TWYs A2, A3, E, S and APN 1 - surface irregularities are present in some areas.

TWYs D, S - ACFT taxiing is possible only from dawn until dusk, from dusk until dawn - with FOLLOW ME assistance.

Aeroplanes up to Code C size may be towed on the RWY and all TWYs (except for TWY W) within the movement area.

EPMO AD 2.20 LOCAL AERODROME REGULATIONS
 

1 ATC REGULATIONS AND PROCEDURES

1.1 ATC PROCEDURES AT WARSZAWA/MODLIN AERODROME

ATC service of Warszawa/Modlin aerodrome opens MODLIN DELIVERY on frequency 119.680 MHz between 0415-0130 (0315-0030) during increased volume of air traffic. During operational hours TWR and DELIVERY stands operate on the basis of provisions and procedures mentioned below.

1.1.1 RECEIVING EN-ROUTE CLEARANCE

In order to receive en-route clearance, the crew of an aircraft shall establish radio contact with MODLIN DELIVERY on 119.680 MHz 10 minutes before getting ready for push-back or start-up providing the following information:
  • aircraft call sign,
  • parking position number,
  • planned cruising level (if other than in FPL),
  • any changes to the flight plan,
  • information on lack of possibility to perform a SID operation.
Clearances are issued 30 minutes before EOBT/CTOT at the earliest.
Outside DELIVERY operational hours or when there is no response from MODLIN DELIVERY following three calls, communication shall be established with MODLIN TOWER on 123.930 MHz.

1.1.2 DATALINK DEPARTURE CLEARANCE (DCL)

In addition to clearances issued via radio, MODLIN TOWER has an option to issue ATC clearance via Datalink Departure Clearance (Eurocae Standard ED85A). Parking stand number should be included in RCD message.
30 minutes prior to EOBT for flights with unassigned CTOT.
30 minutes prior to CTOT for flights with assigned CTOT.
After initiating the datalink process, crews shall maintain continuous communication with MODLIN DELIVERY on 119.680 MHz. Outside MODLIN DELIVERY  operational hours or if the service is not provided, remain in contact with MODLIN TOWER on frequency 123.930 and refrain from additional ATC clearance related enquiries. When ready for push-back from parking position or start-up contact MODLIN TOWER – 123.930 MHz.
Datalink Departure Clearance can be replaced by radio communication depending on the air traffic intensity and weather situation.

1.1.3 PUSH-BACK, START-UP, TAXI, ARRIVAL AND DEPARTURE CLEARANCES

Ground movement instructions are issued by MODLIN TOWER, frequency 123.930 MHz.

1.2 MINIMUM RUNWAY OCCUPANCY TIME

1.2.1 DEPARTURES

ATC assumes that each aircraft, when instructed to line-up, is ready for immediate take-off.
Pilots shall ensure, considering safety and standard operating procedures, that they are able to taxi into the correct position and line up the RWY as soon as the preceding aircraft has commenced its take-off roll or its landing roll.
Where possible, cockpit checks and cabin readiness shall be completed before line-up and any actions requiring completion on the RWY shall be minimized as much as possible. Pilots unable to comply with these requirements shall notify the ATC as soon as possible.
If the taxi distance between the parking stand and holding position is short, it is suggested to finish the passenger cabin safety procedures demo before vacating the parking stand.

1.2.2 ARRIVALS

Pilots are reminded that a rapid exit from the RWY enables the ATC to apply the minimum separation on final approach that will achieve a maximum RWY utilisation and will minimize the occurrence of go-arounds.
ATC may suggest an exit from the RWY other than the preferred one. Such information will be provided during final approach.
 
EPMO AD 2.21 NOISE ABATEMENT PROCEDURES
 

1 NOISE PREFERENTIAL RUNWAYS

The following noise abatement runway preference system has been established for WARSZAWA/Modlin aerodrome between 2100 and 0500 (2000 and 0400) UTC (see GEN 2.1):

Arrivals:
  1.  RWY 26,
  2.  RWY 08.


