EPLB AD 2.20 LOCAL AERODROME REGULATIONS
 
1. From 25°C and more reference codes C, D aircraft – backtrack on RWY only on RWY ends. A radius of turn while backtrack should be as large as possible.
2. Aircraft manoeuvres on the aprons to be carried out with minimum power.
3. Movement on the apron (crews and passengers) is authorised only when accompanied by the handling agent’s representative.
4. All persons carrying out their duties within the aerodrome movement area are obliged to wear bright coloured tops of their outdoor clothing or yellow or orange vests with reflective elements.
5. The fueling of aircraft with passengers on board is possible with boarding steps put in position at minimum two passenger doors and mandatory assistance of a fire fighting vehicle.
6. De-icing possible only on stand No 10 with engines turned off.

EPLB AD 2.22 FLIGHT PROCEDURES
 

1 IFR FLIGHT PROCEDURES

Within the LUBLIN TMA, procedural approach control service is provided. Radar vectoring is not available.
Within the LUBLIN TMA, RNP 1 SID and STAR procedures apply for concrete RWY 07 and RWY 25 of Lublin aerodrome. The RNP STAR procedures end at the IAFs of the RWY 07 and RWY 25 instrument approach procedures.
The SID and STAR procedures for the LUBLIN TMA were designed in accordance with PBN RNP 1 criteria. RNP 1 approval is required to conduct these procedures without any restrictions.
Aircraft not capable of RNP 1 operations are to advise ATC on first contact. Such aircraft may expect instructions to fly one of the SWI DVOR/ DME arrival routes published on chart AD 2 EPLB 10-1.
For the RNP 1 SID procedures within the LUBLIN TMA, the angle of bank (AOB) taken into consideration complies with PANS-OPS (ICAO DOC 8168, Vol. II, Part I, Section 3, Chapter 3, Appendix 3). That is: 15° up to 1000 ft over DER ELEV, 20° above 1000 ft up to 3000 ft over DER ELEV and 25° above 3000 ft over DER ELEV. It is applicable to all EPLB SIDs.
Vertical planning information: flight crews should plan for possible descent clearance in accordance with vertical restrictions specified on the STAR charts. The current descent clearance will be issued by ATC. If possible, a CDA technique should be applied.
Note that the LUBLIN CTR and LUBLIN TMA up to FL095 are Class D airspace. Caution shall be exercised due to increased VFR traffic within the LUBLIN CTR and LUBLIN TMA, especially in case of radio communication failure on VFR flights which may be holding at the VFR points north and south of AD at 2000 ft AMSL, in accordance with AD 2 EPLB 2.22.3.2.5.2.

2 RADIO COMMUNICATION FAILURE PROCEDURE FOR IFR FLIGHTS

2.1 DEPARTING IFR TRAFFIC

  1. Radio communication failure procedure for flights on SIDs


Set the transponder to code 7600. Continue on the allocated and confirmed SID. After 3 minutes from setting the transponder to code 7600, climb to the FPL flight level.

Fly to the point and level assigned and acknowledged in the clearance. After 3 minutes from setting the transponder to code 7600, climb to the FPL flight level.

2.2 ARRIVING IFR TRAFFIC

If a STAR was assigned and the flight crew acknowledged it, set the transponder to 7600, continue in accordance with the FPL and follow the assigned STAR, then execute an (ILS or VOR or RNP) approach and land.

Set the transponder to code 7600. Maintain the last assigned and acknowledged altitude/flight level. Continue the flight to the SWI DVOR/DME. Overhead this DVOR descend to an altitude of 4000 ft, then carry out a RWY 25 instrument approach (ILS or LOC RWY 25 or VOR RWY 25) and land on the most convenient concrete RWY (depending on the wind direction and other circumstances).

