EPKT AD 2.20 LOCAL AERODROME REGULATIONS
 

1 ATC REGULATIONS AND PROCEDURES

ATC service of Katowice - Pyrzowice aerodrome opens additional positions KATOWICE DELIVERY operating on 124.080 MHz frequency and KATOWICE GROUND operating on 121.805 MHz frequency depending on traffic needs. The crew is instructed to establish communication with the next position, together with the frequency on which it operates, by the position with which they have established communication.
Frequency of the position with whom the crew shall establish first contact before a flight is included in ATIS message. For example:
"GROUND operating on frequency 121.805" or "DELIVERY operating on frequency 124.080".

1.1 RECEIVING EN-ROUTE CLEARANCE

1.1.1 RADIO COMMUNICATION

10 minutes prior to being ready for push-back or start-up, the flight crew shall establish communication on the frequency given in ATIS for ATC clearance and report the following details:
  • aircraft call sign,
  • parking stand number,
  • destination aerodrome,
  • planned cruising level (if other than in FPL),
  • any changes to the flight plan.


ATC clearances are issued not earlier than 30 minutes before EOBT/CTOT.

1.1.2 DATALINK DEPARTURE CLEARANCE (DCL)

In addition to clearances issued via radio, KATOWICE TOWER has an option to issue ATC clearance via Datalink Departure Clearance (Eurocae Standard ED85A).
The following time parameters apply:
  • Ti (earliest point in time to receive RCD message)
    30 minutes prior to EOBT for flights with unassigned CTOT.
    30 minutes prior to CTOT for flights with assigned CTOT.
  • Tt (latest point in time to receive RCD message)
    5 minutes prior to EOBT for flights with unassigned CTOT.
    5 minutes prior to CTOT for flights with assigned CTOT.
  • T0 - 1 minute (defined standard)
  • T1 - 5 minutes (defined standard)
  • T2 - 1 minute (defined standard)
After initiating the datalink process, crews shall continuously monitor frequency given in ATIS throughout the data exchange process and refrain from additional ATC clearance related enquiries.
Datalink Departure Clearance can be replaced by radio communication depending on the air traffic intensity and weather situation.
ATC clearance can be issued by ATC via radio even after initiating the Departure Clearance Request (RCD) via datalink.

2 APRON MANAGEMENT SERVICE

2.1. Apron management service is provided by Aerodrome Operator in cooperation with KATOWICE TWR.

Ground movement instructions, start-up, taxiing, towing and pushing back can take place only with established communications and with the prior approval of the KATOWICE TWR (frequency 129.255 MHz) or KATOWICE GROUND (frequency 121.805 MHz).

Taxiing to parking position with a properly marked FOLLOW ME car and signals given by the marshaller.

Taxiing out of parking position with a properly marked FOLLOW ME vehicle on request of the aircrew or KATOWICE TWR.
2.2. Handover points between apron management service and air traffic service.

The acceptance of responsibility over the aircraft taxiing to a designated aircraft stand takes place after the pilot has communicated to the air traffic controller visual contact with the marshaller on:
  1. APRON 1, APRON 3 (CARGO), APRON 6 (GA) – on TWY E;
  2. APRON 2 (DE-ICING) – on TWY T;
  3. APRON 4 (GA) – on TWY H1;
  4. Stand No 40 – on TWY F, E1, E0.


The acceptance of responsibility in other parts of the manoeuvring area is allowed if it has been coordinated with the KATOWICE TWR controller (e.g. in case of following FOLLOW ME car on RWY).
With regard to the aircraft taxiing on the manoeuvring area behind the FOLLOW ME vehicle - KATOWICE TWR is responsible for maintaining orderly air traffic. The driver of the FOLLOW ME vehicle and the aircraft commander are responsible for preventing collisions with obstacles and other objects.
Points of assumption of responsibility from the driver of the FOLLOW ME vehicle by the KATOWICE TWR controller. Taking over the responsibility for taxiing aircraft takes place on the taxiway - after pushing out, performing the "power-back" procedure or taxiing out of:
  1. APRON 1, APRON 3 (CARGO) - on TWY E;
  2. APRON 2 - (DE-ICING) - on TWY T;
  3. APRON 4 (GA) – on TWY H1;
  4. APRON 6 (GA) – on TWY U;
  5. Stand No 40 - after being shifted from the stand.
REMARK:

Until liability is taken over by KATOWICE TWR, the aircraft is under the responsibility of:
  • Handling agent that performs the push-back of the aircraft;
  • flight crew performing self-taxiing from a stand to a taxiway;
  • the marshaller during the power-back procedure and each time the flight crew or the handling agent requests the assistance of the marshaller during push-back or self-taxiing operations.