Departures:
  1.  RWY 26,
  2.  RWY 08.
REMARK :
Between 2100 and 0500 (2000 and 0400) UTC (see GEN 2.1), it is advised that noise emission is reduced by using reverse thrust, extending landing roll and using full runway distance to reduce engine power during take-off.
Noise abatement shall not be a decisive factor in the selection of runway under the following circumstances:
  1. if the runway is not clean and dry, i.e. it is adversely affected by snow, slush, ice, water or mud, rubber, oil, or other substances;
  2. during landing, when the ceiling is less than 500 ft AAL or for take-off or landing when the horizontal visibility is less than 1.9 km;
  3. when the approach for landing requires vertical minima greater than 300 ft AAL and the cloud base is less than 800 ft AAL or the visibility is less than 3000 m;
  4. when the cross-wind component, including gusts, exceeds 28 km/h (15 kt) or the tail-wind component, including gusts, exceeds 9 km/h (5 kt);
  5. when a wind shear has been reported or forecast, or thunderstorms affecting arrivals and departures are expected.

2 NOISE ABATEMENT PROCEDURES

Operators of aircraft conducting flight operations at WARSZAWA/Modlin aerodrome shall follow own noise abatement procedures for the aircraft type to reduce noise level in areas adjacent to the aerodrome.
If no noise abatement procedures for the aircraft type are available, it is advised that departures from WARSZAWA/Modlin aerodrome are conducted using the example procedure of noise abatement take-off climb (NADP 1), in accordance with Appendix to Chapter 3 of ICAO Doc 8168 Procedures for Air Navigation Services – Aircraft Operations, Vol. I – Flight Procedures, Part I, Section 7.

3 CONTINUOUS DESCENT APPROACH (CDA)

Continuous Descent Approach (CDA) is a recommended aircraft operating technique in which an arriving aircraft descends from an optimal position with minimum thrust and avoids level flight to the extent permitted by the safe operations of the aircraft and in compliance with published procedures and ATC instructions.
The aim for a CDA is to assist pilots to optimize aircraft approach profiles in order to reduce noise impact on the ground and, where possible, reduce fuel use and gaseous emissions.
CDA TECHNIQUE:
  1. Arrange descent to pass 7000 ft AMSL within 25 track miles to touchdown.
  2. Expect track miles information or base leg information from ATC at or above 7000 ft AMSL, but do not turn on base leg until instructed.
  3. At and before downwind position maintain clean speed except when not feasible, e.g. due to aircraft performance or ATC instructions.
ATC R/T example at or above 7000 ft AMSL:
  • 25 track miles to touchdown, when ready descend.
  • expect base leg after/before/between WPT.
  • expect full procedure.
 
EPMO AD 2.22 FLIGHT PROCEDURES
 

1 SPEED REDUCTION PROCEDURE WITHIN WARSZAWA TMA FOR WARSZAWA/MODLIN AERODROME

The following general speed reduction procedure is mandatory in the WARSZAWA TMA for aircraft landing at WARSZAWA/Modlin aerodrome:
If an appropriate ATC unit did not instruct otherwise, WARSZAWA TMA entry points speed is depicted on EPMO STAR charts. Then reduce speed according to speed limitations shown on RNAV 1 charts: STAR 08 AD 2 EPMO 10-1, STAR 26 AD 2 EPMO 10-7; reduce speed to 250 kt IAS and 220 kt IAS.
In case of inability to reduce speed in accordance with the procedure described above, aircraft crew shall notify the ATC unit immediately.
Speed reduction procedure is to be applied by aircraft crews without further reminding from the ATC unit.

2 TRAINING AND TECHNICAL FLIGHTS

Training flights within the WARSZAWA/Modlin CTR and within the WARSZAWA TMA may be conducted after they have been notified by phone to the appropriate ATC unit and given ATC instructions.
Technical flights including inspection flights within the WARSZAWA/Modlin CTR and/or WARSZAWA TMA may be conducted after they have been notified by phone to the relevant ATC unit and after receiving instruction from the ATC unit.

