EPKK AD 2.20 LOCAL AERODROME REGULATIONS
 

1 ATC REGULATIONS AND PROCEDURES

TWY Z1, TWY Z2, TWY W3 and portion of TWY G are invisible from TWR.
APN partially invisible from TWR.

2 ATC PROCEDURES APPLICABLE AT KRAKÓW/BALICE AERODROME

ATC service of KRAKÓW/Balice aerodrome opens KRAKÓW GROUND position, operating on 118.105 MHz frequency, after entering the following information in ATIS:

“GROUND is operating on frequency 118.105” or

“For start-up contact GROUND frequency 118.105”.
ATC service of KRAKÓW/Balice aerodrome opens KRAKÓW DELIVERY position during peak traffic periods between 0600 and 2200 (0500 and 2100) UTC 1), operating on 121.980 MHz frequency, after entering the following information in ATIS:

“DELIVERY is operating on frequency 121.980”.
The procedures and regulations of GROUND and DELIVERY operation are specified below.
1)- see GEN 2.1.

2.1 RECEIVING EN-ROUTE CLEARANCE

2.1.1. RADIO COMMUNICATION
10 minutes prior to being ready for push-back or start-up the flight crew shall contact on frequency provided in ATIS in order to obtain clearance and report the following details:
  • aircraft call sign,
  • parking stand number,
  • destination aerodrome,
  • planned cruising level (if other than in FPL),
  • any changes to the flight plan.
ATC clearances are issued not earlier than 30 minutes before EOBT/CTOT.
2.1.2. DATALINK DEPARTURE CLEARANCE (DCL)
In addition to clearances issued via radio, KRAKÓW TOWER has an option to issue ATC clearance via Datalink  Departure Clearance (Eurocae Standard ED85A).
The following time parameters apply:
  • Ti (earliest point in time to receive RCD message)
    30 minutes prior to EOBT for flights with unassigned CTOT.
    30 minutes prior to CTOT for flights with assigned CTOT.
  • Tt (latest point in time to receive RCD message)
    5 minutes prior to EOBT for flights with unassigned CTOT.
    5 minutes prior to CTOT for flights with assigned CTOT.
  • T0 - 1 minute (defined standard) 
  • T1 - 5 minutes (defined standard) 
  • T2 - 1 minute (defined standard)
After initiating the DATALINK process, crews shall maintain continuous communication on frequency provided in ATIS and refrain from additional ATC clearance related enquiries unless there is need to exchange additional  information such as de-icing service. 
Datalink Departure Clearance procedure can be replaced by radio communication depending on the air traffic intensity and weather situation. ATC clearance can be issued by ATC via radio even after receiving the Departure Clearance Request (RCD) via DATALINK.

2.2 RECEIVING PUSH-BACK, START-UP AND TAXI CLEARANCES

Ground movement instructions are issued by KRAKÓW GROUND (frequency 118.105 MHz).
After being transferred from KRAKÓW GROUND to KRAKÓW TOWER crews are required to change frequency, omit the initial call, and monitor TWR frequency for ATC call.
Start-up, taxiing, haulage and pushing back can take place only with established communications and with the prior approval of the KRAKÓW GROUND or KRAKÓW TOWER.
Taxiing in/out can take place only by following a properly marked FOLLOW ME vehicle and signals given by the marshaller.
When the planned position or taxiing in/out procedure is inconsistent with the horizontal markings, it shall be carried out according to signals and with marshaller assistance.
The GROUND controller or TWR controller shall issue clearance to the aircraft for carrying out push-back, power-back or taxiing out from the parking position, only according to the marshaller’s instruction.
The marshaller shall be authorized to interrupt or forbid a manoeuvre if there are any issues involving safety or a general situation in the parking zone requires him to do so.
Self-propelled aircraft shall move in the parking aprons with the use of minimum necessary engine power.
Before requesting push-back, pilots must ensure that aircraft is fully prepared to execute the push-back without further delay (doors shall be closed, passenger bridge disconnected, push-back connected and all ground checks completed).