3 TAXIING PROCEDURES

3.1 STANDARD TAXIING ROUTE

The following standard taxiing route has been established: TWYs L, H2, N, B, E3, E2, E1, E0, T. The use of the route is restricted:
  1. TWY N - during the low visibility procedures (LVP), may only be used to exit the runway,
  2. TWY E2-E3 section (on stands 16-23) taxiing is restricted to aircraft with a wingspan up to 36 m (ICAO Code C) inclusive.

3.2 OTHER RESTRICTIONS IN TAXIING

TWYs H1, U - taxiing is restricted to aeroplanes with a wingspan up to 24 m (ICAO Code B) inclusive.
TWY A - taxiing is restricted to aeroplanes with a wingspan up to 36 m (ICAO Code C) inclusive.
The remaining TWYs have ICAO Code E parameters. Taxiing of ICAO Code F aircraft is permitted in accordance with the procedure in point 2.20.4.
The safe clearance from the TWY edges and obstacles is guaranteed if the cockpit of the aircraft remains over the taxiway centre line markings.
The Airport Duty Officer advises KATOWICE TWR about the safety of taxiing on parts of a TWY normally not visible from the TWR.

4 OPERATIONS OF CRITICAL AIRCRAFT TYPES

4.1. Katowice - Pyrzowice aerodrome is of code 4E ICAO. RWY and TWYs are adapted for aeroplanes code E ICAO (B747-400), except TWYs H1, U (ICAO code B), TWY A and TWY E2, E3 at stands 16-23 (ICAO code C). Operations of ICAO code F aeroplanes: AN-124, A-380, Lockheed C5 are allowed under the conditions described below.
4.2. ICAO code F aeroplanes can operate after receiving prior permission from the aerodrome operator (Airport Duty Officer - e-mail: dop@gtl.com.pl). Prior permission is not required for aircraft in emergency situations or aircraft with EPKT as an alternate aerodrome.
4.3. It is recommended that code F aeroplanes, after landing on RWY 26, take TWY L. After landing on RWY 08 aircraft can take TWY S or TWY T.
4.4. The edge lights of THR 26 and THR 08 are inset lights.

REMARK:

  1. backtrack marking lines on end of RWY 08 are designed for ICAO code E aeroplanes;
  2. backtrack marking lines on end of RWY 26 are designed for ICAO code D aeroplanes.


For aeroplanes of codes D, E and F, backtrack in the vicinity of the touchdown zone of the blow-out in the direction of PAPI is prohibited.
4.5. Crews are requested to use oversteering technique in curves. The safe clearance from the TWY edges and obstacles is guaranteed if the cockpit of the aircraft remains over the taxiway centre line markings. For safety reasons oversteering is recommended also for all code E aeroplanes.
4.6. Crews of four-engine aeroplanes are obliged to use minimum thrust of outer engines or, if possible, to taxi with outer engines off. Exemptions from the procedure only with the approval of the Airport Duty Officer.

5 PARKING AND PUSH-BACK PROCEDURES

Aircraft to be parked always with wheels secured with chocks by an aircrew member or authorised ground handling agent’s representative.
When the planned position or taxiing in/out procedure is inconsistent with the surface markings, it shall be carried out according to signals and under the supervision of the marshaller.
Aircraft manoeuvres on the aprons to be carried out with minimum power.
The marshaller shall be authorized to interrupt or forbid a manoeuvre if there are any issues involving safety or a general situation in the parking zone requires him to do so.
Any exceptions to the push-back procedure are possible only with the approval of the  Airport Duty Officer.
The fueling of aircraft with passengers on board is possible with boarding steps put in position at all used passenger doors and after informing RFFS.

