EPPO AD 2.20 LOCAL AERODROME REGULATIONS
 

1 ATC REGULATIONS AND PROCEDURES

ATC service at Poznań/Ławica aerodrome operates on positions POZNAŃ DELIVERY 121.805 MHz, POZNAŃ GROUND 124.140 MHz, POZNAŃ TOWER 119.980 MHz or on connected positions depending on operational needs.

1.1 RECEIVING EN-ROUTE CLEARANCE

1.1.1 RADIO COMMUNICATION

10 minutes prior to being ready for push-back or start-up, the flight crew shall contact ATC ON FREQ given in ATIS for clearance and report the following details:
  • aircraft call sign,
  • parking stand number,
  • destination aerodrome,
  • planned cruising level (if other than in FPL),
  • any changes to the flight plan.


ATC clearances are issued not earlier than 30 minutes before EOBT/ CTOT.

1.1.2 DATALINK DEPARTURE CLEARANCE (DCL)

In addition to clearances issued via radio, POZNAŃ TOWER has an option to issue ATC clearance via Datalink Departure Clearance (Eurocae
Standard ED85A).
The following time parameters apply:
  • Ti (earliest point in time to receive RCD message)
    30 minutes prior to EOBT for flights with unassigned CTOT.
    30 minutes prior to CTOT for flights with assigned CTOT.
  • Tt (latest point in time to receive RCD message)
    5 minutes prior to EOBT for flights with unassigned CTOT.
    5 minutes prior to CTOT for flights with assigned CTOT.
  • T0 - 1 minute (defined standard)
  • T1 - 5 minutes (defined standard)
  • T2 - 1 minute (defined standard)
After initiating the datalink process, crews shall continuously monitor frequency given in ATIS throughout the data exchange process and refrain from additional ATC clearance related enquiries.
Datalink Departure Clearance can be replaced by radio communication depending on the air traffic intensity and weather situation.
ATC clearance can be issued by ATC via radio even after initiating the Departure Clearance Request (RCD) via datalink.

1.2 ESTABLISHING RADIO CONTACT AFTER DEPARTURE

Unless otherwise instructed by the TWR, aircrews of all departing aircraft shall as soon as possible after departure establish radio contact with POZNAŃ APP on frequency 128.925 MHz.

1.3 MINIMUM RUNWAY OCCUPANCY TIME

1.3.1 DEPARTURES

ATC services assume each aircraft having received clearance to line up the runway to be ready for immediate take-off.


Aircrews unable to comply with these requirements shall inform ATC services as soon as possible.

2 PROCEDURES APPLICABLE AT POZNAŃ/ŁAWICA AIRPORT

2.1 TAXIING PROCEDURES

TWY F - taxiing restricted to aircraft with a wingspan up to 36 m, Code C aircraft shall taxi with FOLLOW ME assistance.

TWY D2 - on the section between TWY B and TWY S, taxiing restricted to aircraft with a wingspan up to 52 m.

TWYs H1 and H2 - taxiing restricted to ACFT with a wingspan up to 52 m.

TWY N1 - taxiing restricted to ACFT with a wingspan up to 36 m.

TWY N2 - taxiing restricted to ACFT with a wingspan up to 24 m.

TWY R - taxiing restricted to aircraft with a wingspan up to 52 m, one-way rapid exit TWY from RWY.

TWY T - taxiing restricted to ACFT with a wingspan up to 15 m.

TWY W - taxiing restricted to ACFT with a wingspan up to 24 m.

TWY Y - taxiing restricted to ACFT with a wingspan up to 15 m.

TWYs L and M - air TWYs; allowed for air rescue helicopters; ATR (air taxi route) - 22 m.

It is mandatory to taxi with the assistance of FOLLOW ME after sunset on APN 3 to aircraft stands 4-11.

2.2 PARKING AND PUSH-BACK RESTRICTION

Aircraft shall be parked only using wheel chocks secured by an aircrew member or authorized handling agent staff.
When using stands 2-20, aircraft are subject to push-back procedure.
Push-back procedure does not apply to stands 1, 2A, 3A, 3B, 4A, 4B, 5A, 5B for code A aeroplanes and stands 1A, 1B, 40-42, 40A-42A.
Self-manoeuvring with marshalling assistance is allowed when entering and taxiing off a stand.
When using stands 2-20 the following aircraft types are subject to push-back procedure:

MTOW of push-back limited to 352 tonnes.
Carriers operating code B and greater aeroplanes, other than listed above, must ensure that a tow-bar suitable for the given aircraft type is available at POZNAŃ/Ławica aerodrome. If this is not confirmed, the aircraft must be equipped with its own tow-bar.
The aerodrome has the following push-back facilities:
  • aircraft tug with tow-bar (3) - (MTOW - 280 000 kg / 125 000 kg / 95 000 kg;
  • aircraft tractor without tow-bar (1) - (MTOW 352 t – E170/175/190/195/E2;  A221/223/300/310/318/319/320/321/INCL. NEO/332/333/338/339/342/343/350; B737-300 UP TO 900/MAX/717/752/753/762/763/764/787/772/773; DC920 UP TO 50; MD8X/MD9X/DC-10/MD-11/COMAC 919);
  • tow-bar (17) - CRJ-100/200/700/900/1000, ATR-42/72, ERJ-135/145/170/175(E1)/190(E1)/195(E1)/Embraer E2/LEGACY, LINEAGE 1000, A-220/318/319/320/321/330/340/350, Dash-8-100/300/Q400, MD-80, Saab 340/200, B737, B747, B787, B767, B777, IL96, DC10, MD11, FOKKER 70/100.
Code B and C aircraft (up to ATR-72 type) using stands 2-20 may reverse under own power.