2.3 LANDING AND DEPARTURE CLEARANCES

ATC unit that is responsible for line-up, departure and landing clearance is KRAKÓW TOWER (frequency 123.255 MHz).

2.4 REDUCING RUNWAY OCCUPANCY TIME

2.4.1 DEPARTURES

ATC assumes that each aircraft located at runway holding position is ready for immediate take-off.
Cockpit checks and cabin readiness check should be completed before aircraft reaches the runway holding position. Actions requiring completion on the runway should be minimised as much as possible.
Crews unable to comply with these requirements should inform ATC as soon as possible.
If taxi distance between parking stand and holding point is short, the aircraft crews are obliged to finish the cabin safety procedure demo before leaving the parking stand.

2.4.2 ARRIVALS

Pilots are reminded that expeditious exit from the runway enables ATC to apply minimum spacing on final approach that will result in maximum air traffic capacity and will reduce go-around occurrences.
ATC can suggest exit other than that preferred by crew - such information will be passed during final approach.

3 PROCEDURES APPLICABLE AT KRAKÓW JOHN PAUL II INTERNATIONAL AIRPORT

3.1 TAXIING PROCEDURES

TWY E not available for aircraft due to lack of edge lights and bad condition of surface.
TWY Z4, TWY Z5 and TWY Z6 are restricted to aircraft with a wingspan up to 52 m.
TWY T and TWY S are restricted to aircraft with a wingspan of 36 m.
Helicopters shall taxi to/from the apron in accordance with the marshaller’s instructions.
Lowered friction coefficient occurs during and just after rainfall on TWYs and apron. Caution advised during taxiing.
Engine tests are allowed only on TWY B.
Caution is advised when taxiing on the apron due to ground handling equipment. Due to engine blast, it is recommended to taxi at minimum power and consider taxiing with one engine. Taxiing with FOLLOW ME assistance only. 

3.2 PARKING PROCEDURES

Aircraft parking only with wheels blocked by wheel chocks installed by a crew member or handling agent’s authorized personnel according to a valid price list.
Stands 24L, 24, 24R, 25L, 25, 25R are available for skid-based helicopters.
Between 0800-1600 (0700-1500) UTC 1) the aerodrome is not available for civil ultralight aircraft.

3.3 AIRCRAFT DE-ICING

De-icing of aircraft is designated on stands 22 and 26-30.
De-icing of code D and E aircraft is possible on TWY W1.
Conditions for the de-icing are as follows:
  1. Radio communication between crew and TWR/GROUND on VHF frequency 118.105 MHz (GROUND) or 123.255 MHz (TWR).
  2. De-icing pad is designated for ICAO Code A, B, C aircraft.
  3. Request for de-icing in the designated zone is submitted by crew to TWR/GROUND and ground handling agent prior to be approved for push-back/ power-back or taxi from stand.
  4. Request for de-icing must be submitted by crew not later than 20 minutes before ETOT or CTOT.
  5. Caution must be exercised during taxiing due to slight amounts of de-icing liquid remaining on the surface which may temporarily lower adhesion coefficient.
  6. Taxing to de-icing pad only when cleared by TWR/GROUND. Taxiing onto de-icing pad only with assistance of FOLLOW ME vehicle.
  7. De-icing is possible with engines and parking brakes turned on and when assisted by the marshaller (not applicable to aircraft with rotating propellers).
  8. Crew must be notified by ground personnel when de-icing has been completed.
  9. After de-icing has been completed, the crew follows instructions by TWR/GROUND controller.

3.4 OTHER REQUIREMENTS

Moving on the apron (crew and passengers) is possible only if accompanied by a ground service agent representative - use of surface transportation is obligatory.
Air carriers should ensure that KRAKÓW/Balice aerodrome has a towing bar for a specific aeroplane type. If there is no such towing bar available, an air carrier is obliged to have it on board or to use a push-back (towing) procedure agreed with the ground handling agent.