6 OTHER RESTRICTIONS

Movement on the apron (crews and passengers) is authorised only when accompanied by the ground handling agent’s representative.
All persons discharging their duties within the aerodrome movement area are obliged to wear distinctive yellow or orange tops of their outdoor clothing or vests, with fluorescent elements.
Air carriers should ensure that the handling agent at Katowice - Pyrzowice aerodrome has a towbar for the relevant aircraft type. If there is no such tow bar available, an air carrier is obliged to have it on board or use a push-back/towing procedure agreed with the ground handling agent.

7 WINTER OPERATION PROCEDURES

  1. EPKT aerodrome is open and accessible H24, regardless of the season. The Airport Duty Officer constantly supervises the maintenance of the technical and operational readiness of the airport pavements necessary for air operations.
  1. The Airport Duty Officer, on the basis of inspections of the movement area, data from AWOS, ICE ALERT, and meteo warnings, conducts an analysis of the impact of atmospheric conditions on the fluidity and safety of air operations.
  1. The Airport Duty Officer makes decisions on the commencement and termination of snow removal or activities aimed at preventing icing of the surface.
  1. If the runway is wholly or partially contaminated by standing water, snow, slush, ice or frost, or is wet in connection with the cleaning or removal of snow, slush, ice or frost, the Airport Duty Officer shall prepare a runway condition report (RCR) and disseminates it by sending a SNOWTAM message to the NOF, entering the RCR report into ATIS and notifying the TWR controller via TETRA ground communication.
  1. The conditions on the surfaces of the movement area are published in SNOWTAM, and all changes in the condition of the surface are reported without undue delay. In a situation of rapidly changing weather conditions, the Airport Duty Officer first submits the correction of conditions to the TWR controller, then enters the new conditions to ATIS and submits a new SNOWTAM for publication.
  1. The rules for publishing SNOWTAM are included in AD 1.2.2.
  1. Information on the reports of aircraft crews to the conditions on the surfaces of the movement area is reported by the TWR controller to the Airport Duty Officer which, after verifying the conditions on the surfaces, has snow removal equipment.
  1. The movement of vehicles participating in snow removal from the surface in the airport ground movement area is coordinated by the airport services remaining in communication with the TWR controller through the TETRA ground communication.
  1. In conditions of extreme rainfall, icing, etc., in a situation where there may be a need to close the runway or other areas at the airport, the decision is made by Airport Duty Officer in consultation with the TWR controller.
  1. For closed TWYs for the winter period, a NOTAM is published and appropriate marking of the closure is provided in accordance with CS ADR-DSN.R.870.

8 AIRCRAFT DE-ICING

Aircraft de-icing is carried out on APN 2 on stands 70-72. De-icing stands are lighted and available H24. Another place may be allocated at the request of the ACFT crew or handling agent after arrangement with the Airport Duty Officer and TWR controller.
De-icing procedure:
  1.  When de-icing is required, the handling agent shall be notified at least 25 minutes before the off-block time.
  2. The sequence for de-icing is established by the handling agent in consultation with the Airport Duty Officer and TWR.
  3. For start-up/push-back/taxiing instructions the flight crew shall contact TWR on 129.255 MHz only when fully ready (all passengers on board, doors closed, tow-bar or push-back tug attached if required) in accordance with the de-icing sequence.
  4. The de-icing pad shall be allocated depending on traffic situation and aeroplane type.
  5. De-icing/anti-icing of aeroplanes may be carried out with running aeroplanes engines, only with idle power set and the brakes on.
  6. The sequence for take-off is established by TWR in consultation with the Airport Duty Officer.
  7. Exceptions to the procedure are possible with the permission of the Airport Duty Officer.

9 LIMITATIONS IN AERODROME AVAILABILITY

  1. Limitations in the availability of Katowice - Pyrzowice aerodrome apply to training, non-scheduled flights and aircraft code B ICAO and above.
  1. For training flights from sunset to sunrise, an approval for operation from Airport Duty Officer is required.