Aircraft may be sequenced not according to the markings with FOLLOW ME assistance only.
Prior permission from the Airport Duty Officer is required for any exceptions to the push-back procedure:

Selected stands on APN 1 indicated by FOLLOW ME are designated for general aviation aeroplanes (code B aeroplanes) and on APN 3 for general aviation aeroplanes (code A and B aeroplanes). APN 2 is designated for general aviation aeroplanes based in hangars (code A aeroplanes). Exceptions possible only upon permission from Airport Duty Officer.
Due to poor technical condition APN 2 is closed excluding designated TWY T leading to/from hangars.
Due to slopes in the APN 3 area, anchors for  securing  from  moving have been installed for Code A aircraft. Anchoring on APN 3 is required in case of longer parking and expected strong winds, in other cases the use of wheel chocks is obligatory. The aircraft crew decides on the way of securing the aircraft from self-moving.
The crew is responsible for the security of the parking aircraft from the effects of the strength of the wind.

2.3 OPERATIONS BY HIGHER CODE LETTER AEROPLANES

The ICAO reference code for POZNAŃ/Ławica is 4D.
The RWY and the following TWYs A, B, D1, D2 (between TWY S and THR10), G, S are adapted for code E and F aeroplanes.
Code E aeroplanes shall park on stands 17L, 18R or 20L or (if push-back procedure is not applicable) perpendicular to stands 14-16 or 17-20.
Code F aeroplanes shall park on APN 1 stands 18R or 20L or (if push-back procedure is not applicable) perpendicular to stands 17-20. Exception related to parking is possible with the permission of the Airport Duty Officer.
Crews of four-engine aeroplanes are obliged to use minimum thrust of outer engines during taxiing or, if is possible, taxi with switched off outer engines.
Safe clearance from edges and obstacles on a TWY is guaranteed if the geometrical centre of the main undercarriage of aircraft is moving along the TWY centre line marking. Crews shall use judgemental oversteer at bends.
Any operations of code E and F aeroplanes on TWYs A, B, G, D1, APN shall be carried out with FOLLOW ME assistance.
Code E and F aeroplanes may operate at the aerodrome with the permission of the AD administration (Airport Duty Officer – e-mail: ops@poznanairport.pl). The permission is not required for aircraft in emergency situations.
Due to limited RWY strength (see EPPO AD 2.12) the carrier should indicate, when applying for approval, the intended overload operation ACFT type, ACFT mass (maximum and minimum) and ACN (maximum and minimum) of ACFT intended for flight operations. After landing and for take-off the Airport Duty Officer must be provided with a load sheet.
Due to a limited availability of aircraft parking stands, the GA flight notification shall be filed at least 24 HR in advance of the planned arrival.

This restriction does not apply to:
  • aeroplanes based at POZNAŃ/Ławica airport;
  • aeroplanes conducting training flights;
  • HEAD, STATE, EMERGENCY, SAR, HOSP, HUM flights;
  • upon assignment of a slot by the flight schedule coordinator;
  • military flights.
Failure to comply with the above provisions may result in the lack of available parking stand and the resulting delays, as well as other inconveniences for the carrier and its customers, for which the airport operator shall not be held liable.

2.4 AIRCRAFT DE-ICING

De-icing of Code A, B, and C aircraft is carried out on parking stands 40 and 40A 24 hours a day. De-icing of Code A, B, C and D aircraft is carried out on the de-icing pad (stands 1A and 1B), between 0500 and 2100 (0400 and 2000) UTC 1). De-icing of Code D aircraft, between 2100 and 0500 (2000 and 0400) UTC 1), and Code E aircraft is allowed on stands 41-42. Taxiing to stand 1B is possible via TWYs D1 and H1 or TWYs A and H1.
It is advised that aircraft engines be switched off during de-icing.
Aircraft push-back for de-icing on stands No 40 and 40A is carried out with the handling agent’s assistance. Other aircraft are pushed back for de-icing on stands No 40 and 40A with marshaller assistance.

2.5 PROCEDURES APPLICABLE AT POZNAŃ-ŁAWICAAERODROME AND OTHER REQUIREMENTS

Transfer of control over the aircraft to the marshaller by POZNAŃ TWR is carried out in the following areas:
  1. TWYs F, H1, H2 and G vacation point into TWY to the aircraft stand on APN 1 and the de-icing pad - see AD 2 EPPO 4-1;
  2. TWY N1 vacation point designated as “N” and taxiing to APN 2 and APN 3 - see AD 2 EPPO 4-3.
Radio communication on the ATC frequency.
Transfer of control over the aircraft to POZNAŃ TWR by marshaller is carried out in the following areas:
  1. taxiing-out from parking stands on TWY F, H1, H2 and G to APN 1 and the de-icing pad - see AD 2 EPPO 4-1;
  2. point ”N” on TWY N1 after taxiing out of APN 2 or APN 3 - see AD 2 EPPO 4-3.
Radio communication on the ATC frequency.
Moving on aprons (aircrew, passengers) only with assistance of the handling agent.
Lack of edge lighting on APN 2 and APN 3, apron lights not complying with ICAO standards.
In the event of conducting school flights the pilots are requested to enter a sequence of symbols: TRNG or TRG or SZKOL or TRAINING in item 18 after RMK/ indicator of FPL. Failure to enter such remark shall result in calculation of landing charge in accordance with GEN 4.1.8 point 3.1.
 