3.5 LIMITATIONS IN AERODROME AVAILABILITY

Due to a long-standing use of the runway and its strength (see table EPKK AD 2.12.4), KRAKÓW/Balice aerodrome has introduced limitations. Before requesting a slot in accordance with AD 2.23.1, each air carrier intending to conduct operations on aeroplanes with ACN greater than RWY PCN (ACN>52) has to obtain from the aerodrome operator permission for overload operations. An air operator seeking the permission should provide the estimated number of intended operations, ACFT type, ACFT mass (maximum and minimum) and ACN (maximum and minimum) of the ACFT on which the intended operations are to be conducted. After obtaining permission and completing the overload operations, the ACFT operator will forward to the aerodrome operator weekly reports on the operating masses.

EPKK AD 2.21 NOISE ABATEMENT PROCEDURES
 
1. Operators of aircraft conducting flight operations at KRAKÓW/Balice aerodrome shall follow noise abatement procedures adequate for the specific aircraft type for the purpose of reducing noise level in areas adjacent to the aerodrome.
Departures from RWY 07 and RWY 25 shall be performed according to the published SID procedures, especially in the scope of keeping strictly to parameters of the first turn.
If no noise abatement procedures adequate for the aircraft type are available, it is recommended that departures from RWY 07 and RWY 25 be performed in accordance with ICAO Noise Abatement Departure Procedure 1 (NADP1) as specified in the Appendix to Chapter 3 of ICAO Doc 8168 Procedures for Air Navigation Services - Aircraft Operations Vol. I - Flight Procedures, Part I, Section 7.

2 CONTINUOUS DESCENT APPROACH (CDA)

Continuous Descent Approach (CDA) is a recommended aircraft operating technique in which an arriving aircraft descends from an optimal position with minimum thrust and avoids level flight to the extent permitted by the safe operations of the aircraft and in compliance with published procedures and ATC instructions.
The aim of a CDA is to assist pilots to optimise aircraft profiles in order to reduce noise impact on the ground and, where possible, reduce fuel use and atmospheric emissions.
Depending on the air traffic congestion, ATC will use radar vectoring supplemented with information on miles remaining to the touchdown zone (distance-to-go (DTG)) for final approach.
During radar vectoring, aircraft crews shall expect descent below FL080 within 25 NM to touchdown zone.
Unless instructed otherwise, the pilots shall:
  • at and before downwind position maintain clean speed except when not feasible, e.g. due to aircraft performance;
  • perform approach so as the noise impact on the ground is reduced while continuous descent approach procedure is applied.

3 CONDUCTING FLIGHTS BETWEEN 2100 - 0500 (2000 - 0400) UTC 1)

Visual approaches are prohibited at the aerodrome between 2100-0500 (2000-0400) UTC.
Between 2100-0500 (2000-0400) UTC 1)TWR does not clear for visual approaches on RWY 25.
Between 2100-0500 (2000-0400) UTC 1) engine tests are completely prohibited at the aerodrome.
Between 2100-0500 (2000-0400) UTC 1) after stopping at the stand and connecting an external power supply (GPU), power supply from an APU should be switched-off. The APU should be started no earlier than 20 minutes before ETD.
In order to lower the noise level, it is recommended to avoid extensive reverse thrust, extend the landing roll and reduce take-off power by usage of the full length of the runway. These restrictions do not apply in emergency situations.
Aircraft moving under own power shall taxi on APNs with minimum engine power.
The working time of on-board equipment (including air conditioning), APU or the use of a GPU shall be reduced to the minimum.
4. MONITORING THE AVIATION NOISE
4.1. The operator of KRAKÓW/Balice aerodrome permanently monitors the aviation noise emitted into the environment. The Aviation Noise Monitoring System consists of 5 mobile measuring points located in the vicinity of KRAKÓW/Balice aerodrome.
4.2. The operators of aircraft equipped with ADS-B transponders are obliged to turn them on in the vicinity of KRAKÓW/Balice aerodrome (KRAKÓW LTMA/UTMA).
4.3. The operator of KRAKÓW/Balice aerodrome keeps noise certificate records of aircraft operating to/from KRAKÓW/Balice aerodrome.
4.4. All operators of civil aircraft operating to/from KRAKÓW/Balice aerodrome are obliged for single submission of a valid noise certificate for each aircraft operating to/from KRAKÓW/Balice aerodrome; such a certificate shall be confirmed by an appropriate aviation authority of the aircraft operator’s state.