For non-scheduled flights, an approval for landing and parking from the Airport Duty Officer is required. A request shall include the following information:
  • estimated date and time of arrival (ETA) at EPKT aerodrome;
  • estimated date and time of departure (ETD) from EPKT aerodrome;
  • type of aircraft and ICAO category for rescue and firefighting required for that type;
  • call sign and flight number;
  • ICAO or IATA code of departure aerodrome;
  • ICAO or IATA code of destination aerodrome;
  • ground handling agent which has Polish CAA category 5, 9 license or information on the provision of self-handling. 
Requests:
  • shall be submitted at least 24 HR in advance of ETA;
  • containing incomplete data shall not be considered;
  • submitted without the required timing advance may be rejected;
  • shall be sent to: dop@gtl.com.pl


Replies shall be given by the Airport Duty Officer only by e-mail not later than 12 HR in advance of ETA.

The permission number shall be inserted in Item 18 of the FPL after RMK/.
  1. Limitations to parking time.


For all non-scheduled flights, the maximum estimated parking time shall be limited to 4 HR. An extension of the parking time shall be subject to the approval of the Airport Duty Officer. A request to extend the parking time shall be submitted together with the request referred to in point 2.
  1. Exemptions.


The approval referred to in point 2 is not required for:
  • military and state aircraft except for HEAD/STATE operations;
  • rescue flights;
  • aircraft in distress carrying out an emergency landing.
  1. Limited liability of the aerodrome Administration.
    Not complying with the provisions of points 2-3 may result in the lack of available parking stand and delays as well as other disturbances for the carrier and his clients, for which the aerodrome Administration shall not be held responsible.
  1. Additional information.


Any additional information regarding limitations in the aerodrome availability or their earlier cancellation shall be promulgated by NOTAM.

EPKT AD 2.21 NOISE ABATEMENT PROCEDURES
 

1 NOISE EMISSION REDUCTION

1.1. Aircraft operators conducting flight operations at Katowice-Pyrzowice aerodrome should apply noise abatement procedures adequate for the relevant aircraft type to reduce the aircraft noise level in close proximity to the aerodrome.
If no noise abatement procedures adapted to the relevant aircraft type are available, departures from Katowice-Pyrzowice aerodrome shall be carried out in accordance with the example noise abatement procedure for the departure climb (NADP 1), in accordance with Chapter 3 ICAO Doc 8168 Aircraft Operations Vol. I – Flight Procedures, Part I, Section 7.
1.2. Departures from RWY 08 and RWY 26 shall be carried out in accordance with the Standard Instrumental Departure (SID) described in AD 2 EPKT.
1.3. In order to reduce noise emission, particularly between hours 2100-0500 (2000-0400) UTC 1),  it is recommended to limit the use of reverse thrust during extended landing run after landing. Restrictions do not apply in emergency and safety related situations.
Self-propelled aircraft shall taxi on aprons with minimum engine power.
The operating time of the aircraft equipment (including air-conditioning) or the use of APUs or GPUs should be reduced to a minimum. Preferred use of outside GPU devices.

2 CONTINUOUS DESCENT APPROACH (CDA)

Continuous Descent Approach (CDA) is a recommended aircraft operating technique in which an arriving aircraft descends from an optimal position with minimum thrust and avoids level flight to the extent permitted by the safe operations of the aircraft and in compliance with published procedures and ATC instructions.
The aim of a CDA is to assist pilots to optimise aircraft profiles in order to reduce noise impact on the ground and, where possible, reduce fuel use and atmospheric emissions.
Depending on the air traffic congestion, ATC will use radar vectoring supplemented with information on miles remaining to the touchdown zone (distance-to-go (DTG)) for final approach.
During radar vectoring, aircraft crews shall expect descent below FL080 within 25 NM to touchdown zone.
Unless instructed otherwise, the pilots shall:
  • at and before downwind position maintain clean speed except when not feasible, e.g. due to aircraft performance;
  • perform approach so as the noise impact on the ground is reduced while continuous descent approach procedure is applied.