3 PROCEDURES FOR IFR FLIGHTS

Within the WARSZAWA TMA radar approach control service is provided.
Minimum Radar Vectoring Altitudes within the WARSZAWA TMA are shown on ATC Surveillance Minimum Altitude Chart – see page ENR 6.3.6-1.
Within the WARSZAWA TMA RNAV 1 SID and STAR procedures are introduced, covering all RWYs of Lotnisko Chopina w Warszawie aerodrome and WARSZAWA/Modlin aerodrome. RNAV STAR procedures cover also initial and intermediate segments of instrument approach procedures for RWY 11, 15, 29 and 33 for Lotnisko Chopina w Warszawie aerodrome and RWY 08, 26 for WARSZAWA/Modlin aerodrome and end at FAF/FAP positions.
RNAV SID and STAR procedures within the WARSZAWA TMA are designed in accordance with RNAV 1 criteria. RNAV 1 approval is required to conduct these procedures without additional restrictions.
Air traffic controllers shall pay particular attention to monitor RNAV 1 not approved traffic. In the event of any problems radar vectoring will be initiated.
All holding patterns within the WARSZAWA TMA are directed by ATC. Holdings are available for non-RNAV 1 approved aircraft.
Expect direct routing/shortcuts by ATC whenever possible (especially during off-peak hours). The turn to final approach is usually performed by radar vectors to expedite traffic handling and for separation reasons.
For EPMO RWY direction 08/26, tactical vectoring points are situated 1.5 NM before FAF. These points may be used only after request/approval of air crews.
Vertical planning information: air crews should plan for possible descent clearance in accordance with vertical restrictions specified on STAR charts. Actual descent clearance will be given by ATC. If possible, CDA technique should be applied.
Air crews should request non-standard departure from ATC before start-up.
On initial contact with MODLIN TWR (123.930 MHz) all traffic arriving at EPMO is obligated to report position, altitude and IAS.
Due to infringement of the ILS critical area (related to the location of ILS GP/DME) by taxiing aircraft (and vehicles) on TWY E, the RNP RWY 08 approach is the basic approach for RWY 08 at EPMO aerodrome. The ILS CAT I RWY 08 approach is available in unusual and emergency situations or upon earlier coordination.

3.1 OMNIDIRECTIONAL DEPARTURES

IFR omnidirectional departure procedures are determined for the purpose of case when an instrument departure via SID is impossible or undesirable. Expect ATC to use phraseology of “IFR OMNIDIRECTIONAL DEPARTURE RUNWAY XX TURN LEFT/RIGHT HDG XXX”, which is to be read back including “IFR OMNIDIRECTIONAL” part.
Omnidirectional departures for the purpose of airport capacity enhancement are not permitted between 2100 and 0500 (2000 and 0400) UTC (see GEN 2.1).
ATC clearance to execute an omnidirectional departure may be issued only upon initiative of the ATC and accepted by the pilot.

3.2 RADIO COMMUNICATION FAILURE PROCEDURE FOR IFR FLIGHTS

3.2.1. General procedure for arriving aircraft when no STARs are in use
Set the transponder to code 7600 and continue flight at the fight level/ altitude last assigned by the ATC to DVOR/DME “MOL”. Descend over DVOR/DME “MOL” to an altitude of 3000 ft and then execute an instrument approach for RWY 08/26 and conduct approach and landing on the appropriate RWY depending on wind conditions.
3.2.2. Communication failure procedure when conducting a SID EPMO
As specified on charts SID 08 AD 2 EPMO 8-1 and SID 26 AD 2 EPMO 8-5.
3.2.3. Communication failure procedure when conducting a STAR EPMO

