EPGD AD 2.20 LOCAL AERODROME REGULATIONS
 

1 ATC PROCEDURES AT GDAŃSK IM. LECHA WAŁĘSY AERODROME

A segment of 150 m of RWY 11/29 starting 1320 m from THR 11 is invisible from the TWR.
APNs No 6, 7, 8 and parking stands 3, 9-11, 20-28, 34-37, 41-45, 80-81, are invisible from the TWR.
TWY N, TWY M on the section along Terminal T2, TWY W are invisible from the TWR.

TWY A5, TWY L, TWY E and TWY F partially invisible from the TWR.
GDAŃSK TWR will open the GDAŃSK GROUND position between 0500 and 2100 (0400 and 2000) UTC 1), operating on 131.330 MHz, after entering the following information in ATIS:
“GROUND is operating on frequency 131.330”.
1) - see GEN 2.1.

1.1 RECEIVING EN-ROUTE CLEARANCE

20 minutes prior to being ready for push-back or start-up, the flight crew shall contact GDAŃSK GROUND on 131.330 MHz (during operational hours) or GDAŃSK TOWER on 118.105 MHz for ATC clearance and report the following details:
  • aircraft call sign,
  • parking stand number,
  • destination aerodrome,
  • planned cruising level (if other than in FPL),
  • any changes to the flight plan.
ATC clearances are issued not earlier than 30 minutes before EOBT/CTOT.
Datalink Departure Clearance (DCL)
In addition to clearances issued via radio, GDAŃSK TOWER has an option to issue ATC clearance via Datalink Departure Clearance (Eurocae Standard ED85A).
The following time parameters apply:
  • Ti (earliest point in time to receive RCD message)
    30 minutes prior to EOBT for flights with unassigned CTOT.
    30 minutes prior to CTOT for flights with assigned CTOT.
  • Tt (latest point in time to receive RCD message)
    5 minutes prior to EOBT for flights with unassigned CTOT.
    5 minutes prior to CTOT for flights with assigned CTOT.
  • T0 - 1 min (defined standard)
  • T1 - 5 min (defined standard)
  • T2 - 1 min (defined standard)
After initiating the datalink process, crews shall maintain continuous air-ground communication with GDAŃSK GROUND on 131.330 MHz (during operational hours) or GDAŃSK TOWER on 118.105 MHz throughout the data exchange process and refrain from additional ATC clearance related enquiries.
Datalink Departure Clearance can be replaced by radio communication depending on the air traffic intensity and weather situation.
REMARK:
ATC clearance can be issued by ATC via radio even after receiving the Departure Clearance Request (RCD) via datalink.

1.2 RECEIVING PUSH-BACK, START-UP AND TAXI CLEARANCES AT GDAŃSK IM. LECHA WAŁĘSY AERODROME

Start-up, taxiing, towing and push-back can take place only with established communications and with the prior approval of the GDAŃSK GROUND.
When the planned position or taxiing in/out procedure is inconsistent with the surface markings, it shall be carried out according to signals and under the supervision of the marshaller.
The TWR controller shall issue clearance to the aircraft for carrying out push-back, power-back or taxiing out from the parking position, only according to the marshaller’s instruction.
The marshaller shall be authorized to interrupt or forbid a manoeuvre if there are any issues involving safety or a general situation in the parking zone requires him to do so.

1.3 MINIMUM RUNWAY OCCUPANCY TIME

1.3.1 DEPARTURES

ATC services assume each aircraft having received clearance to line up THR 11 or 29 to be ready for immediate departure.
Aircrews unable to comply with these requirements shall inform ATC services as soon as possible.