3 MONITORING AIRCRAFT NOISE

3.1. The AD Administrator of Katowice-Pyrzowice aerodrome permanently monitors the aviation noise emitted into the environment. The Aviation Noise Monitoring System consists of 2 fixed measuring points located in the vicinity of Katowice-Pyrzowice aerodrome. The operators of aircraft equipped with ADS-B transponders are obliged to turn them on in the vicinity of Katowice-Pyrzowice aerodrome.
3.2. The AD Administrator keeps noise certificate records of aircraft operating to/from Katowice-Pyrzowice aerodrome.
3.3. All operators of civil aircraft operating to/from Katowice-Pyrzowice aerodrome are obliged for single submission of a valid noise certificate for each aircraft operating to/from Katowice-Pyrzowice aerodrome; such a certificate shall be confirmed by an appropriate aviation authority of the aircraft operator’s state. The obligation also includes updating in the event of certificate expiry or data changes.
3.4. Copies of the aforementioned certificates and any amendments thereto shall be sent by mail to: epkt@gtl.com.pl.
3.5. The noise certificate referred to in AD 2.21 point 3.3 herein above shall include the following information:
  • authority issuing the certificate,
  • aircraft type,
  • aircraft registration marks,
  • MTOW,
  • information on chapter of Part II, Vol. 1 of Annex 16 to the Convention on International Civil Aviation according to which the aircraft was certified,
  • noise levels measured in reference points and expressed in EPNdB,
  • allowed noise levels in reference points expressed in EPNdB,
  • date of issuance.
3.6. The noise certificate mentioned in AD 2.21 point 3.2 shall be drawn up in English or in Polish if the carrier is Polish.

4 Aircraft engine tests

All engine tests are allowed only with the approval of the Airport Duty Officer and ATC provided they are carried out with great caution.
Engine tests  that require higher power than idle running are allowed in the place designated by the Airport Duty Officer.
Full power engine tests may be conducted at night 2100-0500 (2000-0400) UTC 1) only in justified circumstances, when engine tests cannot be conducted at other hours. The decision is made by the Airport Duty Officer.

EPKT AD 2.22 FLIGHT PROCEDURES
 

APPLICABILITY OF UNITS OF MEASUREMENT

In order to facilitate air traffic within the Katowice - Pyrzowice and KRAKÓW/Balice Terminal Control Area (KRAKÓW TMA), the air traffic control unit executing Approach Control function will use non-metric units of measurement (Non-SI) as follows:
  1. nautical miles (NM) expressing distance in navigation,
  2. feet (ft) expressing altitudes, heights and elevations,
  3. knots (kt) expressing horizontal speed,
  4. feet per minute expressing vertical speed.
The air traffic controller will use metric units of measurement (SI) published in chapter GEN 2.1 only after prior request of aircraft crew submitted by radio at the time of the first radio contact with the unit executing Approach Control within the KRAKÓW TMA .

1 ESTABLISHING COMMUNICATION AFTER TAKE-OFF

If not specified otherwise by TWR, crews of all departing aircraft performing an IFR flight shall as soon as possible after take-off establish communication with KRAKÓW APPROACH. Frequency to be used will be given by KATOWICE TOWER.
Crews of departing aircraft flying under VFR shall after take-off remain on KATOWICE TOWER frequency (129.255 MHz) and await further instructions.

2 PROCEDURE FOR IFR FLIGHTS

2.1 RADIO COMMUNICATION FAILURE DURING IFR FLIGHT

2.1.1 PROCEDURE FOR OUTBOUND AIRCRAFT FLYING A SID

Aircraft flying a SID shall follow the instructions detailed on the relevant procedure chart.

2.1.2 RECOMMENDED PROCEDURE FOR OUTBOUND AIRCRAFT NOT FLYING A SID

Set the transponder to code 7600 and continue following the last ATC clearance. After 3 minutes, climb to the FPL flight level. If the aircraft was radar vectored, continue for 3 minutes on the assigned heading, then proceed directly to the nearest FPL point, climbing to the FPL flight level.

2.1.3 PROCEDURE FOR INBOUND AIRCRAFT FLYING A STAR

Aircraft flying a STAR shall follow the instructions detailed on the relevant procedure chart.

2.1.4 RECOMMENDED PROCEDURE FOR INBOUND AIRCRAFT NOT FLYING A STAR

Set the transponder to code 7600. Continue following the last ATC clearance. After 3 minutes proceed to the KAX DVOR/DME and hold. Descend in the holding pattern. Execute a VOR approach for the preferred runway and land.

3 PROCEDURES FOR VFR FLIGHTS

3.1.1. Entry into controlled airspace from uncontrolled airspace:
  1. Entry into the KATOWICE/Pyrzowice CTR and KRAKÓW TMA may be performed upon clearance issued by the relevant ATC unit. The clearance may be received from KRAKÓW FIS;
  2. If not instructed otherwise by KRAKÓW FIS, radio communication shall be established with the relevant ATC unit before entering controlled airspace.