4 PROCEDURES FOR VFR FLIGHTS

4.1 VFR POINTS:

4.2 ENTRY INTO WARSZAWA/MODLIN CTR IN VFR FLIGHTS

  1. Entry into WARSZAWA/Modlin CTR may be performed upon clearance issued by the appropriate ATS unit and relayed by WARSZAWA FIS.
  2. If not instructed otherwise by FIS officer, radio communication with MODLIN TOWER shall be established over HOTEL , YANKEE , JULIETT , QUEBEC points or prior to entering WARSZAWA/Modlin CTR.
  3. On the initial radio contact at MODLIN TWR frequency (123.930 MHz) all aircraft are obliged to  provide a code letter of given ATIS message, AMSL altitude and intentions.
4.2.1. Take-off from WARSZAWA/Modlin CTR excluding WARSZAWA/Modlin (EPMO) aerodrome:
  1. Crews must obtain departure clearance from TWR before take-off by means of radio or telephone.
  2. If unable to establish two-way radio communication, crews shall transmit blind and fly outside the WARSZAWA/Modlin CTR lateral limits in the direction opposite to WARSZAWA/Modlin aerodrome. Crews shall try to establish radio communication with MODLIN TOWER or a territorially appropriate FIS unit.

4.3 VFR HOLDING PROCEDURES

In case of air traffic congestion, an aircraft flying under VFR may expect holding request. Holding over INDIA and UNIFORM points is conducted in accordance with published procedure.
4.3.1. INDIA point – inbound track from  HOTEL or YANKEE points. Hold to the north of INDIA point. From the INDIA point, make a 180 degrees left turn, then continue straight and level flight with a course parallel to RWY 26 to the abeam of a characteristic warehouse hall (approximate location of the hall: 522810N  0203731E), then after a 180 degrees left turn continue straight ahead to the INDIA point.
4.3.2. UNIFORM point - inbound track from  VICTOR or JULIETT points. Hold without passing the northern side of the Vistula River. From the UNIFORM point make a 180 degrees left turn abeam UNIFORM point (Route S7 crossing), then continue straight and level flight on a route parallel to RWY 08 in the direction of the Vistula river, then make a 180 degrees left turn (peninsula at the mouth of the Narew River to the Vistula) and fly straight ahead to the UNIFORM point.
4.3.3. Maximum holding altitude is 1500 ft AMSL, unless other conditions for the flight have been set by the air traffic service.

4.4 SPECIAL VFR FLIGHTS

If the ceiling is lower than 1500 ft or flight visibility is lower than 5 km, VFR flights may be performed, provided ATC clearance for special VFR flight in control zone (CTR) is obtained.
Except situations when a relevant authority cleared for a helicopter flight in special cases for example medical, search and rescue as well as firefighting flight, the following conditions apply:
  1. the flight will be performed during daytime only,
  2. the flight will be performed clear of cloud and in visual reference to terrain,
  3. ground visibility is not less than 1500 m, in case of helicopters – not less than 800 m,
  4. the ceiling is not less than 600 ft,
  5. the flight will be performed with indicated airspeed (IAS) 140 kt or lower giving adequate opportunity to observe other traffic and any obstacles to avoid collision.


Special VFR flight clearance may be cancelled if the meteorological conditions change below the meteorological minima described above.