2 PROCEDURES APPLICABLE AT GDAŃSK IM. LECHA WAŁĘSY AERODROME

2.1 TAXIING PROCEDURES

During and immediately after rain, a reduced friction coefficient occurs on the TWYs and APNs. Caution is advised when taxiing.
Helicopters taxiing to/from the APN shall follow the marshaller's instructions.
TWY L is available for aircraft with a wingspan not greater than 36 m.
TWY M is available for aircraft with a wingspan not greater than 36 m.
TWY M (from the intersection with TWY R to the entrance of aircraft stand 20A) is available for aircraft with a wingspan not greater than 65 m under special procedure (for aircraft with a wingspan greater than 36 m, special procedures established by the AD Administrator apply. Taxiing with FOLLOW ME assistance only).
When aircraft stand 20A is used by aircraft with a wingspan greater than 36 m, TWY M is unavailable on the section from boundary of stands 21 and 22 to the intersection with TWY R (special procedures established by the AD Administrator apply).
TWY N is available for aircraft with a wingspan not greater than 36 m.
TWY N is available for aircraft with a wingspan not greater than 65 m under special procedure (for aircraft with a wingspan greater than 36 m, special procedures established by the AD Administrator apply. Taxiing with FOLLOW ME assistance only).
When aircraft stand 28 is used by aircraft with a wingspan greater than 36 m, TWY M is not available on the section from stand 26 to the intersection with TWY N (special procedures established by the AD Administrator apply).
Aircraft stands 8-11 can be accessed from TWY R. Stands 8-11 can be accessed from TWY A5 only when FOLLOW ME assistance is provided.
Aircraft stands 12-13 can be accessed from TWY A5 only.
TWY R is designated for aircraft with a wingspan not greater than 36 m.
The main purpose of TWY R is to serve aircraft stands 8-11. However, it can also be used by aircraft with a wingspan not greater than 36 m for taxiing between TWY M and TWY L.
Aircraft with a wingspan greater than 36 m must be directed solely to TWY A5.
It is permissible for more than one aircraft with a wingspan not greater than 36 m to simultaneously use TWY R and TWY A5 for taxiing.

2.2 PARKING AND PUSH-BACK PROCEDURES

Stands: 5-13, 20-28, 31, 34, 37 - push-back procedure is applicable.
Stands: 5-13, 20-28  - the turning of aircraft on its own thrust is prohibited.
Aircraft parking on aircraft stands 20-24 is carried out in accordance with docking system indications or the marshaller's instructions.
Parking on the remaining aircraft stands is carried out under guidance of the marshaller.
Aircraft stand 28 is available to aircraft with a wingspan greater than 36 m and less than 65 m under special procedures. In the event that the procedures are applied, entry and parking at aircraft stand 28 is carried out only with the assistance of FOLLOW ME. The push-back from the aircraft stand is carried out on TWY A6 or TWY A7. Aircraft stands 27 and 45 remain unavailable. In addition TWY M is not available on the section from the aircraft stand 26 to the intersection with TWY N.
Air carriers should ensure that GDAŃSK im. Lecha Wałęsy aerodrome has a tow bar for the relevant aircraft type. If there is no such tow bar available, an air carrier is obliged to have it on board or use a push-back (towing) procedure agreed with the handling agent.
Any exceptions to the push-back procedure are possible only with the approval of the Aerodrome Duty Officer.
Aircraft should be always parked using wheel chocks placed by a crew member or authorized handling agent.
Aircraft can be manoeuvred on the APNs only with minimum power.
Aircrews and staff staying within the aerodrome movement area are obliged to wear clothing of a conspicuous colour by day and with fluorescent elements by night. Passengers are exempted from this requirement only if assisted by a person dressed as described above.

