1 GENERAL RULES OF FLIGHT

Entry into the KRZESINY MCTR is possible provided that two-way radio communication on the VHF frequency of KRZESINY TWR 121.030 MHz is maintained.
All flights of aircraft operating from/to ŻERNIKI aerodrome (EPZE) in the KRZESINY MCTR airspace can be conducted as VFR flights only.
ATIS including meteorological information is available at POZNAŃ/Krzesiny (EPKS) aerodrome on the 123.910 MHz frequency as well as via phone number: +48-261-548-046. Crews performing flight within KRZESINY MCTR are obliged to get familiar with this information. If listening to ATIS information is impossible KRZESINY TWR will transfer current METAR message to pilots while communicate.
If not instructed otherwise by KRZESINY TWR, the entry into/exit from the KRZESINY MCTR shall be conducted via the published VFR points for POZNAŃ/Krzesiny (EPKS) aerodrome.
 
 
REMARK : ROMEO point might be used only in RCF procedure or as holding point for ŻERNIKI (EPZE) aerodrome.

1.1 Arrivals and departures to/from the aerodrome

Crews of aircraft operating within the KRZESINY MCTR shall use the QNH setting.
Entry into the KRZESINY MCTR is possible provided a flight plan (FPL) has been filed. Flight plans should be filed to the ATS Reporting Office (ARO) in compliance with the applicable rules and procedures, using the address EPWWZPZX, and contain indication that they are to be also forwarded to: EPKSZTZM, EPKSZPZM.
KRZESINY TWR will provide crews with wind information from POZNAŃ/Krzesiny (EPKS) aerodrome for take-off, landing or other situations.
Flights from/to ŻERNIKI aerodrome (EPZE) to/from UNIFORM (located within EPPO CTR) are carried out on the south side of KRZESINY aerodrome.
If necessary, in case of congestion of air traffic, aircraft following VFR may also be instructed to hold at one of the following points: ECHO , KILO , MIKE , ZULU .
After leaving KRZESINY MCTR and entering class G airspace (at an altitude above 700 ft AMSL), crews are obliged to establish radio communication with POZNAŃ FIS on the frequency of 126.300 MHz, due to the established POZNAŃ RMZ.

1.2 Aerodrome traffic circuit

A standard, four-turn traffic pattern shall be flown depending on the runway direction:
  • for RWY 23 – left-hand circle,
  • for RWY 05 – right-hand circle,
  • altitude: 1250 ft AMSL.
KRZESINY TWR does not provide approach sequencing to ŻERNIKI aerodrome (EPZE), informs only about air traffic. Traffic avoidance advice is available on request.

1.3 Communication maintaining conditions

Within the KRZESINY MCTR, all aircraft must maintain two-way radio communication on the frequency of KRZESINY TWR. All air operations in this airspace are carried out with the approval and under conditions determined by the military air traffic service.
In case of KRZESINY MCTR deactivation:
  •  the airspace class below 1600 ft AMSL changes to class G, provided that POZNAŃ RMZ functions above 700 ft AMSL alititude – radio communication with POZNAŃ FIS on 126.300 MHz frequency. Airspace class above 1600 ft AMSL (up to KRZESINY MCTR upper limit) changes to class C airspace and is subject to POZNAŃ APP - mandatory radio communication with POZNAŃ APPROACH on 128.925 MHz frequency;
  • traffic on the manoeuvring area and aircraft performing flights in the vicinity of ŻERNIKI aerodrome (including those performing/entering/leaving the aerodrome traffic circuit) should be carried out on the ŻERNIKI RADIO frequency 122.205 MHz;
  • it is prohibited to perform flights over the POZNAŃ/Krzesiny (EPKS) military aerodrome as well as infrastructure and objects located on its territory within physical limits of the military aerodrome.