2.3 IFR TRAINING TRAFFIC

  1. In VMC


Descend to 2000 ft AMSL and arrive at the point CHARLIE or MIKE . Hold for light signals emitted from the LUBLIN TOWER.
  1. In IMC


Set the transponder to code 7600. Maintain the last assigned and acknowledged altitude. Continue to the SWI DVOR/DME. Overhead this DVOR descend to an altitude of 4000 ft, then carry out a RWY 25 instrument approach (ILS or LOC RWY 25 or VOR RWY 25) and land on the most convenient concrete RWY (depending on the wind direction and other circumstances).
In all cases attention should be paid to possible VFR flights holding at the VFR points north and south of the aerodrome at an altitude of 2000 ft AMSL. Visual circling is possible only on the southern part of the AD.

2.4 TRAINING, TECHNICAL AND AERIAL WORK FLIGHTS

3.2 VFR routes

VFR arrivals and departures (see AD 2 EPLB 13-1) at/from Lublin aerodrome are conducted along the routes described below:
NORTHERN ROUTES
Being issued a clearance to fly via published standard arrival VFR route shall be treated as a clearance to enter controlled airspace.
All points are compulsory reporting points.
When no clearance to enter the CTR has been issued, an aircraft shall hold at INDIA or YANKEE points at an altitude of 2000 ft AMSL outside the controlled airspace until further ATC instructions.
When no clearance to enter the circuit pattern for landing has been issued, aircraft shall hold at OSCAR or CHARLIE points in accordance with the published holding pattern at an altitude of 2000 ft AMSL until further ATC instructions.
The VFR arrival and departure routes for EPSL and EPSW aerodromes are coincident with those for RWY 07/25, while the circuit pattern shall be adequate for the RWY in use. The pilot of an aircraft intending to perform a landing at an aerodrome other than EPLB should inform LUBLIN TOWER of this fact when reporting position before being cleared for entry into the CTR.
INDIA VFR STANDARD DEPARTURE 1500 ft AMSL
After departure from RWY 25 aircraft shall leave the right-hand circuit pattern at the second turn to OSCAR point and then continue at an altitude of 1500 ft AMSL to INDIA point along the eastern side of the S12 expressway.
After departure from RWY 07 aircraft shall leave a downwind position of the left-hand circuit pattern to OSCAR point and then continue at an altitude of 1500 ft AMSL to INDIA point along the eastern side of the S12 expressway.
The TWR controller may transfer the aircraft communication to WARSZAWA FIS after passing OSCAR point, but the aircraft shall maintain an altitude of 1500 ft AMSL up to INDIA point, unless instructed otherwise by the TWR controller.
Exit from the controlled airspace shall be at OSCAR point.

GOLF VFR STANDARD DEPARTURE 1500 ft AMSL

After departing from RWY 25 aircraft shall fly from a downwind position of the right-hand circuit pattern to CHARLIE point, continue at an altitude of 1500 ft AMSL to YANKEE point and then GOLF point, not higher than 2000 ft AMSL.
After departing from RWY 07 aircraft shall fly from the left-hand circuit pattern at the second turn to CHARLIE point, continue at an altitude of 1500 ft AMSL to YANKEE point and then GOLF point, not higher than 2000 ft AMSL.
The TWR controller may transfer the aircraft to communication with WARSZAWA FIS after passing CHARLIE point, but the aircraft shall maintain an altitude of 1500 ft AMSL up to YANKEE point, then at an altitude not greater than 2000 ft AMSL till GOLF point, unless instructed otherwise by the TWR controller. Exit from the controlled airspace shall be northeast of CHARLIE point.
After passing GOLF point, aircraft should continue its flight without infringing the controlled airspace.

INDIA VFR STANDARD ARRIVAL 2000 ft AMSL

When arriving at EPLB, at INDIA point aircraft shall obtain clearance to enter the CTR at a standard altitude of 2000 ft AMSL from LUBLIN TOWER and continue towards OSCAR point along the western side of the S12 expressway. When instructed to join the circuit pattern the aircraft shall fly to a downwind position of the right-hand circuit pattern to RWY 25 or to the third turn of the left-hand circuit pattern to RWY 07. Aircraft enters the controlled airspace at OSCAR point.