2.3 AIRCRAFT DE-ICING

Aircraft de-icing is carried out on APN 5. The apron has two de-icing stands 50 and 51 designated for aircraft with a wingspan not greater than 36 m, where de-icing can be carried out independently.
Additionally, de-icing stand 50A is an alternative stand for aircraft with a wingspan greater than 36 m. When an aircraft is parked on stand 50A, stands 50 and 51 are unavailable.
Handling agent’s (Welcome Airport Services) frequency for de-icing - 131.505 MHz. Call sign -  “WELCOME DE-ICING”. In communication with the de-icing staff only registration marks are used to identify the aeroplane.
Communication between a flight crew and the GROUND controller is on VHF 131.330 MHz (GROUND). Outside the GROUND operational hours contact the TWR controller on VHF 118.105 MHz (TOWER).
The request for de-icing shall be notified to the relevant handling agent and TWR/GROUND controller when a clearance for flight is being issued.
The request for start-up/push-back shall be made to the TWR/GROUND controller only when the flight crew is fully ready for the actions (all passengers on board, doors closed, tow-bar connected (if required)).
De-icing stand will be assigned depending on air traffic flow and aircraft type. Taxiing to the de-icing stand to be conducted in accordance with instructions given by the TWR/GROUND controller.
On APN 5, in order to avoid collisions, the taxiing crew is responsible for monitoring the movement of vehicles and people. Vehicle drivers are responsible for monitoring movement of aeroplanes and preventing collisions with an aeroplane, vehicles and people.
Standard entry and stop at the de-icing stand is performed independently in accordance with marking and lights guiding to the aircraft stand. After entering APN 5, when taxiing to the de-icing stand, a right turn manoeuvre should be performed in order to position the aeroplane nose facing the exit from the apron towards TWY A, in accordance with the marking and navigation lights.
During the de-icing process FOLLOW ME assistance is available:
  1. at the request of aeroplane crew,
  2. in case of non-standard position,
  3. in case of invisibility of marking and lights guiding to the parking stand.
Caution should be exercised during taxiing on the de-icing pad due to remains of de-icing fluid which can temporarily lower the friction coefficient.
After the de-icing procedure has been completed the flight crew shall be informed by the ground personnel about the completion.
After the de-icing procedure has been completed the flight crew shall follow the TWR/GROUND controller’s instructions.
Flight crews taxiing to de-ice but not following the above procedure will not be admitted and will be sent back to the aircraft stand.
The TWR/GROUND controller is not responsible for de-icing and has no contact with the handling agents providing the de-icing.

2.4 AUTOMATED DOCKING SYSTEM “SAFEGATE”

Aircraft stands 20, 20A, 21, 22, 23, 24 are equipped with the automated docking guidance system SAFEDOCK.
SAFEDOCK tracks the crosswise and longitudinal aircraft position relative to the aircraft stand taxilane.
Information regarding the aircraft position and risks in the docking procedure is provided to flight crews on a display located at the extended centre line of an aircraft stand taxilane.

2.4.1 ROUTINE TO BE FOLLOWED WHEN USING THE SYSTEM

Check that the correct aircraft type is displayed on the display.
Flashing arrows indicate that the system has been activated.
The lead-in line is to be followed.
The appearance of the yellow approach indicator field indicates that the aeroplane has been identified by the system.
Observe the red and yellow azimuth guidance arrows. The yellow arrows on both sides of the centre line indicate the correct azimuth position.
At a distance of 15 metres from the stop position, the remaining distance to go is indicated by switching off successive rows of LED indicators. The display shows also the number of remaining metres to go.
Reaching the correct stop position is indicated by displaying a STOP message and red rectangulars on the outer edges of the centre line lead field.
When the aeroplane is docked in the correct position, the display will show an OK message after a few seconds.
3 minutes after placing chocks under the nose gear, the display will show a CHOCK ON message.
EMERGENCY STOP : when a red STOP message and red arrows appear on both sides of the azimuth guidance line, the aeroplane is to be stopped immediately.

2.4.2 SAFETY PROCEDURES DURING DOCKING

Signals given by the marshaller must be considered by the pilot superior to information indicated by the SAFEDOCK system.
In the event of malfunction of the SAFEDOCK system or at the pilot’s request, the docking of the aeroplane on a stand equipped with the system may be carried out with marshalling assistance.
In the event of failure and/or shut-off of the SAFEDOCK system during a docking operation, the operation will be completed with marshalling assistance.
If the aeroplane has not been detected by the SAFEDOCK system (no yellow approach distance field), the pilot must stop the aeroplane at a safe distance from the air bridge.

2.5 PROTECTION OF AIRCRAFT

The adequate protection of an aircraft is the responsibility of the flight crew or authorised ground agent staff.