EPPO AD 2.21 NOISE ABATEMENT PROCEDURES
 

1 NOISE PREFERENTIAL RUNWAYS

The following noise abatement runway preference system has been established for POZNAŃ/Ławica aerodrome:

Arrivals (only between 0500 and 2100 (0400 and 2000) UTC 1):
  1. RWY 28,
  2. RWY 10.


Departures (H24):
  1. RWY 28,
  2. RWY 10.
Noise abatement should not be the determining factor in runway nomination under the following circumstances:
  1. if the runway is not clear and dry, i.e. it is adversely affected by snow, slush, ice, water, or mud, rubber, oil or other substances;
  2. for landing in conditions when the cloud base is lower than 800 ft above aerodrome elevation or when the horizontal visibility is less than 3000 m;
  3. for take-off when the visibility is less than 1900 m;
  4. when wind shear has been reported or forecasted or when thunderstorms are expected to affect the approach or departure;
  5. when the cross-wind component, including a gust, exceeds 28 km/h (15 kt) or when the tail-wind component, including a gust, exceeds 9 km/h (5 kt) for arrivals and 18.5 km/h (10kt) for departures.


The exceptions to the above rules will be applied only in cases of emergency in order to shorten the arrival route.

2 NOISE ABATEMENT PROCEDURES DURING NIGHT TIME WITHIN EPPO MOVEMENT AREA

Operators of aircraft conducting flight operations at POZNAŃ/Ławica aerodrome shall follow noise abatement procedures adequate for the specific aircraft type for the purpose of reducing noise level in areas adjacent to the aerodrome.
If no noise abatement procedures adequate for the aircraft type are available, it is recommended that departures from POZNAŃ/Ławica aerodrome be performed in accordance with ICAO Noise Abatement Departure Procedure 1 (NADP 1) as specified in the Appendix to Chapter 3 of ICAO Doc 8168 Procedures for Air Navigation Services - Aircraft Operations Vol. I - Flight Procedures, Part I, Section 7.
Between 2100-0500 (2000-0400) UTC 1) RWY 28 departures shall be performed as follows: track the extended RWY centre line until 1.5 NM from THR 10, then execute a turn as per ATC clearance.
No engine tests may be carried out between 2100-0500 (2000-0400) UTC 1). Between 2100 and 0500 (2000-0400) UTC 1) aircraft are totally prohibited from exiting under own power stands numbered 7-14 (not screened by the passenger terminal building). Aircraft may exit the above mentioned stands only with the use of a push-back tractor and move to a position fully screened by the terminal building on stands 16-19, where engines may be started (also with the use of an air-starter).
Aircraft stands screened by the terminal building, i.e. numbered 15-20 are to be exited only using a push-back tractor.
Aeroplanes unable to be connected to a push-back tractor may park at night only on stands numbered 40-42.
Aircraft stands with numbers below 7 are dedicated to General Aviation aircraft.
Engine start-up not related to take-off operations is allowed where it is necessary in fully justified cases only at low power settings and only on the screened stands, i.e. 15-20. In case an aircraft is located on a stand other than a screened one, a location change is necessary using a push-back tractor.

At night, the use of an APU shall be reduced to the necessary minimum.

The use of an engine powered GPU is forbidden all day and night on all aircraft stands. Each parking stand on APN 1 is equipped with an electric power supply.
Leaving the RWY using a rapid exit taxiway is regarded as preferable.
Powered aircraft shall taxi on the APN with minimum engine power.
The working time of on-board equipment (including air conditioning), APU or the use of a GPU shall be reduced to the minimum.
Due to environmental constraints between 2100-0500 (2000-0400) UTC 1) it is not advisable to plan POZNAŃ/Ławica (EPPO) aerodrome as an alternate aerodrome. Redirections are possible for aircraft in emergency as well as STATE, HEAD, GARDA, HUM, HOSP, SAR status flights.
Exemptions from the restrictions described above are possible only in justified cases and with the approval of the Airport Duty Officer.

3 CONTINUOUS DESCENT APPROACH (CDA)

Continuous Descent Approach (CDA) is a recommended aircraft operating technique in which an arriving aircraft descends from an optimal position with minimum thrust and avoids level flight to the extent permitted by the safe operations of the aircraft and in compliance with published procedures and ATC instructions.
The aim for a CDA is to assist pilots to optimize aircraft approach profiles in order to reduce noise impact on the ground and, where possible, reduce fuel use and atmospheric emissions.
CDA technique:
  1. Arrange descent to pass 7000 ft AMSL within 25 track miles to touchdown zone.
  2. Expect track miles information or base leg information from ATC at or above 7000 ft AMSL, but do not turn on base leg until clearance.
  3. At or before downwind position maintain IAS 220 kt or minimum clean speed, whichever is greater.
ATC R/T example at or above 7000 ft AMSL:
  • 25 track miles to touchdown zone, when ready descend.
  • Expect base leg after/before/between WPT.
  • Expect full procedure.