4.6. The noise certificate referred to in point 2.21.4.3 herein above shall include the following information:
  • state and authority issuing the certificate;
  • number;
  • aircraft type;
  • aircraft registration marks;
  • aircraft manufacturer’s number;
  • engine(s) type and model;
  • propeller type;
  • additional noise attenuators;
  • MTOW and MLW in kilograms;
  • average noise level measured in reference points and expressed in EPNdB;
  • allowed noise level in accordance with the requirements of Annex 16 to the Convention on International Civil Aviation - Environmental Protection, volume 1, part II expressed in EPNdB;
  • basis of certification;
  • confirmation that in respect of noise emission the aircraft meets the requirements of Annex 16 to the Convention on International Civil Aviation, if the restrictions specified in the valid Flight Operation Instructions are fulfilled;
  • signature of the officer issuing the certificate;
  • date of issuance.
4.7. The noise certificate shall be drawn up in English or in Polish if the carrier is Polish.

EPKK AD 2.22 FLIGHT PROCEDURES
 

APPLICABILITY OF UNITS OF MEASUREMENT

In order to facilitate air traffic within the KRAKÓW/Balice Terminal Control Area (KRAKÓW TMA), the air traffic control unit executing Approach Control function will use non-metric units of measurement (Non-SI) as follows:
  1. nautical miles (NM) expressing distance in navigation,
  2. feet (ft) expressing altitudes, heights and elevations,
  3. knots (kt) expressing horizontal speed,
  4. feet per minute expressing vertical speed.
The air traffic controller will use metric units of measurement (SI) published in Chapter GEN 2.1 only after prior request of aircraft crew submitted by radio at the time of the first radio contact with the unit executing Approach Control within the KRAKÓW TMA.

1 ESTABLISHING COMMUNICATION AFTER TAKE-OFF

If not specified otherwise, crews of departing IFR flights should, as soon as possible after take-off, establish communication with KRAKÓW APPROACH. Frequency to be used will be given by KRAKÓW TOWER.
Crews performing VFR flights should after take-off remain on KRAKÓW TWR frequency (123.255 MHz) and stand by for further instructions. Frequency to be used will be given by KRAKÓW TOWER.

2 PROCEDURES FOR IFR FLIGHTS

Within the KRAKÓW TMA radar approach control service is provided.
Minimum Radar Vectoring Altitudes within the KRAKÓW TMA are shown on ATC Surveillance Minimum Altitude Chart - see page ENR 6.3.2-1.
Within the KRAKÓW TMA, RNAV 1 SID and STAR procedures have been introduced for each RWY of KRAKÓW/Balice aerodrome. The RNAV STAR procedures terminate at initial approach fixes (IAFs) for RWY 07 and RWY 25, except for VOR RWY 07 and RWY 25 procedures which are not linked to the RNAV STAR procedures.
RNAV SID and STAR procedures within the KRAKÓW TMA are designed in accordance with RNAV 1 criteria. RNAV 1 approval is required to conduct these procedures without any restrictions.
For the SID RNAV 1 procedures within the KRAKÓW TMA, the angle of bank (AOB) taken into consideration is in accordance with PANS-OPS (ICAO Doc 8168, Vol. II, Part I, Section 3, Chapter 3, Appendix 3). That is: 15° up to 1000 ft over DER ELEV, 20° above 1000 ft up to 3000 ft over DER ELEV and 25° above 3000 ft over DER ELEV. It is applicable to all SIDs for EPKK.
Due to the fact that significant percentage of traffic for KRAKÓW/Balice aerodrome is NOT RNAV 1 approved and all RNAV 1 SID and STAR trajectories are above MSA/MVA, also radar monitoring is provided within the KRAKÓW TMA; to enhance traffic flows and air traffic controllers’ workload it is possible to follow and utilize RNAV 1 trajectories by RNAV 5 only approved aircraft. This will allow for high reduction in R/T communication. The following additional conditions apply:

REMARK 1:

RNAV 5 only approved aircraft equipped with RNAV 5 systems without navigation databases and/or requiring manual route data input are exempted from the utilization of RNAV 1 procedures. In such circumstances ATC shall be advised upon first radio contact.
Radar vectoring will be provided, usually along published procedures. Such aircraft may expect delays or extended routing during peak hours.

REMARK 2:

Air traffic controllers will pay particular attention to monitor RNAV 1 (P-RNAV) not approved traffic. In case of any problems radar vectoring will be initiated. All holding patterns within the KRAKÓW TMA as directed by ATC. Holdings are available also for non-RNAV 1 (P-RNAV) approved aircraft.
Expect direct routing/shortcuts by ATC whenever possible, especially during off-peak hours). The turn to final approach may be performed by radar vectors to expedite traffic handling and for separation reasons.
Vertical planning information: air crews should plan for possible descent clearance in accordance with vertical restrictions specified on STAR charts. Actual descent clearance will be as directed by ATC. If possible, CDA technique should be applied.

2.1 RADIO COMMUNICATION FAILURE DURING IFR FLIGHT

2.1.1 PROCEDURE FOR OUTBOUND AIRCRAFT FLYING A SID

Aircraft flying a SID shall follow the instructions detailed on the relevant procedure chart.

2.1.2 RECOMMENDED PROCEDURE FOR OUTBOUND AIRCRAFT NOT FLYING A SID

Set the transponder to 7600 and continue following the last ATC clearance. After 3 minutes, climb to the FPL flight level. If the aircraft was radar vectored, continue for 3 minutes on the assigned heading, then proceed directly to the nearest FPL point, climbing to the FPL flight level.

2.1.3 PROCEDURE FOR INBOUND AIRCRAFT FLYING A STAR

Aircraft flying a STAR shall follow the instructions detailed on the relevant procedure chart.

2.1.4 RECOMMENDED PROCEDURE FOR INBOUND AIRCRAFT NOT FLYING A STAR

Set the transponder to 7600. Continue following the last ATC clearance. After 3 minutes proceed to the KAK DVOR/DME and hold. Descend in the holding pattern. Execute a VOR approach for the preferred runway and land.

3 PROCEDURES FOR VFR FLIGHTS

3.2. Entry into controlled airspace from uncontrolled airspace:
  1. Entry into the KRAKÓW/Balice CTR and KRAKÓW TMA may be performed upon clearance issued by the relevant ATC unit. The clearance may be relayed by KRAKÓW FIS;
  2. If not instructed otherwise by KRAKÓW FIS, radio communication shall be established with the relevant ATC unit before entering controlled airspace.

REMARK:

Arrivals/departures to/from KRAKÓW/Balice aerodrome from the south are possible only via SIERRA and KILO points.
3.3. In the case of congestion of air traffic, an aircraft flying under VFR may expect holding over one of the following points: KILO or ZULU . Holding procedure shall be conducted at an altitude not higher than 2000 ft AMSL, unless cleared otherwise by ATC.