EPGD AD 2.21 NOISE ABATEMENT PROCEDURES
 

1 NOISE PREFERENTIAL RUNWAYS

Due to noise abatement requirements the following preferential RWY system is in force at GDAŃSK im. Lecha Wałęsy aerodrome:

Departures (H24)
  1. RWY 29
  2. RWY 11
Noise abatement shall not be the determining factor in runway nomination under the following circumstances:
  1. if the runway is not clear and dry, i.e. it is adversely affected by snow, slush, ice, water or mud, rubber, oil or other substances;
  2. for landing in conditions, when the ceiling is lower than 150 m above aerodrome elevation or when the horizontal visibility is less than 1900 m;
  3. when windshear has been reported or forecasted or when thunderstorms are expected to affect the approach or departure;
  4. when the cross-wind component, including gusts, exceeds 28 km/h (15 kt), or the tail-wind component, including gusts, exceeds 9 km/h (5 kt).
Exceptions to the above rules will be applied only in emergency situations for reducing the arrival route.

2 NOISE ABATEMENT PROCEDURES

Aircraft operators conducting flight operations at GDAŃSK im. Lecha Wałęsy aerodrome should apply noise abatement procedures adequate for the relevant aircraft type to reduce the aircraft noise level in close proximity to the aerodrome.
Departures from RWY 11 and RWY 29 shall be carried out in the following manner: for IFR flights according to SID RWY 11 and RWY 29 procedures published in the AIP to reach 3500 ft AAL (3989 ft AMSL) and then execute a turn as instructed by ATC. The procedure shall not apply to turboprop aeroplanes and light wake turbulence category aeroplanes (including both) or aircraft planned at a crossing altitude below 4500 ft AMSL.
For aircraft with a MTOM exceeding 7000 kg flight crews shall adhere to the principle that in visual approaches they cannot descend below 2500 ft AMSL before being established on the extended RWY centre line.
If no noise abatement procedures adapted to the relevant aircraft type are available, departures from RWY 11 and RWY 29 shall be carried out in accordance with the example noise abatement procedure for the departure climb (NADP1), in accordance with Chapter 3 ICAO Doc 8168 Aircraft Operations Vol. I – Flight Procedures, Part I, Section 7.

3 NOISE EMISSION REDUCTION

In order to reduce noise emission, it is forbidden to use the maximum reverse thrust during landing except for safety reasons, carry out a longer landing roll and reduce engine power during take-off by using the full RWY length.
Self-powered aircraft shall taxi on the APNs with minimum engine power.
The operating time of on-board equipment (including air-conditioning), APUs or the use of GPUs should be reduced to the minimum. The use of external GPUs is preferred.
Engine start-up not related to a take-off operation is permitted in necessary and fully justifed cases only with minimum power use.
Any engine tests are allowed only with the approval of the Airport Duty Officer, provided they are carried out with great caution.

4 LOCAL RESTRICTIONS RELATED TO OPERATIONS CONDUCTED BETWEEN 2100–0500 (2000–0400) UTC 1)

Between 2100-0500 (2000-0400) UTC 1)reduction of engine power during take-off by using the full RWY length is required. This restriction does not apply in emergency situations.
Between 2100-0500 (2000-0400) UTC 1) training/school, test and technical flights are prohibited.
Flight crews are advised to reduce the use of reverse thrust after landing between 2100-0500 (2000-0400) UTC 1). This restriction does not apply in emergency situations.
Between 2100-0500 (2000-0400) UTC 1)engine start-up not related to a take-off operation (engine check with idle power set) is permitted while conducting Pre-Flight Check procedures.

5 MONITORING AIRCRAFT NOISE

The administration of GDAŃSK im. Lecha Wałęsy aerodrome informs that a constant monitoring of aircraft noise is carried out using four permanent measuring points.