4 LOCAL NOISE RESTRICTIONS FOR AIRCRAFT MOVEMENTS BETWEEN 2100-0500 (2000-0400) UTC 1)

4.1. At POZNAŃ/Ławica aerodrome aircraft movements are restricted between 2055-0500 (1955-0400) UTC 1). The aerodrome is subject to flight schedule coordination during the whole calendar year (see point 2.23.1).
4.2. Between 2055-0500 (1955-0400) UTC 1) take-offs from RWY 10 are permitted only for operations performed by aircraft for which noise level measured in the P2 noise measurement point does not exceed 96 dB SEL. The P2 noise measurement point is located 200 m to the south of RWY 28 approach line and 448 m to the east of the THR 28. Geographical coordinates: 522454.94N  0165046.79E (depicted on chart AD 2 EPPO 2-1).
4.3. Between 2055-0500 (1955-0400) UTC 1) landings on RWY 28 are permitted only for operations performed by aircraft for which noise level measured in the P2 noise measurement point does not exceed 86 dB SEL (P2 - see point 2.21.4.2).
4.4. It is recommended not to perform take-offs from RWY 10 between 2100-0500 (2000-0400) UTC 1).
4.5. Except for emergency situations, landing aircraft are recommended to reduce the application of reverse thrust between 2100-0500 (2000- 0400) UTC 1).
4.6. The restrictions on flights between 2100-0500 (2000-0400) UTC 1) do not apply to state aircraft, emergency landings and humanitarian flights.
4.7. It is recommended to avoid planning scheduled, non-scheduled and ad-hoc aircraft movements between 2100-0500 (2000-0400) UTC 1).
4.8. Between 2100-0500 (2000-0400) UTC 1), take-off and landing operations by AN-12 and AN-26 aircraft are not allowed.
4.9. In case of landing of aircraft for safety reasons (e.g. weather breakdown, lack of fuel) at POZNAŃ/Ławica aerodrome within coordination period, without time allotted for performing the operation and in case the permissible number of operations specified in the environmental decision for every night has been exceeded, clearance for take-off will be issued only after 0600 LMT. The Airport Duty Officer, on behalf of the AD administration, will provide information to the TWR controller that no clearance for performing take-off before 0600 LMT has been issued.
Lack of clearance for performing take-off before 0600 LMT also applies to any other ACFT for which time for performing the operation has not been allotted during flight schedule coordination period.

EPPO AD 2.22 FLIGHT PROCEDURES
 
APPLICABILITY OF UNITS OF MEASUREMENT
In order to facilitate air traffic within the Terminal Control Area of POZNAŃ/Ławica and POZNAŃ/Krzesiny aerodromes (POZNAŃ TMA), the air traffic control unit providing Approach Control service will use non-metric units of measurement as follows:
  1. nautical miles (NM) while expressing distance in navigation;
  2. feet (ft) while expressing altitudes, heights and elevations;
  3. knots (kt) while expressing horizontal speed;
  4. feet per minute while expressing vertical speed.
The air traffic controller will use metric units of measurement (SI) published in chapter GEN 2.1. only after prior request of aircraft crew submitted by radio at the time of first radio contact with the unit executing Approach Control within the POZNAŃ TMA.

1 IFR FLIGHT PROCEDURES

A radar approach control service is provided within the POZNAŃ NORTH TMA.
Minimum radar vectoring altitudes within the POZNAŃ NORTH TMA are shown on the ATC Surveillance Minimum Altitude Chart – see ENR 6.3.3-1.
Within the POZNAŃ NORTH TMA, RNAV 1 SID and STAR procedures are applicable for each RWY of POZNAŃ/Ławica aerodrome.
The RNAV STAR procedures comprise also the initial and intermediate segments of RWY 10 and RWY 28 instrument approach procedures and terminate at FAF/FAP (except for VOR RWY 10 and VOR RWY 28 terminating at IAF).
The RNAV SID and STAR procedures within the POZNAŃ NORTH TMA were designed according to RNAV 1 criteria. The procedures may be flown without restrictions only by aircraft approved for RNAV 1 operations.
For the RNAV 1 SID procedures within the POZNAŃ NORTH TMA, the angle of bank (AOB) taken into consideration is in accordance with PANS-OPS (ICAO Doc 8168, Vol. II) Part I, Section 3, Chapter 3, Appendix 3. That is: 15° up to 1000 ft over DER ELEV, 20° above 1000 ft up to 3000 ft over DER ELEV and 25° above 3000 ft over DER ELEV. It is applicable to all SIDs for EPPO.
Due to the fact that a significant percentage of aircraft operating at POZNAŃ/Ławica aerodrome is not approved for RNAV 1 operations, all RNAV 1 SID and STAR trajectories are above MSA/MVA, and radar monitoring is provided within the POZNAŃ NORTH TMA to enhance air traffic flows and reduce air traffic controllers' workload, aircraft approved for B-RNAV operations only are allowed to follow the trajectories of  RNAV 1 procedures. This will allow for high reduction in RTF communication. The following additional conditions apply:
REMARK 1:
Aircraft approved only for B-RNAV operations, equipped with B-RNAV system without navigation databases and/or requiring en-route data to be input manually are exempted from the application of RNAV 1 procedures. In such circumstances, ATC shall be advised upon the initial contact. Radar vectoring will be provided usually along routes in accordance with published procedures. Such aircraft may expect delays or extended routing during peak hours.
REMARK 2:
Air traffic controllers will pay particular attention when monitoring traffic not approved for RNAV 1 (P-RNAV) operations. In the event that any problems occur, radar vectoring will be provided.
All holding patterns within the POZNAŃ NORTH TMA are to be flown in accordance with ATC instructions. These procedures are also available for aircraft not approved for RNAV 1 (P-RNAV) operations.
Whenever possible, ATC will provide direct routing/shortcuts, especially during off-peak hours. In order to expedite the handling of traffic and maintain separations, radar vectoring may be used until the turn onto the final approach path.
Tactical points for shorter non-standard approaches are established for all RWY directions. For RWY 10 arrivals – REP OBELI (GNSS) and REP PO412 (VOR), for RWY 28 arrivals – REP NUNBI (ILS and GNSS) and REP PO482 (VOR). The points can be used only at the request/with the permission of the flight crew.
Vertical planning information: flight crews should plan for possible descent clearance in accordance with vertical restrictions specified on the STAR charts. The current descent clearance will be issued by ATC. If possible, a CDA technique should be applied.