1.4 Radio communication failure procedures

1.4.1. No reply from KRZESINY TWR to calls made by aircraft on 121.030 MHz during operation on the manoeuvring area at ŻERNIKI aerodrome.
1.4.1.1. The location of ŻERNIKI aerodrome on high ground and the set radio transmitting and receiving power of KRZESINY TWR ensure good two-way VHF communication between TWR and an aircraft present on the manoeuvring area of ŻERNIKI aerodrome.
1.4.1.2. No take-offs from ŻERNIKI aerodrome are permitted in case of any problems with establishing and maintaining continuous two-way radio communication between KRZESINY TWR and an aircraft present on the maneuvering area.
1.4.1.3. In case a situation described above occurs, the pilot-in-command shall telephone KRZESINY TWR (+48-261-548-350) to identify the cause of communication failure and determine further actions.
1.4.2. Radio communication failure (RCF) in flight
1.4.2.1. Damage to (failure/defect of) communication function (COM) on the side of KRZESINY TWR.
1.4.2.1.1. In the case of a flight with ŻERNIKI aerodrome as intended destination, when several attempts to call KRZESINY TWR on 121.030 MHz before reaching the KRZESINY MCTR boundary are unsuccessful, the pilot-in-command is obliged to do the following:
  • stay clear of the KRZESINY MCTR boundary and circle at one of the VFR points ( MIKE , ZULU , ECHO , KILO ) which is closer to the current aircraft’s position at an altitude not higher than 1500 ft AMSL;
  • return or establish radio contact with POZNAŃ FIS on 126.300 MHz;
  • when having established radio contact with POZNAŃ FIS, stay on its frequency;
  • adhere to instructions received from the POZNAŃ FIS officer.
1.4.2.1.2. Instructions forwarded by the FIS POZNAŃ officer will be instructions from KRZESINY TWR to the pilot-in-command intending to land at ŻERNIKI aerodrome. In that case, the POZNAŃ FIS unit will be treated as a unit retransmitting radio communication.
1.4.2.1.3. After landing at ŻERNIKI aerodrome, the pilot-in-command shall make an attempt from the ground to notify POZNAŃ FIS on 126.300 MHz of FPL closure and, notwithstanding this attempt, inform KRZESINY TWR by phone (+48-261-548-350) about the completion of the flight.
1.4.2.2. Damage to (failure/defect of) communication function (COM) on the side of the aircraft.
1.4.2.2.1. In the case of a flight with ŻERNIKI aerodrome as intended destination, when the pilot-in-command has carried out actions specified in 1.4.2.1 and recognised that two-way radio contact with KRZESINY TWR or POZNAŃ FIS cannot be established and maintained, entry into the KRZESINY MCTR is allowed provided that the following conditions are met:
  • the flight is performed under visual meteorological conditions specified for controlled airspace (ceiling not lower than 1500 ft and visibility in flight not less than 5 km);
  • a serviceable Mode 3/A transponder is present on board aircraft and set to Code 7600 immediately after failed attempts to establish contact with the ATS units mentioned in point 1.4.2.1;
  • the procedure described in points 1.4.2.2.2 to 1.4.2.2.5 is applied.
1.4.2.2.2. The pilot-in-command shall:
  • conduct a flight in Class G airspace, clear of the KRZESINY MCTR boundary, to the VFR point KILO at an altitude not higher than 1500 ft AMSL due to the lower limit of controlled airspace of sector A within the POZNAŃ NORTH TMA;
  • after arrival at KILO , circle over this point for 5 minutes;
  • then continue from KILO to ROMEO as follows: along the express road S5 to the node of the A2 motorway Poznań-Wschód, then above the A2 motorway and, after reaching the position north abeam ROMEO , turn left towards ROMEO ;
  • when arriving at ROMEO , observe the ŻERNIKI aerodrome traffic circuit and extended RWY 11/29 centre line of POZNAŃ/Krzesiny aerodrome, and watch light signals from the KRZESINY TWR building which is situated east abeam THR 29.
1.4.2.2.3. A steady green light transmitted by the KRZESINY TWR using a signal light gun shall mean a clearance to continue approach for a full stop landing at ŻERNIKI aerodrome.
1.4.2.2.4. It is assumed that the pilot-in-command will carry out approach from ROMEO on the RWY dependent on wind direction in the following manner:
  • for RWY 23: overfly RWY 23 and enter the left-hand traffic pattern for RWY 23 on the into wind leg, make a full stop landing;
  • for RWY 05: cross the extended RWY 05/23 centre line, enter the right-hand traffic pattern for RWY 05 on the downwind leg, make a full stop landing.
1.4.2.2.5. If the pilot-in-command does not see signals from a signal light gun after arriving at ROMEO at the latest, he will circle at this point, making turns to the north, for 3 minutes, and then carry out actions specified in point 1.4.2.2.4.
1.4.2.2.6. Immediately after landing at ŻERNIKI aerodrome, the pilot-in-command will notify this to KRZESINY TWR by phone (+48-261-548-350).