4.5 RADIO COMMUNICATION FAILURE FOR VFR FLIGHT

4.5.1. If radio communication fails in flight with FPL filed for entry into the WARSZAWA/Modlin CTR, with destination other than WARSZAWA/Modlin (EPMO), before reaching the WARSZAWA/Modlin CTR limits, entry is forbidden.
4.5.2. If radio communication fails in flight with destination WARSZAWA/Modlin aerodrome, before reaching the WARSZAWA/Modlin CTR limits, the crew shall:
4.5.2.1. During arrival and approaching from the northern side of the aerodrome:
  • Make an arrival to reach INDIA point and await visual signals given from the aerodrome control tower of WARSZAWA/Modlin.
  • Show all aircraft navigation lights during arrival and holding.
  • After receiving green visual signal execute the shortest possible approach and land on the most suitable RWY depending on weather conditions.
  • After receiving a red visual signal hold over INDIA point until receiving a green visual signal and then execute the shortest possible approach and land on the most suitable RWY depending on weather conditions.
  • If no signals have been received from the aerodrome control tower, hold over INDIA point for 5 minutes and then execute the shortest possible approach and land on the most suitable RWY depending on weather conditions.
  • After landing vacate the RWY immediately into the first possible taxiway and wait for the FOLLOW ME car.
4.5.2.2. During arrival and approaching from the southern side of the aerodrome:
  • Make an arrival to reach UNIFORM point and await (not crossing the northern side of the Vistula River) visual signals given from the aerodrome control tower of WARSZAWA/Modlin.
  • Show all aircraft navigation lights during arrival, approach and holding.
  • After receiving a green visual signal execute the shortest possible approach and land on the most suitable RWY depending on weather conditions.
  • After receiving a red visual signal hold over UNIFORM point until receiving a green visual signal and then execute approach as short as possible and land on the most suitable RWY depending on weather conditions.
  • If no signals have been received from the aerodrome control tower hold over UNIFORM point for 5 minutes and then execute the shortest possible approach and land on the most suitable RWY depending on weather conditions.
  • After landing vacate the RWY immediately into the first possible taxiway and wait for the FOLLOW ME car.

5 LOW VISIBILITY OPERATIONS (LVP)

5.1

5.1.1. RWY 08 is suitable for Category II operations by those operators whose minima have been accepted by the Civil Aviation Authority. No authorisation for carrying out ILS Cat. II operations is required for foreign operators in possession of a certificate of competency issued by their national authorities. Cat. II operations may be performed, provided that the necessary equipment is in working order.
5.1.2. Criteria for the initiation and termination of LVP.
5.1.2.1. The LVP preparation phase will be commenced when the RVR falls to 800 m and/or the cloud base covering more than half the sky is at 300 ft or lower.
5.1.2.2. LVP operations will be commenced when the RVR falls below 550 m and/or the cloud base covering more than half the sky is at 200 ft or lower.
LVP are introduced when the RVR value at the beginning or mid-point of the RWY falls below 550 m and/or the base of cloud covering more than half the sky falls below 200 ft.
5.1.2.3. LVP will be terminated when RVR increases to 600 m or more and/or the cloud base covering more than half the sky reaches 200 ft or more and a continuing improvement is anticipated.
5.1.3. Description of Low Visibility Procedures (LVP).
5.1.3.1. During LVP, special ATC procedures will be applied. Pilots will be informed of the commencement of these procedures by radio. The following phraseology will be used: “Low visibility procedures category two in operation”.
For the commencement of LVP procedures the following phraseology will be used: LOW VISIBILITY PROCEDURES CAT II IN OPERATION.
In case of suspension of LVP procedures: LOW VISIBILITY PROCEDURES CAT II SUSPENDED.
If ILS approach is unavailable, CAT II operations are suspended. LVTO operations and taxiing are available: LOW VISIBILITY PROCEDURES IN OPERATION ILS APPROACH CAT II NOT AVAILABLE.
If removal of the cause of LVP suspension is long lasting or impossible: LOW VISIBILITY PROCEDURES NOT AVAILABLE.
5.1.3.2. When special ATC procedures are applicable a significantly reduced landing rate should be expected due to the requirement for increased (up to 10 NM) longitudinal separation between arriving aircraft.
5.1.3.3. Standard taxi routes for arriving aircraft RWY 08: B, C, A1, A2.
5.1.3.4. In non-standard situations, e.g. exclusion from operational use of a TWY listed as a standard taxi route, it is allowed to use other TWYs adapted for LVP procedures.

TWYs adapted for use in LVP conditions: A1, A2, A3, B, C, E.
5.1.3.5. Departing aircraft: during LVP/LVTO, take-offs will be carried out using RWY 26 and RWY 08. Take-offs are prohibited if the RVR is equal to or less than 125 m.
5.1.3.6. TWYs B, C, E, A1, A2, A3 are equipped with edge lights and taxiing is conducted with the FOLLOW ME assistance.
5.1.3.7. Pilots who wish to practice Category II ILS approaches shall use the phrase “Request practice Category II approach” on initial contact with WARSZAWA APP. In such circumstances measures described in point 2.22.6.1.3.1 will not be applied.