2 RADIO COMMUNICATION FAILURE PROCEDURE FOR IFR FLIGHTS

GENERAL PROCEDURE FOR ARRIVING AIRCRAFT DURING FLIGHTS OTHER THAN STAR:
Set the transponder to code 7600, then following the flight plan, arrive at DVOR/DME CMP, join the holding pattern and, at the last assigned EAT or – if not acknowledged – flight plan EAT, commence the CMP 1D arrival procedure and ILS or LOC RWY 28 or RNP RWY 28.
RADIO COMMUNICATION FAILURE PROCEDURE FOR FLIGHTS ON SID:
Set the transponder to code 7600. Continue on the last assigned and acknowledged SID. After 3 minutes, climb to the FPL flight level. If being vectored, continue on assigned heading for 3 minutes then proceed direct to last SID point climbing to FPL flight level.
RADIO COMMUNICATION FAILURE PROCEDURE FOR FLIGHTS ON STAR
AIRCRAFT APPROVED FOR RNAV 1 (P-RNAV) OPERATIONS
  1. If a STAR was assigned and the flight crew acknowledged it, set the transponder to 7600, continue in accordance with the FPL and fly the assigned STAR, then execute an (ILS, RNP or VOR) approach and land. The descent shall be performed after 2 minutes from setting the transponder to code 7600, in accordance with the vertical restrictions specified on the charts.
  2. If a STAR was assigned, the flight crew acknowledged it, and vectoring was initiated, set the transponder to code 7600 and continue for 2 minutes (from setting to code 7600) on the assigned heading and at the last assigned and acknowledged altitude. Thereafter continue directly to the FAF/FAP, execute an (ILS, RNP or VOR) approach and land. The descent shall be carried out in accordance with the vertical restrictions specified on the charts.
  3. If no STAR was assigned, set the transponder to code 7600 and continue in accordance with the FPL. Thereafter execute an (ILS, RNP or VOR) approach and land. The descent shall be performed after 2 minutes from setting to code 7600, in accordance with the vertical restrictions specified on the charts.

3 VFR FLIGHT PROCEDURES

VFR arrivals to POZNAŃ/Ławica aerodrome (see: AD 2 EPPO 13-1) can be carried out along one of the VFR routes:
D-V-H route : from DELTA point - ring road flyover above the railway fly to VICTOR along the railway in the direction of the north-east end of Kierskie Lake (MAG BRG 152°), then over HOTEL point along the east bank of Kierskie Lake to its south end (MAG BRG 165°). Before arrival to HOTEL point, in accordance with ATC instruction, join the north holding pattern or start the approach turning on base leg of RWY 10 left-hand circuit or downwind position (north of the housing estate Smochowice) of RWY 28 right circuit.
 
Q-Y-G route : the route is used for avoiding traffic at active POZNAŃ/ Kobylnica aerodrome. From QUEBEC point - Spatial Orientation Park at Owińska fly to YANKEE  - Narutowicza overpass (MAG BRG 224°), then turn left to GOLF point in the direction of pale green warehouses (MAG BRG 213°). Before arrival at GOLF point, in accordance with ATC instruction, join the north holding pattern or start the approach in downwind position of RWY 10 left circuit (north of the housing estate Smochowice) or turning on base leg of RWY 28 right circuit.
T-Y-G route : the route is used for arrival to/departure from POZNAŃ/Kobylnica aerodrome. From TANGO point - sewage treatment plant at Koziegłowy fly over YANKEE point - Narutowicz flyover (MAG BRG 277°) then turn left over GOLF point - pale green warehouse (MAG BRG 213°). Before arrival at GOLF point, in accordance with ATC instruction, join the north holding pattern or start the approach in downwind position of RWY 10 left circuit (north of the housing estate Smochowice) or turning on base leg of RWY 28 right circuit.
X-J-I route : from X-RAY point - north end of Niepruszewskie Lake fly to JULIETT point along road No 307 (do not cross the northern limits) to road junction Poznań- Ławica (MAG BRG 077°), continue to INDIA point along road No 307 (do not cross the northern limits) to aviation radar (MAG BRG 080°). Before arrival at INDIA point, in accordance with ATC instruction, join the south holding pattern or start the approach turning on base leg of RWY 10 right circuit or downwind position of RWY 28 left circuit (south of the housing estate Ławica).
U-F route : from UNIFORM point - causeway by Nowakowskiego pond fly to FOXTROT  point in the direction of the football stadium (MAG BRG 353°). Before arrival at FOXTROT point, in accordance with ATC instruction, join the south holding pattern or start the approach in downwind position of RWY 10 right circuit (south of the housing estate Ławica) or turning on base leg of RWY 28 left circuit.
Remark:
Points: VICTOR , HOTEL , GOLF , JULIETT , INDIA and FOXTROT should be reported only when required for POZNAŃ TWR clearance.

