR reporting points indicate 600 m RVR or more and the height of the base of cloud covering more than half the sky is 200 ft or more. A cancellation of the LVP introduces the LVP preparatory phase.
4.1.4.2. An aircraft has an accident or is immobilised on the manoeuvring area.
4.1.4.3. Another factor arises affecting the safety of operations in low visibility conditions.

4.2 Description of operations in low visibility conditions

4.2.1. Pilots will be informed of the initiation of LVP by an ATIS message with the following content: “Low visibility procedures CAT 2 in operation”.
4.2.2. Pilots will be informed of the suspension of LVP by an ATIS message with the following content: “Low visibility procedures suspended”.
4.2.3. During LVP the following operations are permitted:
4.2.3.1. Take-off operations are permitted for Code A, B and C aeroplanes when the RVR is not less than 200 m.
4.2.3.2. Take-off operations are permitted for Code D, E and F aeroplanes when the RVR is not less than (viewed from RWY 27) TDZ 350, MID 200, END 200.
4.2.3.3. Landing operations exclusively on RWY 27 with a decision height of not less than 100 ft and runway visual range (RVR) not less than:
  • 300 m in touchdown zone (TDZ)
  • 200 m at mid-point (MID)
  • 200 m at stop-end (END).
4.2.4. During LVP, no more than two aircraft may move on the manoeuvring area.
4.2.5. When LVP are suspended, aircraft movements on the manoeuvring area are prohibited.

5 RADIO COMMUNICATION FAILURE DURING VFR FLIGHT

5.1. If radio communication failure occurs before entry into the RZESZÓW TMA/RZESZÓW/Jasionka CTR, entry into controlled airspace is forbidden.
5.2. If radio communication failure occurs during flight within the RZESZÓW TMA/RZESZÓW/Jasionka CTR, the following procedures shall be followed.
In the event of radio communication failure pilots of aircraft equipped with a transponder are obliged to set it to code 7600 and continue via one of the assigned standard VFR routes (at assigned altitude) towards NOVEMBER , YANKEE , QUEBEC respectively:
  • overhead the points ( NOVEMBER , YANKEE , QUEBEC ) crews shall hold for 5 minutes observing the TWR for adequate light signals and continue in accordance with them;
  • if no light signals are observed, after the above mentioned time period has elapsed, crews shall switch on all available navigation, landing and warning lights, then join the circuit pattern and land on the runway in use.
REMARK 1 : Possible intensive VFR traffic during training flights within the EPRJ southern circuit

REMARK 2 : In case of landing at EPRJ aerodrome or leaving controlled airspace with radio communication failure, RZESZÓW TWR (or any other ATS unit) shall be notified as soon as possible. RZESZÓW TWR phone number: +17-227-7672.

6 TRAINING, TECHNICAL AND AERIAL WORK FLIGHTS

1. EOBT should be updated in accordance with the current provisions of AIP Poland.
2. The administration of Rzeszow Ulma Family Airport Ltd. asks for providing information on hazards identified in the air such as: 
  • obstacles and possible turbulence;
  • hazardous, confusing or misleading lights;
  • dazzle created by large highly reflective surfaces;
  • sources of invisible radiation or presence of mobile or fixed objects which may disturb aeronautical communications, navigation and surveillance systems or negatively affect their operation;
  • non-aeronautical ground-based lights in the vicinity of the aerodrome which may pose a hazard to the safety of aircraft and should be switched off, covered or otherwise modified so as to eliminate the source of hazard.