REMARK:

Holding procedure over KILO point shall be performed to the west of the point, without crossing the motorway running east of the KILO point.
3.4. Departure within the KRAKÓW/Balice CTR, from a place other than KRAKÓW/ Balice aerodrome is possible after obtaining clearance from KRAKÓW TWR. If unable to establish two-way radio communication at the place of departure, it is obligatory to obtain clearance by means of telephone and after take-off radio communication with KRAKÓW TWR shall be established immediately.

3.5 RADIO COMMUNICATION FAILURE FOR VFR FLIGHT

3.5.1. If radio communication fails before reaching the KRAKÓW/Balice CTR, entry is forbidden.
3.5.2. If radio communication fails in flight after obtaining clearance for entry into the KRAKÓW/Balice CTR, the crew shall:
  1. during arrival and approaching from the northern side of the aerodrome:
  • make an approach to reach ZULU point via INDIA or OSCAR and await visual signals from the aerodrome control tower of KRAKÓW/Balice aerodrome;
  • show all aircraft navigation lights, warning and landing during arrival and holding;
  • after receiving a continuous green visual signal execute the shortest possible approach and land on the most suitable runway depending on weather conditions;
  • after receiving a red visual signal hold over ZULU point until receiving a continuous green visual signal and then execute the shortest possible approach and land on the most suitable runway depending on weather conditions;
  • if no signals have been received from the aerodrome control tower, hold over ZULU point for 10 minutes and then execute the shortest possible approach and land on the most suitable runway depending on weather conditions;
  • after landing vacate the runway immediately into the available taxiway and wait for the FOLLOW ME car.
  1. during arrival and approaching from the southern side of the aerodrome:
  • make an approach to reach KILO via SIERRA point and await visual signals given from the aerodrome control tower of KRAKÓW/Balice aerodrome;
  • show all aircraft navigation, warning and landing lights during arrival, approach and holding;
  • after receiving a continuous green visual signal execute the shortest possible approach and land on the most suitable runway depending on weather conditions;
  • after receiving a red visual signal hold over KILO point until receiving a continuous green visual signal and then execute approach as short as possible and land on the most suitable runway depending on weather conditions;
  • if no signals have been received from the aerodrome control tower hold over KILO point for 10 minutes and then execute the shortest possible approach and land on the most suitable runway depending on weather conditions;
  • after landing vacate the runway immediately into the available taxiway and wait for the FOLLOW ME car.

3.6 SPECIAL VFR FLIGHTS

If the ceiling is lower than 1500 ft or flight visibility is lower than 5 km, VFR flights may be performed, provided ATC clearance for special VFR flight in control zone (CTR) is obtained.
Except situations when a relevant unit cleared for a helicopter flight in special cases like medical, search and rescue as well as firefighting flight, the following conditions apply:
  1. the flight can be performed during daytime only,
  2. the flight can be performed clear of cloud and in visual reference to terrain,
  3. ground visibility is not less than 1500 m, in case of helicopters – not less than 800 m,
  4. the ceiling is not less than 600 ft,
  5. the flight will be performed with indicated airspeed (IAS) 140 kt or lower giving adequate opportunity to observe other traffic and any obstacles to avoid collision.
Special VFR flight clearance may be cancelled if the meteorological conditions change below the meteorological minima described above.

4 PROCEDURES FOR HELICOPTERS

Helicopters conducting IFR or VFR approach to KRAKÓW/Balice aerodrome perform landing on runway in use as Category A aeroplanes in accordance with ICAO Doc 8168 Procedures for Air Navigation Services - Aircraft Operations Vol. II - Construction of Visual and Instrument Flight Procedures, Part I, Section 4, Chapter 1, point 1.8.8.

5 TRAINING AND TECHNICAL FLIGHTS

Training and technical flights within the KRAKÓW/Balice CTR may be conducted after they have been notified by phone to KRAKÓW TWR and given ATC instructions.
Training and technical flights within the KRAKÓW TMA may be conducted after they have been notified by phone to KRAKÓW APP and given ATC instructions.