REMARK:

Arrivals/departures to/from Katowice - Pyrzowice aerodrome from the south are possible only via GOLF and X-RAY points, from the north only via WHISKEY and NOVEMBER points, unless cleared otherwise by ATC.
3.1.2. In the case of congestion of air traffic, an aircraft flying under VFR may expect holding over one of the following points: X-RAY or NOVEMBER. Holding procedure shall be conducted at an altitude not higher than 2000 ft AMSL, unless cleared otherwise by ATC.
3.1.3. Take-off within the KATOWICE/Pyrzowice CTR, from a place other than Katowice - Pyrzowice aerodrome is possible after obtaining clearance from KATOWICE TWR. If unable to establish two-way radio communication at the place of departure, it is obligatory to obtain clearance by means of telephone and after take-off radio communication with KATOWICE TWR shall be established immediately.

3.2 RADIO COMMUNICATION FAILURE FOR VFR FLIGHTS

3.2.1. If radio communication fails before reaching the KATOWICE/Pyrzowice CTR, entry is forbidden.
3.2.2. If radio communication fails in flight after obtaining clearance for entry into the KATOWICE/Pyrzowice CTR, the crew shall:
  1. during arrival and approaching from the northern side of the aerodrome::
  • make an arrival to  NOVEMBER point via WHISKEY point and await visual signals given from the aerodrome control tower of Katowice - Pyrzowice aerodrome;
  • show all aircraft navigation, warning and landing lights during arrival and holding;
  • after receiving a continuous green visual signal execute the shortest possible approach and land on the most suitable runway depending on weather conditions;
  • after receiving a red visual signal hold over NOVEMBER point until receiving a continuous green visual signal and then execute the shortest possible approach and land on the most suitable runway depending on weather conditions;
  • if no signals have been received from the aerodrome control tower, hold over NOVEMBER point for 5 minutes and then execute the shortest possible approach and land on the most suitable runway depending on weather conditions;
  • after landing vacate the runway immediately into the available taxiway and wait for the FOLLOW ME car.
  1. during arrival and approaching from the southern side of the aerodrome:
  • make an arrival to  X-RAY point via GOLF point and await visual signals given from the aerodrome control tower of Katowice - Pyrzowice aerodrome;
  • show all aircraft navigation, warning and landing lights during arrival and holding;
  • after receiving a continuous green visual signal execute the shortest possible approach and land on the most suitable runway depending on weather conditions;
  • after receiving a red visual signal hold over X-RAY point until receiving a continuous green visual signal and then execute approach as short as possible and land on the most suitable runway depending on weather conditions;
  • if no signals have been received from the aerodrome control tower hold over X-RAY point for 5 minutes and then execute the shortest possible approach and land on the most suitable runway depending on weather conditions;
  • after landing vacate the runway immediately into the available taxiway and wait for the FOLLOW ME car.

3.3 SPECIAL VFR FLIGHTS

If the ceiling is lower than 1500 ft or flight visibility is lower than 5 km, VFR flights may be performed, provided ATC clearance for special VFR flight in control zone (CTR) is obtained.
Except situations when a relevant unit cleared for a helicopter flight in special cases like medical, search and rescue as well as firefighting flight, the following conditions apply:
  1. the flight will be performed during daytime only,
  2. the flight will be performed clear of cloud and in visual reference to terrain,
  3. ground visibility is not less than 1500 m, in case of helicopters – not less than 800 m,
  4. the ceiling is not less than 600 ft,
  5. the flight will be performed with indicated airspeed (IAS) 140 kt or lower giving adequate opportunity to observe other traffic and any obstacles to avoid collision.
Special VFR flight clearance may be cancelled if the meteorological conditions change below the meteorological minima described above.

4 PROCEDURES FOR HELICOPTERS

Special procedures for landing and departure of helicopters have not been established.
Helicopters conducting IFR or VFR approach to Katowice - Pyrzowice aerodrome perform landing on runway in use as aeroplanes of category A in accordance with ICAO Doc 8168 Procedures for Air Navigation Services - Aircraft Operations Volume II - Construction of Visual and Instrument Flight Procedures, Part I, Section 4, Chapter 1, point 1.8.8.