6 PROCEDURES RELATED TO HELICOPTER OPERATIONS

6.1 TAKE-OFF AND LANDING

Helicopter take-offs and landings shall be carried out exclusively from the designated FATO/TLOF or RWY. The take-off/landing direction is parallel to the directions of flight operations carried out on the RWY. Operations from the designated FATO/TLOF are possible only from dawn until dusk.
Due to adverse effect of downwash from the main rotor and low height at which a helicopter approaches from RWY 26 or departs from RWY 08, no aircraft shall be present on TWY B. Likewise, during RWY 08 approaches or RWY 26 departures, no aircraft shall be present on TWY C.
Due to the distance from FATO to TWY A1, no aircraft should be present on TWY A1 during RWY 08 and 26 approach and RWY 08 and 26 take-off.
Depending on the type of flight operation, infrastructure elements dedicated to the given critical helicopter are used. If the value of the critical helicopter is exceeded, infrastructure elements for aeroplanes are used.
The W-3A Sokół is the critical helicopter for: FATO, TLOF, TWY W. 
The Bell 429 is the critical helicopter for: stands 52 and 53.
The Robinson 44 is the critical helicopter for: stand 51 and air TWYs.
Remark: the basic dimensions of the R44 and R66 helicopters are identical.

6.2 TAXIING

Helicopters may taxi on the TWYs available at the aerodrome. Taxiing to/ from the FATO/TLOF may be carried out on TWY W which is suitable both for wheeled and skid-fitted helicopters and on air TWY Z which is suitable for skid-fitted helicopters.
Helicopters not equipped with wheeled undercarriage shall air taxi along designated TWY centre lines at speeds not higher than 20 kt.

6.3 PARKING

Parking of helicopters within the FATO/TLOF is forbidden. Helicopters may park on 2 stands designated on the GA2 APN or the stand designated on the Salt Aviation site. Parking on stands designated on the GA2 APN is possible only by marshaller’s instructions. The dimensions of the parking stands enable a helicopter to turn around when hovering or taxi on a stand only if no helicopter is manoeuvring on adjacent stand.

Parking on the Salt Aviation stand is carried out without marshaller assistance.

6.4 TRAINING FLIGHTS AREAS

Area No 1 - located east of FATO, in grass area, between TWY A1 and RWY 08/26.
Area No 2 - located in the northern part of the aerodrome, in the area between RWY and aerodrome fence.
Area No 3 - located in the north-western part of the aerodrome, at THR 08 level, in the area between RWY and aerodrome fence.
There is no possibility of helicopter touchdown within any of the areas.
The maximum permissible height of performing flights within Area No 1 shall not exceed 10 m AGL and 20 m AGL within Area No 2 and 3. Flight operations within the areas are to be conducted only from sunrise to sunset.
In area No 3, it is allowed to set up training elements, such as barrels and poles.
An appropriate NOTAM will be issued after the elements have been set up.
 
EPMO AD 2.23 ADDITIONAL INFORMATION
 
Code D and E aircraft may be accepted by arrangement with a minimum of 24 HR in advance. Aircraft of a code higher than the AD reference code 4C shall, at any time, taxi via TWY A2 and TWY C to APN 1, stand No 13 with FOLLOW ME assistance.

1 BIRD MIGRATION

Spring passages (February, March) of skeins of geese over the aerodrome in numbers of 50 - 200 individuals at 150 - 1500 ft AGL from SW to NE. Autumn passages (October, November) of skeins of geese over the aerodrome in numbers of 50 - 200 individuals at 150 - 1500 ft AGL from NE to SW. Possible bird concentrations in the vicinity of RWY and TWY of medium and large species of gulls in February and March. Possible bird concentrations in grass sectors of the aerodrome of small and medium species of birds of prey (kestrels, common buzzards) from November to March.