GOLF VFR STANDARD ARRIVAL 2500 ft AMSL

When arriving at EPLB, at GOLF point aircraft shall obtain clearance to enter the CTR at a standard altitude of 2500 ft AMSL from LUBLIN TOWER and continue towards YANKEE point. After passing YANKEE point and receiving instructions from LUBLIN TOWER, the aircraft commences descent to 2000 ft AMSL to CHARLIE point. When instructed to join the circuit pattern, performs a flight to the third right-hand circuit position to RWY 25 or to a downwind position of the left-hand circuit pattern to RWY 07. Aircraft enters the controlled airspace north-east of CHARLIE point.
Arrival to GOLF point should be performed without infringing the controlled airspace.

SOUTHERN ROUTES

Being issued a clearance to fly via published standard arrival VFR route shall be treated as a clearance to enter controlled airspace.
All points are compulsory reporting points.
When no clearance to enter the CTR has been issued, aircraft shall hold at one of the points: ECHO , HOTEL or X-RAY at an altitude of 2000 ft AMSL outside the controlled airspace until further ATC instructions. In addition, there is LUBLIN/Radawiec ATZ in the vicinity of the X-RAY point, so holding should be carried out using the general regulations for maintaining safety buffers from uncontrolled airspaces.
When no clearance to enter the circuit pattern for landing has been issued, aircraft shall hold at MIKE or FOXTROT points in accordance with the published holding pattern at an altitude of 2000 ft AMSL until further ATC instructions.
Designated standard arrival/departure VFR routes are also used for arrival and departure traffic to/from EPSL and EPSW aerodromes. The pilot of aircraft intending to perform a landing at an aerodrome other than EPLB should inform LUBLIN TOWER of this fact when reporting position before being cleared for entry into the CTR.

ECHO VFR STANDARD DEPARTURE 1500 ft AMSL

After departure from RWY 25, aircraft from the third turn of the left-hand circuit pattern shall fly to MIKE point and then continue at an altitude of 1500 ft AMSL to ECHO point.
After departure from RWY 07, aircraft shall fly from the second turn of the right-hand circuit pattern to MIKE point and then continue at an altitude of 1500 ft AMSL to ECHO point.

HOTEL VFR STANDARD DEPARTURE 1500 ft AMSL

After departure from RWY 25, aircraft shall fly from the second turn of the left-hand circuit pattern to FOXTROT point and then continue at an altitude of 1500 ft AMSL to HOTEL point.
After departure from RWY 07, aircraft shall fly from the third turn of the right-hand circuit pattern to FOXTROT and then continue at an altitude of 1500 ft AMSL to HOTEL point.

X-RAY VFR STANDARD DEPARTURE 1500 ft AMSL

After departure from RWY 25, aircraft shall fly from the second turn of the left-hand circuit pattern to FOXTROT point and then continue at an altitude of 1500 ft AMSL to X-RAY point.
After departure from RWY 07, aircraft shall fly from the third turn of the right-hand circuit pattern to FOXTROT point and then continue at an altitude of 1500 ft AMSL to X-RAY point.

ECHO VFR STANDARD ARRIVAL 2000 ft AMSL

When arriving at EPLB, at ECHO point aircraft shall obtain a clearance from LUBLIN TOWER to enter the CTR at a standard altitude of 2000 ft AMSL and continue towards MIKE point. When instructed to join the circuit pattern the aircraft shall fly to the third turn of the left-hand circuit pattern to RWY 25 or to a downwind position of the right-hand RWY 07 circuit pattern.

HOTEL VFR STANDARD ARRIVAL 2000 ft AMSL

When arriving at EPLB, at HOTEL point aircraft shall obtain a clearance from LUBLIN TOWER to enter the CTR at a standard altitude of 2000 ft AMSL and continue towards FOXTROT point. When instructed to join the circuit pattern the aircraft shall fly to a downwind position of the left-hand circuit pattern to RWY 25 or to a third turn of the right-hand RWY 07 circuit pattern.

X-RAY VFR STANDARD ARRIVAL 2000 ft AMSL

When arriving at EPLB, at X-RAY point aircraft shall obtain a clearance from LUBLIN TOWER to enter the CTR at a standard altitude of 2000 ft AMSL and continue towards FOXTROT point. When instructed to join the circuit pattern the aircraft shall fly to a downwind position of the left-hand circuit pattern to RWY 25 or to a third turn of the right-hand RWY 07 circuit pattern.
3.2.1. Flights along the VFR routes in  EPLB controlled airspace and in the holding patterns shall be conducted at altitudes recorded in the procedures described in AD 2 EPLB 2.22.3.2 and AD 2 EPLB 13-1 unless instructed otherwise by ATC.