5 LOW VISIBILITY PROCEDURES (LVP)

5.1. RWY 26, subject to serviceability of the required facilities, is suitable for CAT II operations by those operators whose minima have been accepted by the Civil Aviation Authority. No authorisation for carrying out CAT II operations is required for foreign operators in possession of a certificate of competency issued by their national authorities.

5.2 Criteria for the initiation and termination of LVP

5.2.1. The LVP preparation phase will be commenced when the RVR falls to 800 m or less and/or the base of cloud covering more than half the sky is at 300 ft or less.
5.2.2. LVP operations will be commenced when the RVR falls below 550 m and/or the base of cloud covering more than half the sky falls below 200 ft.
5.2.3. LVP will be terminated when the RVR increases to 600 m or more and the base of cloud covering more than half the sky reaches 200 ft or more and a continuing improvement is anticipated.

5.3 Description of Low Visibility Operations (LVP)

5.3.1. During LVP, special ATC procedures will be applied. Pilots will be informed of the commencement of these procedures by radio. The following phraseology will be used: ”Low visibility procedures Category II in operation”.
5.3.2. When special ATC procedures are applicable, a significantly reduced landing rate should be expected due to the requirement for increased (up to 10 NM) longitudinal separation between arriving aircraft.
5.3.3. ATC will require arriving aircraft to report vacating (“runway vacated”) when the aircraft has crossed the stop bar and wait for the FOLLOW ME car.
5.3.4. During LVP/LVTO, departing aircraft will carry out take-offs using RWY 26. At the request of the flight crew or due to important operational reasons TWR may give clearance for take-off from RWY 08. Take-offs are prohibited if the RVR is less than 125 m.
5.3.5. Taxiing behind FOLLOW ME is required from stop bar to parking position and for the opposite direction. Taxiing on taxiways equipped with working centre line lights is conducted without the assistance of FOLLOW ME when RVR is not less than 350 m. Assistance of FOLLOW ME is required on other taxiways when RVR falls below 550 m.
5.3.6. Pilots who wish to practice CAT II approaches should use the following phrasing on first contact with APP: “Request practice Category II approach”. In this case, measures described in items 2.22.5.3.1 to 2.22.5.3.3 will not be applied.

6 TRAINING AND TECHNICAL FLIGHTS

Training and technical flights within the KATOWICE/Pyrzowice CTR may be conducted after they have been notified by phone to KATOWICE TWR and given ATC instructions.
Training and technical flights within the KRAKÓW TMA may be conducted after they have been notified by phone to KRAKÓW APP and given ATC instructions.
 
EPKT AD 2.23 ADDITIONAL INFORMATION
 

1 BIRD CONCENTRATION AREAS AND AREAS WITH FAUNA SENSITIVE TO AIR TRAFFIC

Bird migration
In the vicinity of Katowice - Pyrzowice aerodrome the biggest flocks are formed by:
  • starling up to 300 birds in the autumn period in the fields;
  • bevies of geese up to 50 birds pass at an altitude from 50 m - 100 m over RWY;
  • flights of competition racing pigeons in the vicinity of aerodrome (W-E direction), Saturday-Sunday morning hours, in the period from 1 May till 30 September each year, related to competitions of flights of racing pigeons organised by the Polish Association of Racing Pigeon Breeders.

Warnings

A greater probability of collisions of aircraft with animals related to breeding activity of birds (buzzard, kestrel, swallow, larks) occurs from 1 May till 30 September each year.
Other observed animal species in the vicinity of aerodrome are: foxes, hares, storks, lapwings, starlings, ducks, farm pigeons.

INSPECTION OF ANIMALS ACTIVITY AND REPORTING

The inspection related to animated nature is carried out by the Airport Duty Officer and the falconer. Preventive methods used are: a car, signaling and bang measures, falconry, live catching, reduction shooting, grass management.
Each probable collision of aircraft with animal shall be subject to check - inspection of the manoeuvring area and in case of landing - aircraft inspection, shall be provided with documentation and in the event of confirmed collision - shall be reported to the State Commission of Aircraft Accident Investigation by the Airport Duty Officer.