6 CONTINUOUS DESCENT APPROACH (CDA)

Continuous Descent Approach (CDA) is a recommended aircraft operating technique in which an arriving aircraft descends from an optimal position with minimum thrust and avoids level flight to the extent permitted by the safe operations of the aircraft and in compliance with published procedures and ATC instructions.
The aim of CDA is to assist pilots to optimize aircraft approach profiles in order to reduce noise impact on the ground and, where possible, reduce fuel use and exhaust emissions.
CDA technique:
  1. Arrange descent to pass 7000 ft AMSL in distance not greater than 25 NM to touchdown.
  2. Expect NM information or base leg information from ATC at or above altitude 7000 ft AMSL, but do not turn on base leg until instructed.
  3. At or before downwind position maintain IAS 220 kt or minimum clean speed, whichever is greater.
ATC R/T example at or above 7000 ft AMSL:
  • 25 NM to touchdown, when ready descend.
  • Expect base leg after/before/between WPT.
  • Expect full procedure.
 
EPGD AD 2.22 FLIGHT PROCEDURES
 

APPLICABLE UNITS OF MEASUREMENT

In order to facilitate air traffic within Terminal Control Area of GDAŃSK im. Lecha Wałęsy aerodrome (GDAŃSK TMA) the air traffic control unit executing Approach Control function will use non-metric units of measurement (Non-SI) as follows:
  1. nautical miles (NM) while expressing distance in navigation,
  2. feet (ft) while expressing altitudes, heights and elevations,
  3. knots (kt) while expressing horizontal speed,
  4. feet per minute while expressing vertical speed.
The air traffic controller will use metric units of measurement (SI) published in chapter GEN 2.1 only at the request of the flight crew submitted by radio on initial contact with the unit executing Approach Control within the GDAŃSK TMA.

1 SPEED REDUCTION PROCEDURE FOR GDAŃSK TMA

The following general speed reduction procedure is mandatory in the GDAŃSK TMA for aircraft landing at GDAŃSK im. Lecha Wałęsy aerodrome:

After establishing on ILS CAT II or LOC RWY 29 reduce speed to 290 km/h (160 kt) IAS and maintain it until 4 NM DME IGDA.
When performing a VOR approach RWY 29, after establishing on a straight-in, reduce speed to 290 km/h (160 kt) IAS and maintain it until 7 NM DME GZD.
When performing a VOR approach RWY 11, after establishing on a straight-in, reduce speed to 290 km/h (160 kt) IAS and maintain it until 4 NM DME GZD.
In case of inability to reduce speed in accordance with the procedure described above, aircraft crew shall notify the ATC unit immediately.
Speed reduction procedure is to be applied by aircraft crews without further reminding from the ATC unit.

2 PROCEDURES FOR IFR FLIGHTS

Within the GDAŃSK TMA, radar approach control service is provided. Minimum radar vectoring altitudes within the GDAŃSK TMA are shown on the ATC Surveillance Minimum Altitude Chart – see ENR 6.3.1-1.
Within the GDAŃSK TMA, RNAV 1 SID and STAR procedures are applicable for each RWY of GDAŃSK im. Lecha Wałęsy aerodrome. The RNAV STARs terminate at the IAFs which are also points of the beginning of the initial segments in the instrument approach procedures.
The RNAV SID and STAR procedures within the GDAŃSK TMA were designed according to RNAV 1 criteria. The procedures may be flown only by aircraft approved for RNAV 1 operations.
For the RNAV 1 SID procedures within the GDAŃSK TMA, the angle of bank (AOB) taken into consideration is in accordance with PANS-OPS (ICAO Doc 8168, Vol. II) Part I, Section 3, Chapter 3, Appendix 3. That is: 15° up to 1000 ft over DER ELEV, 20° above 1000 ft up to 3000 ft over DER ELEV and 25° above 3000 ft over DER ELEV. It is applicable to all SIDs for EPGD aerodrome.
Due to the fact that a significant percentage of aircraft operating at GDAŃSK im. Lecha Wałęsy aerodrome is not approved for RNAV 1 operations, all RNAV 1 SID and STAR are above MSA/MVA, and radar monitoring is provided within the GDAŃSK TMA to enhance air traffic flows and reduce air traffic controllers' workload, aircraft approved for B-RNAV operations are only allowed to follow the trajectories of RNAV 1 procedures. This will allow for high reduction in RTF communication. The following additional conditions apply:
REMARK 1 : Aircraft approved only for B-RNAV operations, equipped with BRNAV system without navigation databases and/or requiring en-route data to be put in manually are exempted from the application of RNAV 1 procedures. In such circumstances, ATC shall be advised upon first contact. Radar vectoring will be provided usually along published procedures. Such aircraft may expect delays and/or extended routing during peak hours.
REMARK 2 : Air traffic controllers will pay particular attention when monitoring traffic not approved for RNAV 1 operations. In the event that any problems occur, radar vectoring will be provided.
All holding patterns within the GDAŃSK TMA are to be flown as instructed by ATC. These procedures are also available for aircraft not approved for RNAV 1 operations.
Whenever possible, ATC will provide direct routing/shortcuts, especially during off-peak hours. The turn to final approach is usually performed with radar vectoring to expedite traffic handling and for separation.
Vertical planning information: flight crews should plan for possible descent clearance in accordance with vertical restrictions specified on the STAR charts. The current descent clearance will be issued by ATC. If possible, a CDA technique should be applied.