3.2.2 Entry into controlled airspace from uncontrolled airspace:

  1. entry into the LUBLIN CTR/TMA is subject to clearance from LUBLIN TOWER. The clearance can be forwarded by WARSZAWA FIS;
  2. unless instructed otherwise by the WARSZAWA FIS officer, the flight crew shall contact LUBLIN TOWER prior to entry into the LUBLIN CTR/TMA.
3.2.3. In high traffic density an aircraft flying under VFR may expect holding at the VFR points. The holding procedure shall be flown at an altitude in accordance with the procedures described in AD 2 EPLB 2.22.3.2 and AD 2 EPLB 13-1, unless instructed otherwise by ATC.
3.2.4. Take-off within the LUBLIN CTR from a site other than LUBLIN aerodrome is subject to clearance from LUBLIN TOWER. If no two-way radio communication with LUBLIN TOWER can be established from the departure site, the clearance must be obtained by telephone and the communication must be established immediately after take-off.

3.2.5 Radio communication failure during VFR flight

3.2.5.1. In the event of radio communication failure before entry into the LUBLIN CTR/TMA, the entry is forbidden.
3.2.5.2. If an aircraft has obtained permission to enter the LUBLIN CTR/TMA and a radio communication failure occurs in flight, the following procedures shall be observed:
  • during arrival and approach from the northern side of aerodrome proceed to point CHARLIE or OSCAR , depending on the performed arrival, and wait for light signals from the LUBLIN aerodrome tower;
  • during arrival and approach from the southern side of aerodrome proceed to point MIKE and wait for light signals from the LUBLIN aerodrome tower;
  • if possible hold at point CHARLIE / OSCAR / MIKE at an altitude of 2000 ft AMSL and watch out for other VFR traffic;
  • during arrival and holding, switch all available navigation, warning and landing lights;
  • after receiving a green steady signal, carry out the shortest possible approach and land on the most convenient RWY dependently on weather conditions;
  • after receiving a red signal hold at point CHARLIE / OSCAR / MIKE until receiving a steady green signal and then carry out the shortest possible approach and land on the most convenient RWY dependently on weather conditions;
  • if no signal has been received from the aerodrome control tower, hold at point CHARLIE / OSCAR / MIKE for 10 minutes and carry out the shortest possible approach and land on the most convenient RWY dependently on weather conditions;
  • after landing leave the RWY immediately by turning onto available TWY and wait for the FOLLOW ME car.
3.2.5.3. If possible, the above rules are also applicable to gliders and other non-powered aircraft.

4 SPECIAL VFR FLIGHTS

If the ceiling is lower than 1500 ft or flight visibility is lower than 5 km, VFR flights may be performed, provided ATC clearance for special VFR flight in control zone (CTR) is obtained.
Except situations when a relevant unit cleared for a helicopter flight in special cases like medical, search and rescue as well as firefighting flight, the following conditions apply:
  1. the flight will be performed during daytime only,
  2. the flight will be performed clear of cloud and in visual reference to terrain,
  3. ground visibility is not less than 1500 m, in case of helicopters – not less than 800 m,
  4. the ceiling is not less than 600 ft,
  5. the flight will be performed with indicated airspeed (IAS) 140 kt or lower giving adequate opportunity to observe other traffic and any obstacles to avoid collision.
Special VFR flight clearance may be cancelled if the meteorological conditions change below the meteorological minima described above.

5 LOW VISIBILITY OPERATIONS (LVP)

RWY 25 is suitable for ILS Category II operations by those operators whose minima have been accepted by the Civil Aviation Authority. No authorisation for carrying out ILS CAT II operations is required for foreign operators in possession of a certificate of competency issued by their national authorities. Operability of necessary facilities is a requirement to carry out CAT II operations.