Remark 1:
While performing a flight to the POZNAŃ/Ławica CTR over the navigation points, clearance from KRZESINY TOWER (121.030 MHz) must be obtained during the activity within KRZESINY MCTR.
Remark 2:
Point ROMEO may be used only for RCF procedure or as holding point for Żerniki airfield (EPZE).

3.1 POZNAŃ/ŁAWICA CTR ENTRY IN VFR FLIGHT

3.1.1. Entry into controlled airspace from uncontrolled airspace:
  1. Entry into the POZNAŃ/Ławica CTR may be performed upon clearance issued by appropriate ATS unit or received from POZNAŃ FIS.
  2. If not instructed otherwise by the POZNAŃ FIS officer, radio communication with an appropriate ATS unit shall be established 5 minutes before reaching CTR or TMA limits.
3.1.2. Take-off from a place other than POZNAŃ/Ławica aerodrome into the POZNAŃ/Ławica CTR is possible after obtaining clearance from POZNAŃ TWR. In case of two-way radio communication failure from the place of departure, clearance shall be obtained by means of phone. Radio communication with POZNAŃ TWR shall be established immediately after take-off.

3.2 HOLDING PROCEDURES IN VFR FLIGHT

In case of congestion of air traffic VFR flight may expect holding at/in one of the following points/areas:
NORTH HOLDING AREA - hold within the designated area (area limits at points: 522630N  0164750E; 522630N  0165015E; 522600N  0165100E; 522620N  0165200E; 522720N  0165020E; 522720N  0164750E). Fly over green areas (forests and meadows) in safe distance from housing estates. When RWY 10 in use take right turns within the western side of the area. When RWY 28 in use take left turns within the eastern side of the area.
SOUTH HOLDING AREA - hold within the designated area (area limits at points: 522441N   0164737E; 522351N  0165129E; 522320N  0164850E). Fly over green areas (forests and garden allotments) in safe distance from housing estates. When RWY 10 in use take left turns within the western side of the area. When RWY 28 in use take right turns within the eastern side of the area.
DELTA point -  the holding procedure at DELTA point shall be carried out without infringing POZNAŃ/Ławica CTR limits. The procedure is applicable for ACFT flying at speeds higher than 120 kt IAS.
X-RAY point - the holding procedure at X-RAY point shall be carried out without infringing POZNAŃ/Ławica CTR limits. The procedure is applicable for ACFT flying at speeds higher than 120 kt IAS.
YANKEE point - the holding procedure at YANKEE shall be carried out without infringing POZNAŃ/Ławica CTR limits.
VICTOR point  - the holding procedure at VICTOR point shall be carried out to stay inside POZNAŃ/Ławica CTR limits north of Kierskie Lake considering the NORTH HOLDING AREA.
JULIETT point  - the holding procedure at JULIETT point shall be carried out to stay inside POZNAŃ/Ławica CTR limits south of road No 307 considering the SOUTH HOLDING AREA and KRZESINY MCTR.
UNIFORM point - the holding procedure at UNIFORM point shall be carried out to stay inside POZNAŃ/Ławica CTR limits considering the SOUTH HOLDING AREA and KRZESINY MCTR.
GOLF point - the holding procedure at GOLF point shall be carried out on the eastern side of the NORTH HOLDING AREA without crossing the railroad to the south.
HOTEL point - the holding procedure at HOTEL point shall be carried out on the western side of the NORTH HOLDING AREA.
INDIA point - the holding procedure at INDIA point shall be carried out on the western side of the SOUTH HOLDING AREA.
FOXTROT point - the holding procedure at FOXTROT point shall be carried out on the eastern side of the SOUTH HOLDING AREA.

3.3 VFR APPROACH PROCEDURES AT POZNAŃ/ŁAWICA AERODROME

3.3.1. The downwind aerodrome traffic pattern shall be carried out north of the housing estate Smochowice (north circuits) south of the housing estate Ławica (south circuits).
3.3.2. When performing RWY 10 approach procedure enter base leg position without flying outside Przeźmierowo limits to the west.
3.3.3. When performing RWY 28 approach procedure enter base leg position avoiding crossing Polska and Bułgarska streets to the east.
3.3.4. When landing due to aerodrome air traffic capacity pilots are expected to perform a full stop landing on RWY 10 to touch down outside the TDZ and vacate the RWY immediately into rapid exit TWY R or into TWY B.
3.3.5. The air crew should notify POZNAŃ TWR after establishing contact when the procedures specified in items 2.22.3.3.1 to 2.22.3.3.4 (base limit and landing with overflight) cannot be adhered to.
3.3.6. Where justified (e.g. on the crew request for training purposes or other traffic), the air crew may be instructed to extend the downwind position.