2.1 GENERAL RCF PROCEDURE FOR ARRIVING AIRCRAFT DURING FLIGHTS OTHER THAN STARs

Set the transponder to code 7600. Maintain the last assigned and acknowledged altitude/flight level. Proceed to DVOR/DME GZD. Over this DVOR, descend to 4000 ft AMSL (in case of missed approach, maintain 3000 ft AMSL) and then proceed to REP UVRIK (IF) VOR RWY 11 (RDL 286° MAG / 10.0 NM DVOR/DME GZD) or REP IPLAM (IF) ILS RWY 29 and VOR RWY 29 (RDL 106° MAG / 16.0 NM DVOR/DME GZD). Thereafter execute approach and land on the most convenient RWY depending on the wind direction and other conditions (ILS, VOR RWY 29 or VOR RWY 11).
In case of missed approach on RWY 11 and radio communication loss – set the transponder to code 7600, climbing on course of 109° to reach 5000 ft  AMSL, make a right turn on GD809 point then continue flight according to STAR RWY 11 to RWY 11 approach with further descending after GD803 point.
In case of missed approach on RWY 29 and radio communication loss – set the transponder to code 7600, climbing on course of 289° to reach 5000 ft AMSL to reach before UVRIK, make a left turn on GD909 point then continue flight according to STAR RWY 29 to RWY 29 approach with further descending after GD903 point.

3 PROCEDURES FOR VFR FLIGHTS

3.1 ENTRY INTO CTR IN VFR FLIGHT

Before entering EPGD CTR (not higher than 1500 ft AMSL).
Crew conducting VFR flight shall establish radio contact with GDAŃSK TWR not later than over the following points:
GOLF, INDIA, MIKE, X-RAY, ZULU.

3.2 VFR POINTS AND HOLDING PROCEDURES

In case of congestion of air traffic, aircraft conducting VFR flight may be instructed to hold at one of the following points:
GOLF, INDIA, MIKE, NOVEMBER, SIERRA, X-RAY, ZULU.

4 SPECIAL VFR FLIGHTS

If the ceiling is lower than 1500 ft or flight visibility is lower than 5 km, VFR flights may be performed, provided ATC clearance for special VFR flight in control zone (CTR) is obtained.
Except situations when a relevant unit cleared for a helicopter flight in special cases such as medical, search and rescue as well as firefighting flights, the following conditions apply:
  1. the flight will be performed during daytime only,
  2. the flight will be performed clear of clouds and in visual reference to terrain,
  3. ground visibility is not less than 1500 m, in case of helicopters – not less than 800 m,
  4. the ceiling is not less than 600 ft,
  5. the flight will be performed with indicated airspeed (IAS) 140 kt or lower giving adequate opportunity to observe other traffic and any obstacles to avoid collision.
Special VFR flight clearance may be cancelled if the meteorological conditions change below the meteorological minima described above.