5.1 Criteria for the initiation and termination of LVP

5.1.1. The LVP preparation phase will be commenced when:
  1. RVR at one of the three reporting positions reaches 800 m with a tendency of deterioration of visibility,
  2. or the base of cloud covering more than half the sky falls to 300 ft with a tendency of lowering the base.
5.1.2. LVP will be commenced if the RVR reduces at one of the three RVR reporting positions below 550 m or the base of cloud covering more than half the sky falls to 200 ft and less.
5.1.3. LVP will be terminated if the RVR increases at three reporting points to 600 m or more and the base of cloud covering more than half the sky increases above 200 ft with a tendency of further improvement.

5.2 Description of Low Visibility Operations (LVP)

5.2.1. During LVP, special ATC procedures will be applied. Pilots will be informed of the commencement of these procedures by radio. The following phraseology will be used: "Low visibility procedures category two in operation".
5.2.2. When special ATC procedures are applicable a significantly reduced landing rate should be expected due to the necessity of increased spacing between arriving aircraft and a requirement for landing aircraft to backtrack into TWY A.
5.2.3. Departing aircraft: during LVP/LVTO, take-offs will be carried out using RWY 25 and RWY 07. Take-offs are prohibited if the RVR is less than 125 m.
5.2.4. Low visibility landing operations (LVP) at EPLB aerodrome – RWY 25 CAT II landing with RVR not less than 300 m at all three reporting positions.
5.2.5. During LVP, taxiing to APN 1 or APN 2 is performed with the FOLLOW ME assistance.
5.2.6. Taxiing on TWYs equipped with working centre line lights is conducted without the assistance of the FOLLOW ME. Assistance of FOLLOW ME is required on other TWYs when the RVR falls below 550 m.
The minimum RVR value for taxiing along TWYs equipped with working centre line lights or after FOLLOW ME is less than 75 m.
5.2.7. Pilots who wish to practice Category II ILS approaches shall use the phrase “Request practice Category II approach” on initial contact with EPLB TWR. In such circumstances measures described in items 2.22.5.2.1 to 2.22.5.2.2 above will not be applied..
 
EPLB AD 2.23 ADDITIONAL INFORMATION
 
1. Air carriers should ensure that the handling agent at LUBLIN aerodrome has a tow bar for the relevant aircraft type. If there is no such tow bar available, an air carrier is obliged to have it on board or use a push-back/ towing procedure agreed with the handling agent.
2. Aircraft to be parked always with wheels secured with chocks by an aircrew member or authorised ground handling agent’s representative.
3. Any exceptions to the push-back procedure are possible only with the approval of the Airport Duty Officer.
4. Payment in cash for JET A-1 and AVGAS 100LL unavailable.
5. An intention to refuel with AVGAS shall be notified in point 18 of the flight plan or while initial radio contact: call sign: “LUBLIN HANDLING”, frequency 131.505 MHz.
6. Entities that do not have agreement with AIR BP Aramco concerning fuelling from 2200 LMT to 0600 LMT the following day, bear additional costs in the amount of PLN 740 net rates + 23% VAT, added automatically to the fuel price for the nighttime service.
7. Aircraft stand No 9 available only at the discretion of the Airport Duty Officer.

8 BIRD CONCENTRATION AREAS AND AREAS WITH FAUNA SENSITIVE TO AIR TRAFFIC IN THE VICINITY OF THE AERODROME

8.1 Bird migration

Passages of flocks of rooks (up to several hundred individuals) crossing RWY 07 centre line from the south to the north, about 1 km before and behind RWY 07, about an hour before and after sunrise and from the north to the south - before and after sunset throught the year.

8.2 Warning

There is an increased likelihood of a collision of aircraft with animals in the vicinity of the RWY due to increased bird activity:

rook – throughout the year, October and November the most,
starling – from February to June,
grey seagull – September, November,
buzzard – throughout the year,
black-headed gull – March, November,
kestrel – throughout the year, from August to January the most,
lapwing – from February to April,
white stork – from March to July,
barn swallow – from March to August,
fieldfare – from October to March.
Other animal species observed in the vicinity of the aerodrome: swifts, hares, foxes.