3.4 RADIO COMMUNICATION FAILURE FOR VFR FLIGHT

3.4.1. If radio communication failure occurs before reaching the POZNAŃ/Ławica CTR limits during a flight for which a FPL was filed containing entry into POZNAŃ/Ławica CTR without the intention to land at POZNAŃ/Ławica aerodrome, entry into the CTR is forbidden.
3.4.2. If radio communication failure occurs before reaching the POZNAŃ/Ławica CTR limits during a flight for which a FPL was filed containing the intention to land at POZNAŃ/Ławica aerodrome, the aircrew shall:
  1. During arrival and approach from the northern side of the aerodrome:
  • make an arrival to reach YANKEE point, orbit for 5 minutes then reach GOLF point and expect visual signals given from the aerodrome control tower of POZNAŃ/Ławica;
  • show all aircraft navigation lights during arrival and holding;
  • after receiving green visual signal execute the shortest possible approach and land on the most suitable RWY depending on weather conditions;
  • after receiving a red visual signal hold over GOLF point until receiving a green visual signal and then execute the shortest possible approach and land on the most suitable RWY depending on weather conditions;
  • if no signals have been received from the aerodrome control tower, hold over GOLF point for 5 minutes and then execute the shortest possible approach and land on the most suitable RWY depending on weather conditions;
  • after landing vacate the RWY immediately into the first possible taxiway and wait for the FOLLOW ME car.
  1. During arrival and approach from the southern side of the aerodrome:
  • fly to DELTA or TANGO points by passing POZNAŃ/Ławica CTR and KRZESINY MCTR from the west;
  • make an approach to reach YANKEE point and follow the procedure described in 2.22.3.4.2.a.

3.5 SPECIAL VFR FLIGHTS

If the ceiling is lower than 1500 ft or flight visibility is lower than 5 km, VFR flights may be performed, provided ATC clearance for special VFR flight in control zone (CTR) is obtained.
Except situations when a relevant unit cleared for a helicopter flight in special cases like medical, search and rescue as well as firefighting flight, the following conditions apply:
  1. the flight will be performed during daytime only,
  2. the flight will be performed clear of cloud and in visual reference to terrain,
  3. ground visibility is not less than 1500 m, in case of helicopters – not less than 800 m,
  4. the ceiling is not less than 600 ft,
  5. the flight will be performed with indicated airspeed (IAS) 140 kt or lower giving adequate opportunity to observe other traffic and any obstacles to avoid collision.
Special VFR flight clearance may be cancelled if the meteorological conditions change below the meteorological minima described above.

4 PROCEDURES FOR HELICOPTERS

Helicopters conducting IFR or VFR approach to POZNAŃ/Ławica aerodrome perform landing on RWY in use as aeroplanes of category A in accordance with ICAO Doc 8168 Procedures for Air Navigation Services - Aircraft Operations Vol. II - Construction of Visual and Instrument Flight Procedures, Part I, Section 4, Chapter 1, point 1.8.8.
For take-off/after landing from/on the RWY, Medical Air Rescue (HEMS) helicopters shall air taxi to/from the Poznań base of Medical Air Rescue (HEMS) located in the NE part of POZNAŃ/Ławica aerodrome (shown on chart AD 2 EPPO 2-1) via TWYs N1 and L and/or TWY M.

5 REDUCED SEPARATION MINIMA ON RWY 10/28

At the aerodrome, reduced separation minima may be applied on RWY 10/28 for Category 1 aircraft (single-engine propeller aircraft with a maximum certificated take-off mass of 2000 kg or less) as specified in ICAO Doc 4444, 7.11.
Attention should be paid to the possibility of the Category 1 aircraft landing if the preceding landing aircraft is a Category 1 or 2  (single-engine propeller aircraft with a maximum certificated take-off mass of more than 2000 kg but less than 7000 kg; and twin-engine propeller aircraft with a maximum certificated take-off mass of less than 7000 kg) has vacated the RWY or crossed the intersection of the RWY with the technical road to the Airport Fire Brigade, is moving and will vacate the RWY without backtrack.
Attention should be paid to the possibility of the Category 1 aircraft landing if the preceding departing aircraft is a Category 1 or 2 has crossed the intersection of the RWY with the technical road to the Airport Fire Brigade and is airborne.
Attention should be paid to the possibility of the Category 1 aircraft departure if the preceding departing aircraft is a Category 1 or 2 is airborne and has crossed the intersection of the RWY with the technical road to the Airport Fire Brigade.
Remark:
Flight crews intending to carry out non-standard manoeuvres on the RWY, especially during training flights, have to obtain ATC permission as early as possible.

6 LOW VISIBILITY PROCEDURES (LVP)

6.1.  ILS CAT II landing operations might be carried out on RWY 28 by those operators, whose minima have been accepted by the Civil Aviation Authority. No authorisation for carrying out ILS CAT II operations is required for foreign operators in possession of a certificate of competency issued by their national authorities. The efficiency of the necessary equipment is a condition for carrying out category II operations.