5 PROCEDURES FOR HELICOPTERS

5.1. Helicopters conducting IFR or VFR approach to GDAŃSK im. Lecha Wałęsy aerodrome conduct landing on runway in use as Category A aeroplanes in accordance with ICAO Doc 8168 Procedures for Air Navigation Services - Aircraft Operations Volume II - Construction of Visual and Instrument Flight Procedures, Part I, Section 4, Chapter 1, point 1.8.8.
5.2. It is recommended that, depending on the assigned aircraft parking stand, the helicopter crew landing on RWY 11/29 choose for final approach and touchdown respectively:
  • the crossing of taxiways E, F and RWY 11/29, then vacate the RWY by the nearest available TWY – aircraft stands on APN 1, 2, 3, 5;
  • THR 29, taxiing (air taxiing) on taxiways A1, J, K - to the operational base of Medical Air Rescue, Border Guard or designated parking stands on APN 6.
5.3. For an expeditious flow of air traffic, crews of skid-fitted helicopters shall not touchdown but descent till air taxi altitude and vacate the landing zone as soon as possible into the assigned TWY if not instructed otherwise by GDAŃSK TWR.
5.4. Helicopters that do not require rolling take-off may occupy:
  • RWY 11 by TWY E,
  • RWY 29 by TWY D, F.
5.5. Stand with dimensions not less than circle of 2D diameter of the biggest helicopter for which the stand is designated, should be provided.

6 LOW VISIBILITY OPERATIONS (LVP)

6.0.1. RWY 29, subject to serviceability of the required facilities, is suitable for CAT II, IIIA and IIIB operations by those operators whose minima have been accepted by the President of the Civil Aviation Authority. No authorisation for carrying out CAT III operations is required for foreign operators in possession of a certificate of competency issued by their national authorities.

6.0.2 Criteria for the initiation and termination of LVP

6.0.2.1. LVP will be initiated whenever any of the RVR values fall below 550 m and/or the cloud ceiling falls to 200 ft or below.
6.0.2.2. LVP will be cancelled when the RVR increases to 600 m or more and/or the cloud ceiling reaches 200 ft or more and a continuing improvement is anticipated.

6.0.3 Description of Low Visibility Operations (LVP)

6.0.3.1. During LVP, special ATC procedures will be applied. Flight crews will be informed of the commencement of these procedures by ATIS or by radio. The following phraseology will be used: Low visibility procedures in operation. If it is impossible to carry out CAT II or III operations, the following phraseology will be used: Low visibility procedure in operation. ILS approach CAT II (or CAT III) not available.
 
6.0.3.2. During the preparation and operation phase of LVP a significantly reduced departure and landing rate should be expected.
6.0.3.3. For arriving aircraft, the ATC will require the use of RWY 29 and exit from the RWY only via TWYs: E, G, H.
6.0.3.4. Aircraft crews are required to report ‘ runway vacated’ after the aircraft has completely passed the end of the green/yellow colour coded taxiway centre line lights.
6.0.3.5. During LVP/LVTO, RWY 11 and RWY 29 will be used for take-off for departing aircraft. The RWY may be accessed via:
  • TWY A1 (RWY 29),
  • TWY B (RWY 29),
  • TWY C (RWY 29),
  • TWY H (RWY 11).
6.0.3.6. Take-offs are prohibited if the RVR is less than 125 m.

6.0.4 Taxiing in low visibility conditions (LVP)

6.0.4.1. Taxiing on taxiways equipped with working centre line lights is conducted without FOLLOW ME assistance. If the RVR falls below 550 m, FOLLOW ME assistance is required on taxiways not equipped with centre line lights and on TWY M and TWY N at the intersection with the service road.
6.0.4.2. During Visibility Conditions 3 (RVR < 400 m) GDAŃSK TWR uses separations to provide at least one free sector of the taxiway for a gap between aircraft and between aircraft and vehicles on the manoeuvring area.
6.0.4.3. Taxiing aircraft will be given clearances based on holding points and intermediate holding positions.
6.0.4.4. Flight crews are obliged to report when the aircraft has reached the stand.
6.0.4.5. Pilots who wish to perform a CAT II or III ILS approach for training flights should use the following phrase on first contact with APP control: Request training approach Category II/III. In this case, measures described in points 2.22.6.1.3.1 to 2.22.6.1.3.5 will not be applied.