6 LOW VISIBILITY OPERATIONS (LVO)

6.1 GENERAL PROVISIONS

6.1.1. In order to conduct low visibility operations (LVO) at KRAKÓW/Balice aerodrome, the low visibility procedures (LVP) are introduced.
6.1.2. Pilots are informed about the LVP phase via ATIS or R/T. The following message will be used: “LOW VISIBILITY PROCEDURES IN OPERATION”.

6.2 CONDUCTING OPERATIONS DURING LVP

6.2.1. LVP commence at the latest when any RVR falls below 550 m and/or ceiling falls to 200 ft or below.
6.2.2. LVP terminate at the earliest when all RVRs increase to 550 m or above and ceiling rises above 200 ft with a tendency to improve further.
6.2.3. During LVP:
  • special air traffic control techniques will be applied which may affect aerodrome capacity;
  • operations of code E ACFT and lower are permitted;
  • take-offs, landings and movement of skid-based helicopters on the movement area are not permitted;
  • ACFT movement on apron taxiways is to be conducted only with FOLLOW ME assistance;
  • the following elements of the aerodrome manoeuvring area are available: RWY 07/25, TWY: A, W1-3, Z1-6, B1-6, F, G, S, T;
  • vacating the RWY after landing or aborted take-off is only possible onto TWY A or TWY F;
  • both take-offs and landings are allowed;
  • after receiving take-off clearance, ATC expects crews to commence their take-off run immediately;
  • reporting the fact of vacating the RWY is critical to the safety of operations during LVP and should be communicated to ATC precisely when the ACFT vacates the RWY;
  • landing clearance is issued no later than at 2 NM from THR.
6.2.4. Minimum RVR for take-off is 350 m.
6.2.5. Minimums for landing depend on the type of approach chosen by the crew.
6.2.6. Should a stop bar control fail resulting in ATC to be unable to switch it off, LVP are suspended and then crew is exceptionally permitted to cross the illuminated stop bar and enter the RWY under the following conditions: KRAKÓW TWR issues a clear, repeated instruction to cross the illuminated stop bar, while indicating that the reason for this is the inability to switch it off due to system failure.

1 FLIGHT SCHEDULE COORDINATION

1.1. KRAKÓW/Balice aerodrome, as of 29 March 2020, is a coordinated airport (Level 3 according to IATA) 24 hours a day in both schedule seasons.
1.2. Landing or take-off at KRAKÓW/Balice aerodrome may be carried out only upon assignment of a slot by the flight schedule coordinator.
1.3. The flight scheduling coordination is applicable to IFR and VFR flights with the exception of state aircraft flights, emergency landings, humanitarian flights and rescue helicopter flights.
1.4. PANSA Airport Coordination is the appointed flight scheduling coordinator for KRAKÓW/Balice aerodrome. Slot requests shall be submitted directly to PANSA Airport Coordination. Slot requests of General Aviation operators shall be prepared by a handling agent of a given aircraft operator at the aerodrome.

1.5. Slot allocation is carried out in accordance with the provisions of the Council Regulation (EEC) No 95/93 of 18 January 1993 on common rules for the allocation of slots at Community airports and in compliance with the rules and dates specified in IATA Worldwide Airport Slot Guidelines.
1.6. Slot allocation shall be subject to the payment of a fee to the flight scheduling coordinator at the rates decided before each scheduling season and published on Civil Aviation Authority’s, flight scheduling coordinator’s and airport’s websites.

2 PERMISSION FOR MILITARY AEROPLANES TO PARK ON THE MILITARY APRON

2.1. Irrespective of the clearance for flight, the parking of domestic and foreign military aircraft on the military apron is subject to prior permission. The intention to park an aircraft on the military parking surfaces shall be notified using a PPR procedure with 48 HR notice.