6.2 Criteria for the initiation and termination of LVP

6.2.1. Preparation phase for LVP operations will be commenced when:
  1. RWY visual range value (RVR) falls below 800 m (or less) and the trend for the last 10 minutes will show a further decline, and/or
  2. the cloud base on approach used for landing operations, with the amount of cloud cover BKN (with breaks 5/8 to 7/8) or OVC (total 8/8) or when vertical visibility (the cloud base) falls below 300 ft (or less), and weather forecast for the aerodrome (TAF) predicts its further decline, and/or
  3. aerodrome warning issued by the appropriate forecast office, predicts visibility decline below 800 m and/or cloud base decline (with the amount of cloud cover BKN or OVC) or vertical visibility below 300 ft.
6.2.2. LVP will be commenced when RVR at any measuring point declines below RVR 550 m or cloud base declines below 200 ft.
6.2.3. LVP will be terminated in case of meteorological conditions improvement at RVR increase at every measuring point over 550 m and cloud base covering more than half of the sky reaches above 200 ft with a continuing upward trend in visibility.
6.3. LVP will be suspended in the following situations (Poznań TWR commences to ATIS message with the following content: „ Low Visibility Procedures CAT 2 suspended”);
6.3.1. Failure of the RWY and/or TWY navigation lighting system, preventing the continuation of operations in low visibility conditions (including: approach lights, axis lights, edge lights, touchdown zone RWY, power system);
6.3.2. Failure of the ILS (take-off only operations available – LVTO; (Poznań TWR commences to ATIS message with the following content: „ Low Visibility Procedures in operation. ILS approach CAT 2 not available”);
6.3.3. Failure of AWOS devices for RVR and cloud base measurement;
6.3.4. During the rescue operation at the airport;
6.3.5. Occurrence of any situation threatening the safety of take-off/landing operations in low visibility conditions;
6.3.6. If removing the cause of LVP suspension becomes prolonged or impossible, Poznań TWR in agreement with Airport Duty Officer decided to terminate LVP or to terminate LVP preparation (depending on the situation) and commences to ATIS message with the following content: „Low Visibility Procedures not available”.

6.4 Low visibility procedure (LVP) description

6.4.1. During LVP, special ATC procedures will be applied. Flight crews will be informed of the commencement of these procedures by ATIS or by radio. The following phraseology will be used: “ Low visibility procedures in operation”.
6.4.2. During the preparation and operation phase of LVP a significantly reduced departure and landing rate should be expected, which results from the obligation to increase the separation between aircraft.
6.4.3. Taxiing rules depend on RVR conditions:
  1. RVR ≥ 550 m - taxiing is conducted without FOLLOW ME assistance;
  2. 350 m ≤ RVR < 550 m - taxiing on TWYs equipped with centre line lights  (D1, D2, H1, H2, R, S) is conducted without FOLLOW ME assistance. On remaining TWYs FOLLOW ME assistance is required;
  3. RVR < 350 m - FOLLOW ME assistance is required.


Appropriate instructions will be provided by ATC.
6.4.4. For departing aircraft during LVP/LVTO RWY 10 and RWY 28 will be used for take-off. Take-offs are prohibited if RVR value falls below 125 m.

6.5 Other restrictions on performing operations under LVP conditions

6.5.1. Number of aircraft remaining simultaneously in the manoeuvring area within RWY and TWY area between CAT II stop bars at TWY B, H1, G and CAT I/CAT II stop bar at TWY N1 is limited to one.
6.5.2. In the remaining parts of the manoeuvring area, the permissible number of aircraft depends on the number of available FOLLOW ME vehicles.
6.5.3. Helicopter air-taxiing in LVP conditions is forbidden.
6.5.4. „F” code aircraft operations in LVP conditions are forbidden.
6.5.5. Pilots who wish to perform a CAT II approach for training purposes should use the following phrasing on first contact with APP: “ Request practice Category II approach”. In this case, measures described in points 2.22.5.4.1 to 2.22.5.5.4 will not be applied.
 
EPPO AD 2.23 ADDITIONAL INFORMATION
 

1 FLIGHT SCHEDULE COORDINATION

1.1. POZNAŃ/Ławica aerodrome is a coordinated airport (IATA Level 3) during the whole calendar year, between 2200 and 0600 LMT.
1.2. Any flight operation requires a slot provided by the flight scheduling coordinator.
1.3. The flight scheduling coordination is applicable to IFR and VFR flights with the exception of state aircraft flights, emergency landings, humanitarian flights and rescue helicopters.
1.4. Airport Coordination Limited (ACL) is the appointed flight scheduling coordinator for POZNAŃ/Ławica aerodrome. Take-off and arrival slot requests shall be submitted directly to ACL. Slot requests of General Aviation operators shall be prepared by the handling agent of a given aircraft operator at the aerodrome.
1.5. Outside the coordination period, ACL provides for data collection (IATA Level 1) for POZNAŃ/Ławica aerodrome. Therefore, all carriers shall send to ACL data on the planned operations from/to POZNAŃ/Ławica aerodrome.

2. The administration of POZNAŃ/Ławica aerodrome asks the aircraft crews for reporting any hazards in the vicinity of the aerodrome identified in the air such as:
  • unidentified aeronautical obstacles and possible induced turbulence,
  • hazardous, confusing or misleading lights,
  • dazzle created by large highly reflective surfaces,
  • sources of invisible radiation or presence of mobile or fixed objects which may disturb aeronautical communications, navigation and surveillance systems or negatively affect their efficiency,
  • some ground-based lights in the vicinity of the aerodrome which may pose a hazard to the safety of aircraft and should be reported, screened or otherwise modified so as to eliminate the source of hazard,
  • other potential hazards to the safety of air traffic.

3 BIRD CONCENTRATIONS AND AREAS WITH SENSITIVE FAUNA IN THE VICINITY OF THE AERODROME

WARNINGS

Throughout the year in wet weather, gulls may pose a risk to aircraft. In autumn, winter and spring months, birds, mainly corvids, commute in the vicinity of the aerodrome. In spring and autumn, intense migratory flights of birds take place at various heights. In late spring and early summer, young birds, mainly kestrels, begin their activity. In summer months, homing pigeons may transit across the aerodrome. Local buzzards and harriers fly often over the aerodrome. Intense swallow activity. In late summer, there is increased activity of birds feeding in the vicinity of the aerodrome, mainly large flocks of starlings.