6.0.5 System for verifying the position of aircraft and vehicles

6.0.5.1. The system for verifying the position of aircraft and vehicles covers the manoeuvring area and selected roads used by vehicular traffic. The system was developed based on: inductive loop barriers, determining the position of aircraft using multilateration of SSR signals and determining the position of aerodrome vehicles using ADS-B transponder signals.

6.0.6 System of inductive loop barriers

6.0.6.1. To ensure the safety of flight operations in low visibility conditions, a system of barriers in the form of inductive loops has been installed. For a more efficient management of operations, the manoeuvring area has been divided into sectors. The loops have been installed at runway holding positions, intermediate holding positions, on roads used by vehicular traffic and connected to the runway, on the border of ILS GP sensitive area. The system of barriers is an additional source of information used to:
  • determine the position of aircraft and vehicles on the manoeuvring area,
  • monitor compliance with clearances and instructions of aircraft and vehicles,
  • ensure that the RWY is not occupied by vehicles and other aircraft and clear for landing and departing aircraft,
  • assist vehicles and taxiing aircraft,
  • assist rescue services.

6.0.7 Procedures for the use of transponders

6.0.7.1. Aircraft operators should ensure that aircraft transponders are able to operate when the aircraft is on the ground.
6.0.7.2. Departing aircraft shall select the assigned code (squawk) and activate Mode S before commencing push-back at the latest or, when push-back is not necessary, before commencing taxi. TCAS shall not be activated before obtaining a line-up clearance.
6.0.7.3. Aircraft equipped with Mode S shall transmit the aircraft ID as filed in the flight plan or, when no flight plan has been filed, the aircraft registration. In the event of taxiing without prior filing the flight plan, mode A code 2000 shall be selected on the transponder.
6.0.7.4. The transponder of a landing aircraft shall be turned on until the aircraft stops at the parking position. TCAS shall be deactivated immediately upon vacating the RWY.
6.0.7.5. The activation of Mode S in a transponder means selecting: AUTO, ON, XPNDR, or the equivalent according to specific installation.
6.0.7.6. Do not select OFF or STDBY.

7 TRAINING AND TECHNICAL FLIGHTS

Training flights within the GDAŃSK CTR and GDAŃSK TMA may be conducted after they have been notified by phone to the appropriate ATC unit and given ATC instructions.

1 BIRD CONCENTRATION AREAS AND AREAS WITH FAUNA SENSITIVE TO AIR TRAFFIC

1.1 Bird migrations

The main migratory bird flyway of Charadriiformes birds, ducks and geese is the coast of the Baltic Sea in a south-western direction. In autumn, formations of birds overflying the aerodrome may occur.
An increased activity of gulls related to the location of the aerodrome in the area of Gdańsk Bay is observed especially in poor weather conditions (rain/snow, strong wind). The presence of corvids is related to the immediate vicinity of garden allotments.

1.2 Warnings

A greater probability of wildlife strikes is from 1 May till 30 September each year and is related to the breeding activity of birds (buzzard, kestrel, swallow, larks).
Other animal species observed in the vicinity of the aerodrome are: foxes, hares, storks, cranes, lapwings, starlings, pigeons.

2 CONTROL OF WILDLIFE ACTIVITY AND REPORTING

A control of wildlife activity is carried out and documented by the Physical Environment Regulation Coordinator. The Coordinator continually monitors the area of the aerodrome and takes action when an environmental hazard occurs. The Coordinator also carries out checks of the manoeuvring area at least every 30 minutes to react when a hazard occurs. The preventive (ad-hoc) measures taken by the Coordinator are among other things: bird-scaring vehicle (Scarecrow), pyrotechnics.
Long-term preventive measures include grass management that prevents birds from residing in the immediate vicinity of the runway and chemical repellents for wildlife.
Any probable wildlife strike is subject to check (inspection of the manoeuvring area, in case of landing – aircraft inspection) by the Airport Duty Officer and Physical Environment Regulation Coordinator. A report is made if a strike has been confirmed.
